HOGAN, DIRECTOR OF RESOURCE MANAGEMENT, WESTCHESTER COUNTY RE: RECYCLING GRANT APPROVAL OF MINUTES AUGUST 14, 1990 SEPTEMBER 18, 1990 VILLAGE-WIDE'RECYCLING OF NEWSPAPERS, GLASS, PLASTIC, AND METAL WILL COMMENCE IN JANUARY 1991! 0©17a MINUTES OF AN AGENDA MEETING THE BOARD OF TRUSTEES VILLAGE OF RYE BROOK VILLAGE OFFICES 90 SOUTH RIDGE STREET RYE BROOK, NEW YORK NOVEMBER 13, 1990 CONVENE MEETING The Meeting of the Board of Trustees was called to order by Mayor Cresenzi at 6:00 p.m. in the Meeting Room and the Pledge of Allegiance followed. Present were the following members of the Board: Mayor Salvatore M. Cresenzi Trustee Michele R. Daly Trustee Francis L. Filipowski Trustee Jane Saffir Smith Also present were: Christopher J. Russo, Village Administrator Edward Beane, Village Attorney Rocco V. Circosta, Director of Public Works Lori Ann DeMarco, Ass't. to the Village Administrator Elizabeth Czajkowski, Secretary to the Village Board Trustee Robert J. Ravich and Village Treasurer Joseph Cortese were not in attendance at this meeting. 001 ' 00 November 13, 1990 RESOLUTIONS 1. POLICE BUDGET MODIFICATION RESOLUTION POLICE OVERTIME ACCOUNT On Motion made by Trustee Smith, seconded by Trustee Daly, with a unanimous vote of the Board, the following Resolution was adopted: RESOLVED, that the following Budget Modification be hereby approved as indicated below; FROM: TO: Account # Amount Account # Amount 5000.202 $30,000 5000.205 $15,000 3120.130 $5,000 TOTAL $50,000 3120.189 $50,000 2. SETTING PUBLIC HEARING DATE FOR AMENDMENT TO LOCAL LAW #2 OF 1990 ENTITLED; "DEMOLITION OF BUILDINGS AND STRUCTURES" RESOLUTION AMENDMENT TO LOCAL LAW #2 - 1990 DEMOLITION OF BUILDINGS AND STRUCTURES On Motion made by Trustee Smith, seconded by Trustee Daly, with a unanimous vote of the Board, the following Resolution was adopted: RESOLVED, that a Public Hearing will be held on Tuesday, November 27, 1990 by the Board of Trustees of the Village of Rye Brook at the Village Offices, 90 South Ridge Street, Rye Brook, N.Y. at 8:00 p.m. to consider proposed amendments to Local Law #2 - 1990 entitled: "Demolition of Buildings and Structures". - 2 - 001.75E November 13, 1990 - 3. SETTING PUBLIC HEARING DATE FOR AMENDMENT TO PUD SITE PLAN ARROWWOOD CONFERENCE CENTER RESOLUTION AMENDMENT TO PUD SITE PLAN ARROWWOOD CONFERENCE CENTER On Motion made by Trustee Smith, seconded by Trustee Daly, with a unanimous vote of the Board, the following Resolution was adopted: RESOLVED, that a Public Hearing will be held on Tuesday, November 27, 1990 by the Board of Trustees of the Village of Rye Brook, at the Village Office, 90 South Ridge Street, Rye Brook, N.Y. at 8:00 p.m. to consider (1) amendments to the PUD Site Plan for the Conference Center to permit a reconfiguration of both the golf clubhouse and the fitness center as well as the addition of an outdoor swimming pool, and (2) the reconfiguration of the tax lots upon the Official Tax Map of the Village of Rye Brook to conform to the previously approved sub-division plat for the Conference Center, golf course and residential portions of this development. 4. PERSONNEL MATTER RESOLUTION SALARY ADJUSTMENT On Motion made by Trustee Smith, seconded by Trustee Daly, with a unanimous vote of the Board, the following Resolution was adopted'. RESOLVED, that the annual salary for the position of Account Clerk/Typist be hereby set at $31,000 effective November 22, 1990. WRITTEN COMMUNICATION 5. NADA WESTERMAN, ACTING EXECUTIVE DIRECTOR, COUNCIL FOR THE ARTS IN WESTCHESTER COUNTY RE: FIREWORKS DISPLAY Administrator Russo explained that the Council of the Arts of Westchester County requests permission to have a fireworks display as part of their Anniversary Celebration at Arrowwood Resort and Conference Center on Saturday evening, November 17, 1990. - 3 - 001 7a'•;% November 13, 1990 Administrator Russo stated that the immediate problem the Board had with this request was that Local Law No. 16 of 1954 entitled: "Fireworks and Firearms" mentions the fourth of July as the only date to have a fireworks display in the Village of Rye Brook. Grucci Company is currently "on hold" until the Board makes a decision as to whether or not this request will be approved by special Resolution. Attorney Beane stated that the Law is very explicit. If the Village of Rye Brook were to make an exception, by special Resolution, we would be violating our own Local Law. Although the fireworks display would enhance this celebration, Attorney Beane recommended that the Law not be violated. If the Board had received this request sooner, an amendment to Local Law No. 16 of 19£34 may have been considered. Attorney Beane suggested that the Board consider amending this law in the future to allow for more flexibility. Mayor Cresenzi agreed with Attorney Beane and requested that Administrator Russo inform the Council of the Arts of Westchester County, in writing, of the Board's response to their request. PAUL'S LUTHERAN CHURCH APPROVAL OF SUBDIVISION LARIZZA/CAPOCCI - COMLY AVENUE ADOPTION OF RULES AND REGULATIONS RE: VILLAGE OF RYE BROOK POLICE DEPARTMENT - 4 - November 13, 1990 001758 I WRITTEN COMMUNICATION JAMES J. HOGAN, DIRECTOR OF RESOURCE MANAGEMENT, WESTCHESTER COUNTY RE: RECYCLING GRANT APPROVAL OF MINUTES AUGUST 14, 1990 SEPTEMBER 18, 1990 Mayor Cresenzi announced that the Public Hearing scheduled for this evening regarding Officer Ciccone has been cancelled.
