All of the units are proposed to be age-restricted to residents 55 years of age or older. As you may know, the property is currently improved with an approximately 200,000 square foot office building that is largely vacant. AKRF is currently preparing documentation for the environmental review pursuant to the New York State Environmental Quality Review Act (SEQRA). For our analysis, we have been asked by the Village of Rye Brook to obtain information relevant to the current services provided by the Emergency Medical Services Department to the Project Site. The project location and conceptual site plan are provided in the attached figures. I want to thank you for including the impacts of the proposed age-restricted community at 900 King Street on our EMS system in your analysis. We have always advocated for inclusion in the review process for any significant construction projects in the area we service. In the past we have found that without our input, approved projects were built with elevators that cannot accommodate a stretcher in the flat position, resulting in us having to elevate the head of the stretcher while doing CPR or transporting patients with back injuries. Another critical design aspect is the ability to park close to a facility under cover from the elements without blocking routine access/egress for normal auto, pedestrian traffic. These are just a few of the many design and operational project aspects that we could provide valuable input on to accommodate our needs to achieve our objective of providing the highest level of emergency care and transportation in the most effective and expeditious manner possible. Thank you again for this opportunity to provide data and input. 1. Can you please provide us with the call history for the past three years for the Reckson Office Park in Rye Brook (1-6 International Drive)? We responded to calls for medical assistance at the above addresses a total of six times between 6/15 & 6/18. Four patients were transported and two refused transport (non-revenue producing). 2. Would you please provide us with the current staffing level and qualifications of the EMS service? Port Chester-Rye-Rye Brook EMS is an all career staffed agency. A NYS EMTP (Paramedic) and a NYS EMT respond to each call in a fully staffed Advanced Life Support Ambulance. There are 3 ambulances on the road in the daytime and 2 are on duty during the overnight. During the day, based on demand, a fourth ambulance is staffed by Paramedic Supervisors to cover additional calls. 3. Would you please provide us with the insurance recovery ratio for: calls to the Atria, Rye Brook; calls to the Osborn (independent and assisted living and memory care only, not the “Pavilion” skilled nursing, rehab, or hospice care) in the City of Rye for the past three years? We realize a recovery rate of approximately 70% for both the Atria Rye Brook and the Osborn Facility. For the period of 2015-2017, the service responded to 1528 calls for assistance at the Osborn. Unfortunately we are unable to break out rates for calls to specific locations within the Osborn campus. 5. Would you please provide us with a breakdown of the type of calls over the last three years to the Atria, Rye Brook as well as to the Osborn (independent and assisted living and memory care only, not the “Pavilion skilled nursing, rehab, or hospice care)? During 2015-2017 our service has responded to the Atria, Rye Brook 885 times. We are unable to break out call response by dispatch information or presenting problem at this time, but the calls range from a “lift assist”, to falls, to difficulty breathing and cardiac arrests. See response to #4 for The Osborne run data. 6. Please provide us with high level budget information of the EMS service for the past three years. Information requested includes: Revenue: Total and by source (insurance recovery, municipal, other): and Costs: Staff, equipment, supplies, capital/debt, etc. The goal of this analysis is to provide information to the public on the financial resources of the EMS system so that the potential financial impact of the project of the project on the EMS system can be more clearly discussed. We have responded to your inquiry in good faith and expect the opportunity to be invited to any public forum during which you intend to present your assessment of the impacts of your project on the local EMS system. 7. Please provide us with information on the current capacity of the EMS system with respect to personnel and equipment, as well as what actions the system anticipates (i.e., hiring staff, adding equipment) to respond to current and near term demand system-wide. Our agency currently answers over 6,000 calls for assistance in the three communities we serve. We transport approximately 90% of the patients seen. Each call takes approximately 1 hour to complete and return to service. The majority of our calls are emergent in nature. A small number of non-emergent transports are also answered. As with any emergency service, it is impossible to predict call volume and location for any particular time. There are many occasions when we have four and five ambulances on responses. We provide and receive mutual aid from our neighboring agencies when demand outpaces our capacity. Unfortunately, mutual aid takes as long as twenty minutes to arrive and that delay could prove catastrophic for true medical emergencies. We currently receive mutual aid forty to sixty times a year. We believe our system is operating at capacity. Any significant increase in call volume generated from the construction of any new facilities without expanding the number of EMS units and supervisors available will result in more mutual aid requests, delays in response, and ultimately could result in poor patient outcomes and overall system degradation. Without doubt an additional ambulance would need to be placed in service, as well as the addition of a nighttime supervisor to back up crews on serious calls and “hold down” calls by initiating treatment while units are responding from a hospital to the scene during high volume periods. “Caring for the Community for 50 years 1968-2018” Phone: 914-939-8112 Fax: 914-939-1075 PCRRBEMS@gmail.com. Through the generosity of past benefactors, we have made considerable investments in vehicles and equipment over the last several years. That revenue stream no longer exists. Advancements in cardiac monitors, patient transport equipment and diagnostic equipment used in the treatment of older patients make ongoing investment in such areas an ongoing requirement. While we respect that you are tasked with studying the impact of one project on EMS, we are aware of several other projects in various stages of development that collectively will have significant impact on our call volume and EMS system performance. Just as the developers of this project are doing their due diligence in the study of its impacts, we too must plan and develop capabilities to continue to meet our mission.
