RESOLUTION
APPOINTMENT OF PLANNING BOARD CHAIRMAN
WHEREAS, Michael Stolzar has served the people of the Village of Rye Brook in the capacity
of member of the Rye Brook Planning Board since January, 1988; and
WHEREAS, Mr. Stolzar became Chairman of the Planning Board in December, 1995, serving
professionally in that capacity for the past year, providing the Village with careful consideration of
the plans for developing our neighborhoods, while fully taking into account the needs of residents
and the plans of developers; and
WHEREAS, Michael Stolzar has resigned from the Rye Brook Planning Board due to the
obligations of his job and family and other duties he has taken on in the community; and
WHEREAS,Mr. Harry Krausman, a member of the Rye Brook Planning Board for over a year
now who has served well in his role as a member of the Board, has accepted the position of
Chairman to replace Mr. Stolzar,
NOW, THEREFORE, BE IT
RESOLVED,that Harry Krausman of 6 Candy Lane, currently a member of the Rye Brook
Planning Board, is hereby designated Chairman of the Rye Brook Planning Board in place of
Michael Stolzar.

On the motion of Trustee Zuckerman, seconded by Trustee Strum, the following resolution was
hereby adopted:

RESOLVED,that David T.T. Smith of 19 Paddock Road is hereby appointed to the Planning
Board to fill the unexpired term of Michael Stolzar. Such term to expire in April of 1998

COMMUNICATIONS:
11. LETTER FROM KIM MORABITO, PRES., PARK AVE. P.T.O.
REQUESTING PERMISSION TO PLACE A SIGN FOR THE PARK AVENUE
SCHOOL'S CRAFT FAIR. SET FOR 12/7/96:
The Board members had no problem with the sign as long as it complied with the Village's sign
ordinance.
12. LETTER FROM SY GLOBERMAN, N. SALEM SUPERVISOR REGARDING A
PROPOSAL TO FORM A COALITION TO STUDY PLACEMENT OF
CELLULAR PHONE ANTENNAE AND TOWERS:
Trustee Zuckerman suggested that this matter be referred to the Westchester Municipal Officials
Association for proper action. Administrator Russo agreed and reported that it would be referred
to the Association.
GENERAL DISCUSSION:
Ms. Goldie Solomon came forward and announced that Mr. Michael Stolzar is a member of the
Turkey Trot Committee. She invited the Board to attend the Turkey Trot affair. She added that
she supported the High Point Village Development. She also added that some cooperative effort
must be made between Rye Brook and Port Chester with respect to the Fire Department because
the schools are concerned.
Mayor Cresenzi commented about the protection of children and any life is important to every
member of the Village Board, Police Department personnel and Fire Department personnel. He
conveyed that as far as cooperation between fire departments, Rye Brook has gone on record
with Dr. Colletti at the last School Board meeting that we are willing to work out an agreement.
Ms. Solomon said that such an agreement should not take so long to be reached because lives are
at stake, Trustee Tunis said that it was mentioned that there were insurance liability problems
under the mutual aid plan which were settled when Rye Brook created the local law establishing
the Rye Brook Fire Department, but Port Chester will not meet with Rye Brook about mutual aid.
Ms. Solomon asked if Rye, Greenwich and Purchase would respond to Rye Brook in case they
needed mutual aid.
Trustee Strum said that Rye Brook has assurances from the County that the Mutual Aid System
would be called to assist Rye Brook if the need arises. He added that County Control has assured
Rye Brook that the participants in the Mutual Aid Program will participate and respond if the
need arises. Ms. Solomon asked if Rye Brook has checked whether all the municipalities around
Rye Brook will respond because the closer the response, the better.

The Mayor called for an executive session to discuss the fire contract at 10:00 p.m.

RESOLUTION
CALLING FOR A PUBLIC HEARING ON
FIRE CONTRACT WITH RURAL/METRO
On the motion of Trustee Strum, seconded by Trustee Tunis, the following resolution was hereby
adopted:

RESOLVED,that a Public Hearing will be held by the Board of Trustees at 7:30 p.m. on
December 17, 1996 in the Village offices located at 90 South Ridge Street, Rye Brook, New
York on a contract for fire protection services with Rural/Metro Fire Department, Inc.
