2015-07-27 FPC response to supplemental traffic info To: Board of Trustees, Village of Rye Brook Date: July 27, 2015 Subject: Continuing Traffic Review – Expanded Study Area – Sun Homes at Reckson Executive Park, Rye Brook, New York (538.662) As requested, we have completed a review of the memorandum prepared by Maser Consulting P.A., dated July 13, 2015, for the above proposed residential development. The Applicant’s Traffic Consultant prepared this traffic analysis of an expanded Study Area, which included additional intersections located on King Street to the north and south of the subject property. It included the following intersections:  King Street at Sherwood Avenue/Atria Site Driveway;  King Street at North Ridge Street/Hutchinson River Parkway/Merritt Parkway Southbound On/Off-Ramps; and,  King Street at Blind Brook Middle/High School/Glenville Road (signalized intersection). The Applicant completed this analysis of the intersections noted above in response to comments from the Village to determine potential impact to other intersections outside the original designated Study Area for the proposed 110 residential units. To develop an appropriate baseline traffic condition for each of the peak hours included in the Applicant’s analysis it used available traffic data obtained by Frederick P. Clark Associates, Inc., other Traffic Studies and additional traffic counts conducted by the Applicant’s Traffic Consultant to develop traffic conditions for when Schools are open. The methodology used by the Applicant’s Traffic Consultant to develop these traffic baseline conditions is acceptable to this office for the purposes of completing this traffic analysis to determine potential impact to the intersections noted above. These traffic volumes were expanded to reflect a 2019 traffic conditions for a no-build and build condition, which includes the 110 residential units. 2 The findings of this analysis, which is an expansion of the memorandum prepared by our office and dated June 16, 2015, indicates that the additional traffic to be generated by this proposed residential development, which is a maximum of three percent or less additional traffic during each peak hour, will result in an insignificant, if any, impact to the intersections noted above. It is acknowledged by the Applicant’s Traffic Consultant, as in our June 2015 memorandum, that certain movements at these intersections already operate with long delays during peak hours and that this proposed development and its additional site traffic generation will not have any significant impact on the operation of these intersections. Also, it is acknowledged by the Applicant that installation of traffic signals would mitigate existing and no-build traffic conditions and reduce delays; however, in each case these traffic signals do not meet the criteria set forth and followed by the New York State Department of Transportation (NYSDOT), the Connecticut Department of Transportation (ConnDOT), the Village of Rye Brook and the Town of Greenwich for consideration for installation of traffic signals. Based on a review of the Applicant’s Tra ffic Report and our knowledge of these intersections over many years, indicate that the proposed residential development will have an insignificant impact to these intersections and should not require off-site mitigation to modify traffic control, pavement markings or other means to reduce traffic delays.
