Date: July 1, 2019 Re: 900 King Street: Proposed Building Demolition On behalf of the Applicant, and in response to comments from your Board, your staff and consultants, and members of the public, we are transmitting a revised Demolition Management & Logistics Plan (the “Plan”) for the proposed demolition of the existing office building at 900 King Street. To aid in review of the revised plan, we are submitting both a ‘clean’ and a ‘redlined’ version of the document. The revisions to the Plan include:  A description of the equipment and process that will be used to fill, grade, and vegetate the area under the western portion of the building that is proposed to be removed;  Additional information on the potential noise impacts from demolition, based on the updated construction noise analysis included in the May 14, 2019 preliminary Final Environmental Impact Statement (pFEIS);  Additional information on the potential for the demolition to impact the Arbors or the Tennessee Gas Pipeline due to vibration;  A commitment to protect the existing trees within the parking lot during Phase 2 of the demolition;  Inclusion of the Rye Brook Police and Fire Departments in the list of agencies to be notified of the demolition schedule; and,  The inclusion of references to the specific sections of the Draft Environmental Impact Statement (DEIS) and pFEIS on which the analyses in the Plan are based. On the following two pages, we have excerpted points from the Plan that address some of the concerns raised during the June 27, 2019 public hearing. There is no new information presented in these points; rather, they are a distillation of major points from the Plan. Rye Brook Board of Trustees 2 July 1, 2019 NOISE  The primary purpose of the demolition application is to avoid potential noise impacts associated with demolition to operations of the Blind Brook High School and Middle School.  Demolition and restoration activities would adhere to Village’s Noise Code (Chapter 158), which allows construction audible beyond the property line between 8:00 AM to 6:00 PM during weekdays and 9:00 AM to 4:00 PM on Saturdays. Demolition activities will not occur on Sundays or holidays.  pFEIS predicted maximum exterior noise level estimates for a period that included site demolition and ground clearing. Predicted noise levels during this period: o Are up to 70.1 dBA at Arbors residences on north side of Ivy Hill Crescent. o Are up to 65.7 dBA at Arbors residences on south side of Ivy Hill Lane. o Are maximum aggregate levels.  This application only has building demolition – no site clearing or excavation  No simultaneous site activities adding to noise levels  These levels are worst-case.  These noise levels would not occur every day or every hour on days when they do occur. o Exterior levels—noise levels inside Arbors townhomes would be less. o On south side of Ivy Hill Crescent, maximum noise levels would be up to 2.2 dBA above existing conditions, which would be barely perceptible. o On the north side of Brush Hollow Crescent, maximum noise levels would be up to 1.8 dBA above existing conditions, which would be barely perceptible.  The Arbors’ tennis courts, pool, and playground are to the north of Brush Hollow Crescent.  Demolition would start on the east end of the building, away from the Arbors, and move west, such that the demolition equipment would be ‘behind’ the building for most of the demolition process. DUST CONTROL  Demolition would include the use of dust suppression units and the contractors would clean the construction entrance, parking lot and driveway.  Fully loaded trucks would use covers/tarp rollers. TRAFFIC  Flagman at gate onto Arbor Drive  No queuing on Arbor Drive—gate set back from Arbor Drive.  Site configured to reduce back-up alarms.  Average of 25 trucks per week (five per day); some days as many as 16 trucks spread throughout the day while other days there may only be two trucks.  Expect no more than 10 workers on-Site; DEIS conservatively predicted 20 workers for this phase.  Traffic counts in 2017/2018 recorded 34 trips at the Site in the Peak AM hour and 21 trips in the peak PM hour—more than the number of workers on-Site.  Traffic on King Street is expected to be lower during summer than school year, further minimizing potential adverse impacts.  Emergency situations on Arbor Drive would be coordinated directly with the Rye Brook Police Department. Rye Brook Board of Trustees 3 July 1, 2019 HAZARDOUS MATERIALS  A survey of the building for suspect asbestos-containing materials (ACM), lead-containing paint (LCP), and PCB caulk was performed and documented in a report that was shared with the Village. Cork flooring and associated mastic, exterior waterproofing, and exterior pipe elbows tar were determined to be ACM. ACM will be removed in accordance New York State regulations prior to demolition.  All work with the potential to disturb LCP will be performed in accordance with OSHA regulations.  PCB caulk samples were all non-detect for total PCBs. VIBRATION  Arbors are ± 250 feet from demolition activities.  Tennessee Gas Pipeline is ± 1,000 feet from demolition activities.  As reference, NYC Building Code requires monitoring for historic structures, which may be more susceptible to vibration damage, when they are within 90 feet of a project.  Nevertheless, Applicant will have a vibration monitoring program in the vicinity of the Arbors and in the vicinity of the Pipeline. COORDINATION Prior to demolition, and in the case of an unforeseen event that may materially alter the process or means of demolition or that may significantly and adversely affect Arbor Drive, the Applicant would notify:  Village of Rye Brook Building Department, Police Department, and Fire Department  Village of Rye Brook Parks and Recreation Department  Blind Brook School District (office of the Superintendent)  Arbors Homeowners’ Association (HOA President or designee).
