CONVENE MEETING:
Mayor Cresenzi convened the meeting at 7:35 p.m. in the meeting room and the Pledge of
Allegiance followed.
Present were the following members of the Board:

1. On Motion made by Trustee Pellino, seconded by Trustee Tunis,the following Resolution
was hereby adopted:
RESOLUTION
APPROVING SUPPLEMENTAL CONDITIONAL FUNDING
GARIBALDI PARK PLAYGROUND IMPROVEMENT PROJECT
WESTCHESTER COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT
WHEREAS, the Village of Rye Brook is a member of the Westchester Urban County
Community Development Block Grant Program which has been successful in Westchester County
by providing assistance to municipalities; and
WHEREAS,the Village of Rye Brook is interested in providing playground improvements to
Garibaldi Park Playground and submitted an application for funding assistance to the CDBG
program in January 1994; and
WHEREAS,the Village of Rye Brook received notification of a grant award totaling $51,383.00
in 1994 for fiscal year 1996-1997 in conjunction with a contribution of$20,230.00 from the
Villages' Recreation Trust and Agency Account; and

WHEREAS, plans and specification for the enhancement of Garibaldi Park Playground are
currently bring prepared for bid and notice has been simultaneously receive by the County of
Westchester that Supplemental dollars are available from fiscal year 1995-1996 enabling this
project; and
WHEREAS, costs associated with plans to improve and enhance Garibaldi Park Playground have
increased since 1994;
NOW, THEREFORE, BE IT
RESOLVED, that the Village of Rye Brook will contribute an additional $9,000.00 from the
Recreation Trust and Agency Account provided that additional funding in the amount of
$19,000.00 be awarded in fiscal year 1995-1996 toward the realization of the Garibaldi Park
Playground Improvement Project.

2. On Motion made by Trustee Pellino, seconded by Trustee Strum, the following Resolution
was hereby adopted: RESOLUTION
REVISING INSPECTORS OF ELECTION RESOLUTION
RESOLVED, that the Resolution adopted by the Board of Trustees of the Village of Rye Brook
on Tuesday, January 23, 1996 appointing Inspectors of Election and Alternate Inspectors of
Election is revised as follows:

3. On Motion made by Trustee Strum, seconded by Trustee Tunis,the following Resolution
was hereby adopted: RESOLUTION
SETTING VOTER REGISTRATION DAY
VILLAGE OF RYE BROOK ELECTION
SATURDAY,MARCH 9, 1996
WHEREAS, pursuant to Section 15-118, Sub. 3 of the Election law of the State of New York,
the Board of Trustees is required to designate the hours for the Registration of Voters;the date of
Registration being fixed by the law as the 10th day preceding the Election, (March 9, 1996)
NOW, THEREFORE, BE IT
RESOLVED,that in accordance with Section 15-118 (Sub. 10) of the Election Law of the State
of New York,the locations where the Registration of voters is normally held shall be consolidated
into a single place, to wit:
RYE BROOK VILLAGE OFFICE, 90 SOUTH RIDGE STREET
; and be it
FURTHER RESOLVED, that a single Board of Elections shall be used for taking the
Registration for each Election District; and be it
FURTHER RESOLVED,that the Village Clerk is hereby authorized to appoint an Election
Inspector and Clerical Assistant, who shall also act as an Alternate Inspector if necessary,to serve
on Registration Day; and be it
FURTHER RESOLVED, that if said Inspector of Election or Clerical Assistant is unable to
serve on Registration Day, the Village Clerk is authorized to appoint an Alternate Inspector; and
be it
FURTHER RESOLVED, that the Inspector of Election shall prepare a register for such Village
Election in the manner provided by law and shall meet on the 10th day preceding the coming
annual Village election,to wit: Saturday,March 9, 1996 at the Village Office, 90 South Ridge
Street, between the hours of 12:00 Noon and 5:00 p.m. on that day for the purpose of completing
said register of the Village;and be it
FURTHER RESOLVED, that the Village Clerk shall furnish, at the Village's expense, the
necessary blank books in connection with such Registration and Election; and it is
FURTHER RESOLVED, that the Inspector of Election and Clerical Assistant shall each receive
the sum of Eight($8) Dollars per hour as their compensation.

4. On Motion made by Trustee Pellino, seconded by Trustee Strum, the following Resolution
was hereby adopted:
RESOLUTION
APPROVING CONTRACT WITH WESTCHESTER COUNTY
FOR EMPLOYEE ASSISTANCE SERVICES
RESOLVED,that the Village of Rye Brook is authorized to enter into an agreement with the
County of Westchester for employee assistance services for the period of January 1, 1996 to
December 31, 1996 in the total amount of$1,125.00
FURTHER RESOLVED, that the Mayor is authorized to execute and deliver all documents
necessary or appropriate to accomplish the purposes of this Resolution.

5. On Motion made by Trustee Strum, seconded by Trustee Tunis,the following Resolution
was hereby adopted:
RESOLUTION
WESTCHESTER TRIATHLON-- 13TH RUNNING
WHEREAS, the Village of Rye Brook has received a written communication from Westchester
Triathlon Committee Chairman Wayne M. Rubin,regarding the 13th Westchester Triathlon; and
WHEREAS, the running of the 1996 Westchester Triathlon is scheduled for Sunday, August 18,
1996, from 8 to 11 a.m.; and
WHEREAS,the Triathlon Committee for many years now has provided a competitive outlet for
the fitness minded members of our community and our region who are interested in running the
Triathlon,which includes a swim-leg through Long Island Sound, a bicycle-leg through several
Sound Shore communities including Rye Brook, and a foot-race running through Rye completing
the whole triathlon at the boardwalk in Playland; and
WHEREAS, this, the thirteenth running of the Westchester Triathlon again will be held for the
benefit of the St. Agnes Children's Hospital Rehabilitation Center and the YMCA.
NOW,THEREFORE, BE IT
RESOLVED that the Village of Rye Brook Board of Trustees authorizes the Westchester
Triathlon to make use of Village streets for the route of the Triathlon's Bicycle leg of its race; and

BE IT FURTHER RESOLVED in the interest of friendship and goodwill that the Village of
Rye Brook wishes the best of luck to the Race Committee in the sponsoring of the Westchester
Triathlon and requests that the Committee ensure the continued cleanliness of Village streets by
removing as best as possible any signs, garbage or debris on Village streets resulting from the
running of the Westchester Triathlon through Rye Brook.

1995 through November 28, 1995, he would abstain for those meetings
and vote aye for the two December meetings.

Administrator Russo reported that the committee is a standing committee,the author of the letter
was requesting the Board's positive vote on the appointment of Sissy Sherlock as Co-chair of
1996 Birthday Celebration Committee.
On Motion made by Trustee Pellino, seconded by Trustee Strum, approving Sissy Sherlock as
Co-chair of the committee.

Mayor Cresenzi asked if anyone from the Board or the public wished to discuss anything at that
time.
Mr. Kip Konigsberg of K&M Realty, came forward and requested that the Board of Trustees
have a public hearing on his application. Attorney Powell explained that said application was not
at the public hearing state at this point in the process.
Mr. Konigsberg suggested having two items on the Agenda for the evening of February 27, 1996.
The first one would be the discussion of the determination of the environmental significance and
after that a public hearing.
Trustee Strum reported that he was currently not in favor of a negative declaration. Trustee
Strum added that he could not see moving forward with the public hearing at this time.
Trustee Pellino told the applicant that he was uncomfortable with a negative declaration on this
site.
The meeting was adjourned at 8:00 p.m.
