2018.12.03 FP Clark Memo To: Paul S. Rosenberg, Mayor and the Village of Rye Brook Board of Trustees Date: December 3, 2018 Subject: 900 King Street, Petition to Amend the PUD Regulations and an Application for a PUD Concept Plan – Additional Baseline Traffic Volume Data As referenced in the memorandum prepared by our office and dated November 2, 2018 to verify the turning movement counts used by the Applicant in its Traffic Study, and supplement turning movement counts conducted by our office, an Automatic Traffic Recorder (ATR) was installed on King Street, between the Arbor Drive and Rye Brook Village Hall driveway for a period beginning Saturday, October 27, 2018 through Sunday, November 4, 2018. This ATR recorded traffic volumes, by direction and hourly for each of the days noted above. However, for reference purposes the Thursday, November 1, 2018 data was summarized in detail and graphically illustrated in Figure A-1 to indicate hourly volumes and to further identify peak hour characteristics of traffic levels on King Street. The data indicates that King Street has a daily two-way volume of 19,988 vehicles, with 11,467 vehicles traveling northbound and 8,521 traveling southbound during a 24-hour period. The data further identifies that the weekday morning peak hour occurs between 8:00 and 9:00 A.M. and the weekday afternoon peak hour occurs between 5:00 and 6:00 P.M. During the morning peak hour the two-way volume was found to be 1,757 vehicles. During the weekday afternoon peak hour the two-way volume was found to be 1,728 vehicles. Table A-1 provides a summary of the identified peak hour volumes on King Street from the ATR and compares it to the Applicant’s peak hour data for reference purposes. Backup data is provided. The traffic volumes shown in the table are based on the actual peak hours and volume, therefore, referenced the following peak hours:  Weekday morning – 7:30 to 8:30 A.M.;  Weekday midday – 2:30 to 3:30 P.M.; and,  Weekday afternoon – 5:00 to 6:00 P.M. This table indicates that during the exact same hours as used by the Applicant to complete the Traffic Study the percent difference in traffic volumes during the weekday morning peak hour was found to be 1.6 percent higher in November versus March, 3.98 percent higher during the weekday midday peak hour (School departure) than the January counts and 0.87 percent during the weekday afternoon peak hour. In comparison of the data obtained by the Applicant and traffic counts obtained by our office a comparison of the peak hour conditions and volumes indicate that the volumes obtained by the Applicant and our office are within an acceptable range. It is important to note that traffic volumes fluctuate on a daily basis and the difference in these volumes are within an acceptable range used by Traffic Professionals to reflect conditions on area roadways. Therefore, it is our opinion that the baseline traffic volumes used by the Applicant for purposes of completing their Traffic Study are appropriate and represent typical traffic conditions on King Street and at each of the intersections included in the analyses.
