Subdivision Application
Items to be resolved during Site Plan Application phase:
Drainage
1. Coverage needed under the New York State Department of Environmental Conservation’s (NYSDEC)
State Pollutant Discharge Elimination System (SPDES) General Permit:
a. SPDES General Permit Notice of Intent form.
b. Figures have already been provided for the following, however, more specific discussions in
the report are needed for:
i. “Water Quality Volume” requirement;
ii. “Runoff Reduction Volume” requirement;
iii. “Overbank Flood Control” requirement;
iv. “Extreme Flood Control” requirement.
c. One‐year storm (“Channel Protection Volume”) calculations.
2. A consideration for water quality must be provided immediately upstream of any piped connection
to the proposed drywells. At a minimum the water quality practice must include a sump and a
hooded outlet. Details must be provided. These are already shown for Lots 1 and 2 but one is also
needed for the drainage system on Lot 3.
3. The drywell design calls for finished grade above their covers to be 6” above the elevation of the
adjacent basement floor. There are several acceptable ways to address this issue with minor effect
to the current site plan.
4. The design engineer has indicated that the stormwater model works with a reduced infiltration rate.
The revised model will need to be reviewed.
Photometric
A photometric plan must be provided demonstrating that adequate lighting will be provided in common
driveway and parking areas, as well as along pedestrian paths. The photometric plan must also demonstrate
that lighting intensities along property lines will not exceed one (1) foot‐candle.

Retaining Wall
The following needs to be reviewed but can be done during the Building Permit phase:
1. Calculations must be provided showing that wheel stops and the proposed “short wall” are
sufficient to withstand impact from a vehicle.
2. It should be noted that no structural plans, details or calculations were submitted (or reviewed) for
the retaining wall design as part of this application. Prior to the issuance of any permits the
following must be provided for review:
o All retaining wall design calculations and plans must be signed and sealed by a licensed New
York State professional engineer.
o Subgrade bearing capacity requirements must be specified on the plans.
o Backfill and compaction requirements must be included on the plans.
o The completed installation must be certified by a licensed New York State professional
engineer to be in conformance with the approved plans and must include test results
certified by a NYS certified testing lab including but not limited to:
Subgrade bearing capacity
Backfill gradation
Compaction
o Vehicular protection along the top of the wall (i.e. guiderail) including a design for point
loading against the wall.
