Re: Sun Homes (Phase 3 Reckson Executive Park)
Application for Re- Mapping of Premises into the Planned Unit Development District
(Premises: 1100 King Street: Section 129.25 Block 1 Lot 1)
Dear Chairman Zuckerman and Members of the Planning Board:
On behalf of Sun Homes, as authorized by Reckson Operating Partnership, L.P. as owner, we
respectfully submit supplemental documentation modifying the Conceptual Plan that
accompanied its Petition to Amend the Zoning Ordinance and Application to map the Premises
in the Planned Unit Development District ( "PUD ") to develop one hundred ten (110) dwellings
on this 31.56 acre parcel of land (the "Premises ") with ten (10) dwellings being designated as
Affordable Housing that affirmatively furthers fair housing ("AFFH ").
As you know, the Application pending before this Board concerns the first of a two -step process
that includes the current Conceptual site plan review, and then, following the Village Board's
mapping of the Premises in the PUD District, submission of more detailed architectural and
engineering plans for review and consideration by the Village Board and Planning Board in the
second phase of the Application, which involves the formal Site Plan. This submission modifies
the Conceptual site plan to address comments made by Members of the Village Board and
Planning Board, as well as the Village's professional staff and consultants, during meetings held
before the Village Board and Planning Board, including the site visit to Darien, Connecticut on
April 25, 2015.
Following Sun Homes' review of these comments, the following changes are shown on The
enclosed plans and renderings:
1. The enclosed architectural floor plans and renderings have been modified so that the
Affordable Housing units are similar in shape and design to those of the market rate
homes.
2. There will be five (5) attached Affordable Housing buildings, thereby totaling ten (10)
units of which four (4) units will have three (3) bedrooms, and the remainder will have
two (2) bedrooms.
3. Thp Affordable Housing units each will incorporate an attached garage beneath the unit,
similar to the market rate homes, with additional surface parking located directly across
the road.
4. Other changes to the Conceptual Site Plan include:

a. Increasing the setbackibuffer along the Reckson Office Park lot line to a minimum
of fifty (50) feet to provide more room for landscaping, as well as a small yard for
each Affordable Housing unit;
b. Providing a small Recreation/Amenity Area adjacent to the Affordable Housing
units; and
c. A slight shift and curvature to the roadway leading to the Affordable Housing
units.
We look forward to reviewing the project with the Planning Board at its May 14, 2015 meeting,
at which time we will provide additional graphic information showing Site Sections in the
vicinity of the Affordable Housing units and typical landscape treatments planned for the rear
thereof.
We respectfully enclose fifteen (15) sets of the following documents for review by the Village:
1. "Conceptual Site Plan" (SP -1.0), dated May 7, 2015, prepared by Divney Tung Schwalbe,
LLP; and
2. Renderings and Floor Plans prepared by Bill McGuinness, architect, entitled as follows:
a. " Reckson Phase III -- Proposed Affordable Homes" "Sun Homes" showing the
five (5) buildings, each with two (2) Affordable Housing units side -by -side from a
birds -eye angle;
b. "Affordable 2BR 2 -plex" rendering of the typical unit;
c. "Affordable 2BR + 3BR 2 -plex" rendering of the front of the typical unit;
d. Plan showing "Affordable 2BR Floorplans;" and
e. Plan showing "Affordable 3BR Floorplans."
Based upon the enclosed, we respectfully request that the Planning Board adopt a favorable
recommendation to the Village Board to map the Premises in the PUD District. We look forward
to appearing before this Board to address any questions and thank you for your consideration
herein.
