Although the Frederick P. Clark Associates, Inc. Memorandum dated June 16, 2015 and our June
23, 2015 Memorandum indicated that the additional Sun Homes at Reckson Executive Park
residential development (I 10 homes) would not result in a significant increase in delay along
King Street north of International Drive and south of Anderson Hill Road, the Village Board
requested at the June 23r6 Public Hearing a traffic evaluation be undertaken at the following
intersections.
• King Street and Sherwood Avenue /Atria Driveway
• King Street and N. Ridge Street /Hutchinson River Pkwy /Merritt Pkwy SB On/Off Ramps
• King Street /Blind Brook Middle - High School /Glenville Road
Since the Schools in the area were not in session or on a reduced schedule, we have undertaken
the following steps to address the Village Board's request
1. Existing Conditions (Figure No. 2)
a. King Street and Sherwood Avenue /Atria
In order to evaluate traffic conditions when school was in session, 2012 turning
movements at Sherwood Avenue and the Atria Driveway from the Frederick P. Clark —
Brunswick School Traffic Impact Study were utilized with the King Street through
movements balanced with the 2014 traffic volumes at the King Street /International Drive
intersection. The resulting 2014 existing Traffic Volumes are shown on Figure No. 1.

The King Street and N. Ridge Street /Hutchinson River Parkway /Merritt Parkway SB
On/Off Ramp intersection was previously counted in 2013 for the PM Hour for the
Reckson Sports Amenity TIS. The Reckson Sports Amenity TIS did not analyze AM
Conditions. In order to evaluate the AM Peak Hour, traffic counts were conducted at this
intersection on Tuesday, June 30, 2015. Since Schools were not in session, the King
Street /Anderson Hill Road intersection was recounted and compared to the 2014 traffic
volumes when school was in session to adjust for school traffic. Based on this
comparison, the AM Hour traffic count was increased by 30% to reflect conditions when
the area Schools were in session. A copy of this data is contained in Appendix E. The
resulting 2014 Existing Traffic Volumes for this intersection are also shown on Figure
No. 1.
c. King Street /Blind Brook Middle - Hiah School /Glenville Road
Since no previous traffic counts were conducted at this intersection and School was not in
session traffic counts were not conducted at this location. However as previously noted
in the June 16, 2015 FPC and in our June 23, 2015 Memos, the Project would result in
smaller volumes south of the Parkway Interchange and would not result in a significant
increase in delay.
2. Future Conditions (Figures No. 3A— 21A)
The Existing Traffic Volumes discussed above and shown on Figure No. 2 were projected to
develop the Year 2019 No -Build Conditions (which reflects the adjusted higher and conservative
ITE Office rates for the existing 540,000 s.f. Office building as well as traffic for The Enclave
and the PepsiCo Master Plan), Year 2019 Build with the Approved Office — 280,000 s.f.
Condition and Year 2019 Build with Proposed Residential - 110 homes Condition following the
approved methodology contained in our April 15, 2015 Traffic Evaluation.
Results of Anal�(Table No. IA)
a. King Street and Sherwood Avenue /Atria
As shown on Figures No. 18A and 19A, north of International Drive, the proposed Sun
Homes at Reckson Executive Park residential development (I 10 homes) is estimated to
generate 26 vehicle trips during the weekday morning hour and 35 vehicle trips during
the weekday afternoon hour. This would equate to an increase of 1.3% and 2.1 %,
respectively and would not result in a significant increase in delay at the King
Street /Sherwood Avenue /Atria intersection. A copy of the LOS analysis is summarized

