PLEDGE OF ALLEGIANCE ACTION: RESOLUTIONS: 1. CONSIDERING THE APPOINTMENT OF A FIREFIGHTER 2. CONSIDERING THE APPOINTMENT OF A SECRETARY TO THE VILLAGE ADMINISTRATOR. 3. CONSIDERING THE APPOINTMENT OF AN ADMINISTRATIVE INTERN. 4. CONSIDERING THE CONTINUATION OF LEGAL SERVICES FROM THE VILLAGE ATTORNEY. MINUTES OF A SPECIAL MEETING VILLAGE OF RYE BROOK BOARD TRUSTEES VILLAGE HALL 938 KING STREET RYE BROOK,NEW YORK TUESDAY,AUGUST 31, 1999—7:30 P.M. CONVENE MEETING The Meeting was called to order at 7:35 p.m. by Mayor Filipowski in the Meeting Room and the Pledge of Allegiance followed. The following members of the Board of Trustees were present: Mayor Francis L. Filipowski Trustee Jody H. Brackman Trustee Donald E. Degling Trustee Gary J. Zuckerman Trustee Roger Herman was absent Village Staff attending the meeting were: Village Administrator, Christopher J. Russo Village Attorney, Kenneth E. Powell RESOLUTIONS: 1. CONSIDERING THE APPOINTMENT OF A FIREFIGHTER. Administrator Russo read the resolution,and there was a brief discussion. The Mayor called for a motion on the item. On the motion of Trustee Zuckerman,seconded by Trustee Brackman,the following resolution was adopted: RESOLUTION APPOINTMENT OF FIREFIGHTER RESOLVED,that William Irwin, of 3 Phyllis Place,Rye Brook,New York, is hereby appointed to the position ofFirefighter with the Village of Rye Brook, subject to the Civil Service procedures of the State of New York; and be it FURTHER RESOLVED,that the initial salary for the position is$22,000 with an effective start date of September 7, 1999 and a probationary period of one year. CONSIDERING THE APPOINTMENT OF A SECRETARY TO THE VILLAGE ADMINISTRATOR Village Administrator Russo read the resolution and there was a brief discussion of the issue. Mayor August 31, 1999 Filipowski called for a motion. On the motion of Trustee Zuckerman, seconded by Trustee Brackman, the following resolution was adopted: RESOLUTION APPOINTMENT OF SECRETARY TO THE VILLAGE ADMINISTRATOR RESOLVED, that Jane E. Fanning, 14 McBride Avenue, White Plains, New York, is hereby appointed to the position of Secretary to the Village Administrator with the Village of Rye Brook, subject to the Civil Service procedures of the State of New York; and be it FURTHER RESOLVED, that the annual salary for the position is $39,000 with an effective start date of September 8, 1999 and a probationary period of six months. There was a brief discussion of the item, and Mayor Filipowski called for a motion on the item. On the motion of Trustee Zuckerman, seconded by Trustee Brackman, the following resolution was adopted: RESOLUTION APPOINTMENT OF ADMINISTRATIVE INTERN RESOLVED,that Charles Peretz of 54 Appleby Drive,Bedford,New York,is hereby appointed to the position of Administrative Intern with the Village of Rye Brook, subject to the Civil Service procedures of the State of New York; and be it FURTHER RESOLVED,that the annual salary for the position is $36,000 with an effective start date of September 8, 1999. CONSIDERING THE CONTINUATION OF LEGAL SERVICES FROM THE VILLAGE ATTORNEY. Administrator Russo read the resolution. The Trustees and Village Attorney discussed the item and made some minor changes to the resolution. Mayor Filipowski called for a motion on the item. On the motion of 2 August 31, 1999 Trustee Brackman, seconded by Trustee Degling, the following resolution was adopted as amended: RESOLUTION CONTINUATION OF LEGAL SERVICES FROM VILLAGE ATTORNEY ON PART-TIME SALARIED BASIS WHEREAS, at the last organizational meeting the Village appointed Kenneth E. Powell, Esq. as Village Attorney for the 1999/2000 Village official year, subject to the retainer agreement with the law firm of Ponzini, Spencer and Geis, LLP; and WHEREAS,the Village has been advised by letter dated August 27, 1999 that Ponzini, Spencer and Geis, LLP, has been dissolved; and WHEREAS,after due consideration,the Village has determined that its interests will best be served by the continuation of the legal services by Kenneth E. Powell,Esq. with such services to be provided on a part-time salaried basis. NOW, THEREFORE,BE IT RESOLVED, that the appointment of Kenneth E. Powell, Esq. as Village Attorney for the 1999/2000 Village official year is confirmed; and it is further RESOLVED,that the salary of the Village Attorney shall be at an annual rate of$68,676.00; and it is further RESOLVED, that terms and conditions with respect to such employment are set forth in a memorandum of understanding dated August 30, 1999 as amended August 31, 1999.
