RESOLUTION
BROOKRIDGE COURT HOMEOWNERS ASSOCIATION
AMENDED SITE PLAN
On Motion made by Trustee Zuckerman, seconded by Trustee Pellino,the following Resolution is hereby
adopted:
WHEREAS,on or about June 23, 1987,the Board of Trustees of the Village of Rye Brook granted approval
for the Lundell-Rye Brook Town Houses,known as Brookridge Development, located at Wyman Street and
Brookridge Court; and
WHEREAS, by application dated July 17, 1995, the Brookridge Court Homeowners Association, made an
application to modify the prior approval to: (1) substitute asphalt for grasscrete in the parking areas, and (2)to
install a security gate system; and
WHEREAS,on April 13, 1995 the Planning Board recommended approval of the application subject to the City
of Rye being notified of a drainage matter and the Police and Fire Departments being requested to submit written
comments on the security gate; and
WHEREAS,the City of Rye and the Police and Fire Departments were notified and their comments have been
received and considered; and
WHEREAS,on August 22, 1995,the Board of Trustees held a public hearing on the application after due
notice; and
WHEREAS,the application consists of:
Addendum to Drainage Analysis for Rye Brook Housing Village of Rye Brook
New York with two attached plans titled Before and After Development.Drdinaee
Basin prepared by Chas,H. Sells, Inc., Consulting Engineers, and dated
March 15, 1995.
A drawing entitled Proposed Entrance Gate System and Curb Relocation dated
March 29, 1995.
A completed application form for site plan approval.
A completed short Environmental Assessment Form;and
WHEREAS, the application is found to be a Type II action under SEQR.
NOW, THEREFORE, BE IT
RESOLVED,that the application for a site plan amendment is granted with modification to the extent that the
substitution of asphalt for grasscrcte in parking areas is granted and the installation of a security gate system is
denied; and it is

FURTHER RESOLVED,that the installation of a security gate system is denied on the basis that: (1)traffic
entering the site, which cannot pass the security gate, would be required to back-up on Wyman Street creating a
potentially dangerous traffic condition, (2)the need for the security gate is not sufficiently demonstrated, and(3)
the security gate would tend to undesirably isolate the development from other parts of the Village; and it is
FURTHER RESOLVED,that, except as modified herein, all other provisions of the previous site plan approval
shall remain in full force and effect.

On Motion made by Trustee Pellino, seconded by Trustee Zuckerman,the following Resolution is hereby
adopted:

SPECIAL PERMIT APPLICATION
NYNEX CONTROLLED ENVIRONMENTAL VAULT
RESOLVED,that a public hearing shall be held by the Board of Trustees on September 27, 1995 at 7:30 p.m, in
Village Offices, 90 South Ridge Street, on a special permit application by NYNEX to install a sub-surface
controlled Environmental Vault(CEV) on North Ridge Street.

Trustee Zuckerman stated that trees were taken down at Harkness Park and questioned if there was a plan in
place to replace them.
Mr. Circosta stated that he would look into it.

RYE BROOK ARCHITECTURAL REVIEW BOARD
Mayor Cresenzi announced that John Maiello has resigned from the Architectural Review Board, effective
September 1, 1995.

DISCUSSION
Ken Heller stated that on behalf of the Port Chester School Board, he asks that the two Villages reconcile the
differences they have since both the Middle School and the High School are located in the Village of Rye Brook
and we are very concerned about the safety of the children and the response time.
Trustee Pellino stated that the Board should have received a letter from a resident regarding some traffic
difficulties in the Rye Hills area and requested that it be sent to the Traffic Commission for their review and
recommendation.
Trustee Zuckerman stated that the officers have not been getting over to Blind Brook High School until very
late, if at all since school started and questioned Chief Santoro if there is anything that we could do to get the
officer there earlier. Perhaps we could move the time back 15 minutes that the individual will start on duty so
that an officer can be there by 7:45 a.m.
Chief Santoro stated that the officer has been getting up there by 7:40 a.m.however one morning last week the
officer was late because someone was having a heart attack. If he comes in early, he will miss line up and
whatever he needs to speak to the sergeant about.
Trustee Zuckerman questioned if there was a possibility of changing the shift times overall to move all of the shift
times back a half hour.
Chief Santoro stated that by doing that, we would lose a little of the Port Chester School System coverage in the
afternoon because it is 3:40 p.m, by the time the children are out of our area.
Trustee Zuckerman suggested that Chief Santoro address the Blind Brook School Board and just explain what
goes on because I get many questions from residents pertaining to this matter.
Chief Santoro stated that he has attended meetings in the past, but he would be more than willing to go and
speak with again.

Session for Contractual purposes at 7:55 p.m.
