Planning Base Studies Village of Rye Brook, New York Chapter 8 Public Facilities 8-1 May 2012 Prepared by the Westchester County Department of Planning 8.1 Overview This chapter provides an overview of the various public facilities and services in the Village of Rye Brook, including public safety services, Village-owned properties and buildings, the Community Senior Center, the local library and the public school systems serv- ing the Village. Map 8.1 shows the public facilities and schools in Rye Brook. Unless otherwise noted, the information provided was adapted from the 2006 Village of Rye Brook Residential Informa- tion Guide, the Village of Rye Brook’s website (http:// www.ryebrook.org), the Port Chester – Rye Brook Public Library website, Village school district websites and the newyork- schools.com website. The Village Administrator is the chief administrative officer of the Village. It is the role of the Administrator, with the help of village staff, to operate and handle the daily business of the government. The Village of Rye Brook owns four buildings in the Village from which its operations are based: Village Hall (including the Police Department), 938 King Street Public Works/Highway/Parks Garage, 511 West William Street Rye Brook Firehouse, 940 King Street Anthony J. Fire Department Fire services are provided by the Village of Port Chester Fire De- partment and the Rye Brook Fire Department. The Rye Brook Fire Department has 8 employees and operates every day from 7 a.m. until 7 p.m. These services are supported and supplemented by the Port Chester Fire Department which, under an agreement, pro- vides coverage 365 days a year, 24 hours a day. The Rye Brook Fire Department is operationally under the control of the Port Chester Fire Chief and they also operate out of the Rye Brook Firehouse from 7 pm to 7 am. B. Police Department The Village police force con- sists of 28 officers and one sup- port staff position. In addition to its regular law enforcement du- ties, the force administers crime prevention programs for resi- dents, schools and senior citi- zens, and provides instruction about preventative measures that can be taken for the essential safety of the community. C. Library The Village is served by the Port Chester – Rye Brook Public Li- brary, which was founded in 1876. Fifty years later, the Library building was dedicated in its present location at 1 Haseco Avenue in the Village of Port Chester. An addition, built in 1967, increased its floor space by 9,000 square feet. The library is funded by the Villages of Port Chester and Rye Brook and serves an active popu- lation of 36,469. Senior Center and Anthony J. Posillipo Community Center The Anthony J. Posillipo Community Center is a family-oriented facility for the community. During the weekday hours, its primary focus is on the welfare of the Village’s senior citizens, providing hot meals and a variety of activities for them. After-school, evening and Saturday morning recreational, social and enrichment programs are provided for residents of all ages. The Center is also available for use by community residents on a rental basis for private events and is the home of the indoor farmer’s mar- ket. E. Public Works and Parks Department The Public Works Department employs nine full-time staff mem- bers as well as three mechanics, four parks employees and seasonal employees from the summer through the fall. Its primary functions include maintaining Village-owned streets, storm drainage and sew- ers. Public Works and Parks staff maintain Village-owned buildings and maintain trees along Village-owned rights-of-way and on Vil- lage-owned properties, parks and open spaces. In the fall, staff col- lect leaves and conduct emergency road repairs. During the winter months, staff maintain roads, storm drains and sewers, as well as plow and salt roads. Figure 8-5. All of these are undivided and asphalt paved. Approximately 30 miles of road runs through the Village of Rye Brook. Several roads are maintained by others than the Village: I-287, the Hutchinson River Parkway, King Street and Westchester Avenue are maintained by the New York State Department of Transportation (NYSDOT) and part of Ridge Street and Bowman Avenue are maintained by the Westchester County Department of Public Works and Transporta- tion. F. Other Village-owned Facilities DPW/Parks Garage: salt shed, equipment storage and me- chanic’s bay; 511 West William Street Pump stations at BelleFair and Village Hall Compost site: receiving grass, green waste and wood chips; Up- per Lincoln Avenue. 