SUBJECT: 900 King Street Redevelopment preliminary Final Environmental Impact Statement (pFEIS) PUD Concept Plan and Preliminary Site Plan DATE: June 14, 2019 With regard to the above mentioned project, this office has received and reviewed the following: 1. 900 King Street Redevelopment, preliminary Final Environmental Impact Statement (pFEIS), and appendices dated May 14, 2019 and prepared by AKRF, Inc. 2. Plan entitled: "PUD Concept Plan and Preliminary Site Plans, 900 King Street Redevelopment", prepared by JMC, last dated May 14, 2019; Our comments are as follow: 1.) As required Suez has conducted an analysis of the available water system capacities including maximum day and peak hour demands and fire flow demands. The system was found to have inadequate capacity without key “operational” changes implemented. The changes include bypassing of the Anderson Hill Road meter vault and an increase to PRV operating pressure to 55 psi at King Street. As part of this the meter and vault at Anderson Hill road will be required to be upgraded from an 8” to a 16” meter. This upgrade cost is to be paid by the applicant. These changes were shown to produce pressures above the minimum service standards. SUEZ has provided a "willingness to serve" letter, contingent on the above changes and proposed water main extension associated with the project to be completed within 9 months of the letter dated February 1, 2019. If not completed a new “willingness to serve” letter will need to be requested. Therefore, it is critical that the changes to the Suez system be made conditional to any approvals and the proper means to enforce these conditions and substantiate their implementation be considered. 2.) The applicant has adjusted expected sewage flows from the project in accordance with the reductions proposed. As a result, the net increase to sewage flows is now calculated at 26,877 gpd. As previously noted, it is necessary to provide mitigation in the form of Page 2 of 2 Inflow and Infiltration (I&I) removal at a three for one ratio, this will result in required I&I removal of 80,631 gpd. The pFEIS states that the applicant proposes to meet this by monetary contribution to the Village’s existing I&I program. This monetary amount should be established by the applicant in conjunction with the Village and its consultant’s prior to final approval and noted in the FEIS. This is in accordance with the Westchester County Departments of Planning and Environmental Facilities recommendations and should be made a condition of any future site plan approval. 3.) Construction phasing and associate staged disturbance areas have been reduced and further sequenced; however, still requiring a NYSDEC waiver for disturbance areas in excess of 5 acres at one time. It should also be noted that the phasing and sequencing will need to be further revised to reflect the pending demolition segmentation of the project that is currently under consideration. A final review of the construction phases will be conducted once the segmentation issue is memorialized. 4.) Sanitary sewer services seem to be omitted from the site plan. 5.) Some pipe and slope information seem to be omitted from the sanitary sewer profiles. An effort should be made to increase what is now proposed as minimum slope for an 8” sewer main (0.41%) in some reaches. 6.) Technical comments from our memo of November 2, 2019 have been substantially addressed at this time, however we note that a review of the Final Site Plan and Stormwater Pollution and Prevention Plan will be conducted at the time of a Site Plan submission application for this project.
