My responses to the AKRF letter are as follows:
District-specific experience with age-restricted senior living communities,
including the potential for school age children to olive in these communities.
A. The only two facilities I am aware of that are age-restricted senior living communities
are the Atria at Belle Fair and the King Street Rehab facility, both located on King Street
in Rye Brook. As best as I know, there have never been any school-age children
residing in these developments during the past 17 years.
Capacity and current utilization of public schools within the District.
A. Blind Brook has three public schools - a K-5 elementary school that can hold 800
students and is now at about 76% capacity; a grades 6-8 middle school that can hold
400 students that is now at 83% capacity; and a grades 9-12 high school that can hold
525 students and is now at 95% capacity.
Additional information that may be relevant and useful to the Village's Board
of Trustees and Planning Board in reviewing the proposed project.
A. The Kingfield residential development behind the Reckson office building complex on
King Street is scheduled to have a total of 110 homes built there in the next 2-3 years
(first phase of 25 homes occupied in summer of 2018). This will add students to the
District's enrollment register. At this time, a reasonable estimate of school-age children
residing in this development when fully occupied is somewhere between 75 and 100
students (I acknowledge this estimate could be low).
I also wish to point out that traffic on King Street (Route 120) is currently extremely
heavy during the rush hour periods in the morning and afternoon. With Kingfield
coming online, traffic will only worsen. As Superintendent of Schools, I am very
concerned about traffic and congestion especially on King Street southbound between
the Belle Fair main entrance and Glenville Road and northbound on King Street from
Magnolia Drive and the Belle Fair main entrance. I am also concerned about exiting
traffic backing up on the Hutchinson River Parkway (North) at Exit 30 in Rye
Brook. This is a serious matter that the NYSDOT have been notified about (and has
done nothing to help remediate it).
