Izzo, Building & Fire Inspector CC: Emergency Services Task Force (ESTF) Date: May 7, 2015 Re: ESTF review of the Sun Homes Residential Development at the Reckson Office Campus. The following six comments are based on review of materials submitted by Cuddy & Feder, LLP on behalf of the applicant, Buckingham Partners and Sun Homes, for the proposed residential development at the Reckson Office Campus located at I 100 King Street. Reviewed materials include; • SUN HOMES, CONCEPTUAL SITE PLAN, pages, SP -1.0 and SP -2.0, dated, 02109115, prepared by Divney Tung & Schwalbe, LLP, sealed by Gerhard Martin Schwalbe, PE. 1. The emergency access road shown on the north side of the site must be extended to exit at King Street. The access road shall not exit at the current King Street exit. It was suggested that the applicant consider the area where the pillars are currently located. Please note that the exit must conform with the 2010 FCNYS for emergency access. 2. 2010 FCNYS Appendix D, D103.1, requires that the roadway width be increased to 26' wide for at least 20' in length at all fire hydrants. The draft site plan currently shows the entire roadway width at 24' wide. 3. The ESTF must be given the opportunity to review & approve the road naming and building numbering scheme. 4. 2010 FCNYS Appendix D, D103.4 requires that dead -end fire apparatus access roads exceeding 150' in length must have a width of at least 96'. The 156' Iong dead -end cul- de -sac shown at the south elevation does not meet this minimum standard. 5. The proposed site plan must include information showing fire department apparatus approach & egress. The applicant should superimpose the specification drawing, dimensions & turning radius for the largest piece of firefighting apparatus in the Port Chester /Rye Brook Fire Department motor pool on the plans. In addition, the applicant should show that the site can adequately accommodate school buses. (An electronic version of the apparatus specification drawing will be included with this memo.) 6. The existing traffic light at King Street and International Drive is owned by the State of NY and should be reviewed, evaluated and possibly modified for proper operation with the proposed residential development. The ESTF is concerned that during the spring and summer months, the existing foliage obstructs the traffic signal and limits the line -of -site; this condition must be addressed. Please note that some of the trees in question are located near the State Line and are possibly within the State of Connecticut.
