CONVENE MEETING
The Meeting was called to order at 7:30 p.m. by Mayor Cresenzi in the Meeting Room and the Pledge of
Allegiance followed.
The following members of the Board of Trustees were present:

RESOLVED, that the subdivision application of Shirley Rothenberg for a 2-lot subdivision at 88 North
Ridge Street, Section 1, Block 5, Lot 19A-1, is referred to the Planning Board for a report and
recommendation; and it is
FURTHER RESOLVED, that the applicant shall pay into the Professional Fees/Environmental Review

5. AMENDING THE VILLAGE CODE TO ENACT CERTAIN PARKING PROVISIONS
ON GARIBALDI PLACE IN FRONT OF GARIBALDI PARK:
Trustee Strum asked about overnight parking. Trustee Pellino said that it was alternate side parking.
Trustee Strum asked about the handicapped use only spot and if it would be every other night. He said
that might cause a problem. Administrator Russo said that the people would like less congestion and he
said that they could park in the lot by AJP if necessary.
On the motion of Trustee Pellino, seconded by Trustee Tunis, the following resolution was hereby
adopted:
RESOLUTION
PURSUANT TO§240 OF THE VEHICLE & TRAFFIC CHAPTER
ENACTING CERTAIN PARKING PROVISIONS
ON THE NORTH SIDE OF GARIBALDI PLACE
IN FRONT OF GARIBALDI PARK
RESOLVED, that pursuant to §240-18, the Rye Brook Board of Trustees hereby designates
"Handicapped Parking Only" on a parking space in front of Garibaldi Park on Garibaldi Place, beginning
at a point approximately twenty-nine and a half(29.5) feet running from the private driveway immediately
west of Garibaldi Park and continuing east approximately eighteen (18) feet; and it is
FURTHER RESOLVED, that the remaining area west of the handicapped parking spot shall remain as
public parking; and it is
FURTHER RESOLVED, that §240-19 (A) entitled, "Parking Prohibited at all times" regarding
Garibaldi Place is hereby amended to read as follows:

IN PINE RIDGE PARK:
On the motion of Trustee Zuckerman, seconded by Trustee Tunis, the following resolution was hereby
adopted:
RESOLUTION
PURSUANT TO §240 OF THE VEHICLE & TRAFFIC CHAPTER
AND PURSUANT TO §170 OF PARKS CHAPTER
ENACTING CERTAIN PARKING PROVISIONS
IN PINE RIDGE PARK
RESOLVED, that pursuant to §240-18 and §240-22 of the Rye Brook Village Code and on the
recommendation of the Fire Chief, the Rye Brook Board of Trustees hereby designates, "No Parking --
Fire Lane" along the north and south sides of the driveway for the length of the driveway leading into
Pine Ridge Park from Mohegan Lane; and it is
FURTHER RESOLVED, that the two western-most parking spaces along the north side of the parking
lot at Pine Ridge Park are hereby designated, "Handicapped Parking Only."

On the motion of Trustee Tunis, seconded by Trustee Pellino, the following resolution was hereby
adopted:
RESOLUTION
PURSUANT TO§240 OF THE VEHICLE & TRAFFIC CHAPTER
ENACTING "NO PARKING"
ON THE SOUTH SIDE OF WESTERLEIGH ROAD
RESOLVED, that pursuant to the recommendations of the Rye Brook Traffic Commission, the Rye
Brook Board of Trustees hereby amends §240-19 (A) of the Rye Brook Village Code entitled, "Parking
Prohibited at all times" regarding Westerleigh Road to read as follows:

can be made by telephone by any one of the above named signatories or by Catherine M. Spinosa
followed by written confirmation to the bank in accordance with the Village's investment policy.

AND ICE REMOVAL:
On the motion of Trustee Pellino, seconded by Trustee Zuckerman, the following resolution was hereby
adopted:

APPROVING INTER-MUNICIPAL AGREEMENT
WITH WESTCHESTER COUNTY
SNOW AND ICE RENEWAL AGREEMENT
RESOLVED, that the Village of Rye Brook is authorized to enter into an inter-municipal agreement
with Westchester County for the period of January 1, 1997 to December 31, 2000 under which the
Village will receive reimbursement for performing snow and ice control on Westchester County roads
within the Village of Rye Brook; and it is
FURTHER RESOLVED, that the Mayor is authorized to execute and deliver all documents necessary
or appropriate to accomplish the purposes of this resolution.

14. ANTHONY B. GIOFFRE. IH: REGARDING THE CAPECI SUBDIVISION
APPLICATION FOR THE PROPERTY AT 22 RIDGE BOULEVARD,REQUESTING
AN EXTENSION OF THE BOARD'S APPROVAL:
Administrator Russo said that the purpose of the request was to obtain Port Chester's consent. He said
that the application did not expire until August but that there was a timing problem with Port Chester.
The issue would be carried to the July meeting.
15. STEVEN GIAMUNDO CHAIRMAN• PORT CHESTER RYE BROOK TOWN OF RYE
INDEPENDENCE DAY OBSERVANCE COMMITTEE REQUESTING PERMISSION
TO PLACE A SIGN AT RIDGE ST. AND BOWMAN:
All of the Board members agreed that it would be okay for the sign to be put up.
Kip Konigsberg announced that he was withdrawing the request for the conservation subdivision and
would like to go back on the conventional subdivision. Ken Powell said that the basic subdivision was
still in front of the Planning Board and that it was not necessary to refer it to the Planning Board. Trustee

Zuckerman said that the Board should not take any action tonight but should at least write a letter to the
Chairman of the Planning Board informing them of the change.
Joe Siclare accused the Board of unethical behavior regarding the Grant Street Senior Housing Project.
He said it was too big and brought too much noise to the area. He also accused the Board of lying to the
public about the outside group that was hired to make sure there was full compliance.
Mayor Cresenzi said Mr. Siclare should get to his point because all of the issues that he was talking about
had already been addressed at past meetings and that he just didn't like the answers he was receiving. He
also told Mr. Siclare that the project was approved in public.
Mayor Cresenzi announced the next meeting dates and adjourned the meeting at 8:05p.m.