8.3 Other Public Facilities A. Emergency Medical Services (EMS) Adapted from Port Chester-Rye-Rye Brook EMS website Rye Brook is served by the Port Chester-Rye-Rye Brook Emer- gency Medical Services (EMS). The organization, in existence for forty years, handles about 4,800 emergency calls a year. It requires assistance from neighboring EMS services an average of 15 times per year. The Port Chester - Rye - Rye Brook EMS operates from its head- quarters located at 417 Ellendale Avenue in Port Chester. In addi- tion to serving the Village of Rye Brook, the EMS also serves the Village of Port Chester and the City of Rye. It has 45 staff mem- bers, including 16 volunteers. Paid staff members include 17 para- medics and 13 Emergency Medical Technicians (EMT’s). Two am- bulances are in operation 24 hours a day. Both are staffed with a paramedic and an EMT. The volunteer arm of the EMS system in the Village is provided by the Port Chester – Rye - Rye Brook Volunteer Ambulance Corps (PCRRBVAC), which recently celebrated its 35th anniversary, and serves the communities of Rye Brook, Port Chester and Rye. The Corps is located within the EMS headquarters facility at 417-419 Ellendale Avenue in Port Chester. Planning Base Studies Village of Rye Brook, New York 8-6 May 2012 Prepared by the Westchester County Department of Planning Chapter 8 Public Facilities 8.4 Schools The Village of Rye Brook has two school districts: the Blind Brook – Rye Union Free School District and the Port Chester – Rye Union Free School District. Map 8.1 indicates the extent of the school dis- trict boundaries and the location of the facilities in each district. The Blind Brook School District makes up approximately 70% of the Village and the Port Chester School District covers the remain- ing 30%. A. Blind Brook – Rye Union Free School District The Blind Brook – Rye Union Free School District, commonly re- ferred to as the Blind Brook School District, has an enrollment of approximately 1,560 students. Previously, the District was known as ―District 5.‖ The school district has two buildings: the Ponterio/ Ridge Street School for grades K through 5 and the Blind Brook Middle/High School for grades 6 through 12. The District web-site is located at www.blindbrook.org. Bruno M. Ponterio Ridge Street Elementary School — The Bruno M. Ponterio Ridge Street Elementary School (BMP-RSS) was re-named in the late 1990’s in honor of long-time Principal and Rye Brook resident, Bruno M. Ponterio. BMP-RSS was the first building built by the Blind Brook School District and was constructed in the 1950s. Before the current building was built, the school was housed in a mansion on the property. A new Admini- stration wing was also added. The construction marked the first additions to the building since the addition of the new gym and a two-level classroom wing in the 1960s. Blind Brook Middle School — The Blind Brook Middle School shares the King Street Campus with the Blind Brook High School. The Middle School originally consisted of a hall- way of classrooms and shared the entire building with the High School. To accommodate increasing enrollment, a larger, two- story wing with a gymnasium, computer lab and office space was constructed as a result of a 2002 referendum. This resulted in the separation of most of the daily activities of the middle and high schools even though both remain in the same building. A new middle school wing houses general education classrooms, science labs, a cafeteria, lockers and a new faculty office room. Blind Brook High School — Located on King Street, Blind Brook High School was built in 1973 and renovated in 2000 and 2006. The High School shares athletic facilities, as well as the Monroe E. Haas Library and IMC (Instructional Media Center), LGI (Large Group Instruction), band room, auditorium and cafeteria with the Middle School. Figure 8-8. Port Chester – Rye Union Free School District The Port Chester – Rye Union Free School District, commonly re- ferred to as the Port Chester School District, has a total enrollment of approximately 3,955 students. The District web-site is located at www.portchesterschools.org. The district consists of one high school, one middle school and four elementary schools. Port Chester High School — Port Chester High School is lo- cated on a 23-acre campus at One Tamarack Road in Rye Brook and Port Chester. The high school building is located in Rye Brook. The high school has an enrollment of approximately 1,200 students and includes grades 9 through 12. Port Chester Middle School — The Port Chester Middle School is located at 113 Bowman Avenue in Rye Brook and includes grades 5 through 8.