on Table No. 1 A (Appendix B). It should be noted that the Levels of Service for vehicles
exiting Sherwood Avenue is at or above capacity. This can be improved by the
installation of a traffic signal, however due to the low volumes on Sherwood Avenue,
traffic signal warrants are not met.
b. King, Street and N. Ridge Street/ Hutchinson River Pkwy/Merritt I"kwy SB On/Off Ramps
As shown on Figures No. 18A and 19A, the proposed Sun Homes at Reckson Executive
Park residential development (110 homes) is estimated to generate 52 vehicle trips during
the weekday morning hour and 69 vehicle trips during the weekday afternoon hour. This
would equate to an increase of 2.3% and 3.0 %, and would not result in a significant
increase in delay at the King Street/N. Ridge Street /Hutchinson River Parkway /Merritt
Parkway SB On/Off Ramp intersection. A copy of the LOS analysis is summarized on
Table No. 1 A (Appendix B). It should be noted that the Levels of Service for left turn
vehicles exiting N. Ridge Street is above capacity. This can be improved by the
installation of a traffic signal, however due to the low volume of traffic making this left
turn traffic signal warrants are not met.
c. King Street /Blind Brook Middle School /High School /Glenville Road
As shown on Figures No. 18A and 19A, the proposed Sun Homes at Reckson Executive
Park development (110 homes) is estimated to generate 35 vehicle trips during the
weekday morning hour and 46 vehicle trips during the weekday afternoon hour south of
the Interchange Ramps which would equate to an increase of 1.7% and 2.3 %,
respectively and would not result in a significant increase in delay along King Street
south of the Interchange and at the King Street /Blind Brook Middle - High
School /Glenville intersection. As with the two previous intersections, the installation of a
traffic signal would not meet the eight hour warrant requirement.
Summary and Conclusion
As previously noted and outlined above, the additional Sun Homes at Reckson Executive Park
residential development (I 10 homes) would not result in a significant increase in delay along
King Street north of International Drive and South of Anderson Hill Road. In addition the
Proposed Residential Development (110 Homes) would result in significantly fewer vehicles
when compared to the approved Reckson Executive Park (R.E.P.) Phase III office building
(280,000 s.f.).

LEVEL OF SERVICE STANDARDS
LEVEL OF SERVICE FOR SIGNALIZED INTERSECTIONS
Level of Service (LOS) can be characterized for the entire intersection, each intersection
approach, and each lane group. Control delay alone is used to characterize LOS for the entire
intersection or an approach. Control delay and volume -to- capacity (v /c) ratio are used to
characterize LOS for a lane group. Delay quantifies the increase in travel time due to traffic
signal control. It is also a measure of driver discomfort and fuel consumption. The volume -to-
capacity ratio quantifies the degree to which a phase's capacity is utilized by a lane group.
LOS A describes operations with a control delay of 10 s /veh or less and a volume -to- capacity
ratio no greater than 1.0. This level is typically assigned when the volume -to- capacity ratio is
low and either progression is exceptionally favorable or the cycle length is very short. If it is due
to favorable progression, most vehicles arrive during the green indication and travel through the
intersection without stopping.
LOS B describes operations with control delay between 10 and 20 s /veh and a volume -to-
capacity ratio no greater than 1.0. This level is typically assigned when the volume -to- capacity
ratio is low and either progression is highly favorable or the cycle length is short. More vehicles
stop than with LOS A.
LOS C describes operations with control delay between 20 and 35 s /veh and a volume -to-
capacity ratio no greater than 1.0. This level is typically assigned when progression is favorable
or the cycle length is moderate.
LOS D describes operations with control delay between 35 and 55 s /veh and a volume -to-
capacity ratio no greater than 1.0. This level is typically assigned when the volume -to- capacity
ratio is high and either progression is ineffective or the cycle length is long.

capacity ratio no greater than 1.0. This level is typically assigned when the volume -to- capacity
ratio is high, progression is unfavorable, and the cycle length is long.
LOS F describes operations with control delay exceeding 80 s /veh or a volume -to- capacity ratio
greater than 1.0. This level is typically assigned when the volume -to- capacity ratio is very high,
progression is very poor, and the cycle length is long.
A lane group can incur a delay less than 80 s /veh when the volume -to- capacity ratio exceeds 1.0.
This condition typically occurs when the cycle length is short, the signal progression is
favorable, or both. As a result, both the delay and volume -to- capacity ratio are considered when
lane group LOS is established. A ratio of 1.0 or more indicates that cycle capacity is fully
utilized and represents failure from a capacity perspective (just as delay in excess of 80 s /veh
represents failure from a delay perspective).
The Level of Service Criteria for signalized intersections are given in Exhibit 18 -4 from the 2010
Highway Capacity Manual published by the Transportation Research Board.
