MINUTES OF AN AGENDA MEETING ��O O BOARD OF TRUSTEES - O J VILLAGE OFFICES 90 SOUTH RIDGE STREET RYE BROOK, NEW YORK MAY 21, 1991 CONVENE MEETING The Meeting of the Board of Trustees was called to order by Mayor Cresenzi at 8:05 p.m. in the Meeting Room and the Pledge of Allegiance followed. Present were the following members of the Board: Mayor Salvatore M. Cresenzi Trustee Michele Daly Trustee Joseph Pellino Trustee Robert Ravich Trustee Randy Solomon Also present were: Christopher J. Russo, Village Administrator Edward F. Beane, Village Attorney Rocco V. Circosta, Director of Public Works Elizabeth Czajkowski, Secretary to the Village Board Joseph Cortese, Village Treasurer, and Lori Ann DeMarco, Ass't. to the Village Administrator, were not in attendance at this meeting. May 21, 1991 RESOLUTION 1. PROCLAIMING "MAY" MENTAL HEALTH MONTH * PROCLAMATION PROCLAIMING MAY, 1991 MENTAL HEALTH MONTH On Motion made by Trustee Ravich, seconded by Trustee Daly, the following Resolution was adopted: WHEREAS, A substantial portion of the people in the U.S. will suffer either directly or indirectly from the disabling consequences of mental illness in their lifetimes, WHEREAS, Community based mental health approaches offer hope for overcoming mental disabilities, WHEREAS, There has been a vast growth in homelessness in our nation and in our county, in part created by unmet mental health needs, and inevitably creating mental health problems, WHEREAS, Meeting the mental health needs of children is essential to the well being of our society, WHEREAS, Changes in family life in the United States have brought with them new stresses on the family which call for innovative, preventive intervention as well as for the development of non-traditional forms of treatment, WHEREAS, The elderly, who are the fastest growing segment of our population, are more likely to suffer problems of mental health than the younger population, and require innovative forms of care and treatment, WHEREAS, Stigma and myths about mental illness interfere with people seeking and getting the mental health services they need, WHEREAS, The Mental Health Association of Westchester County along with other Mental Health Associations around the country takes a leadership role with regard to winning community acceptance of the mentally ill, stimulating the development of vital services and providing education for both professionals and nonprofessionals alike, and 2 - i 00 . 89 / May 21, 1991 NOW, THEREFORE, BE IT RESOLVED, that I, Salvatore M. Cresenzi, Mayor of the Village of Rye Brook, do hereby proclaim May, 1991 to be Mental Health Month in Westchester, and call on all in our county to join with our Mental Health Association in working for Westchester's mental health during May and throughout the year. HOGAN DIRECTOR OF PUBLIC WORKS RE: RECYCLING LOAN/GRANT PROGRAM Administrator Russo explained that this is the culmination of the Village' s Grant Application, where $3,647.00 was received and put towards the purchase of the blue recycling containers. In addition, the Village received $7,000.00 from the Westchester County Loan/Grant program for the purchase of a chipper. Trustee Solomon questioned the cost of the recycling boxes. Administrator Russo replied that it cost the Village $2,000.00. ITEMS FOR MAY 28, 1991 AGENDA PUBLIC HEARING 1. APRIL 23, 1991 Ken Heller of Lincoln Avenue stated that he noticed someone measuring Lincoln Avenue and questioned if that was at the request of the Building Inspector. Mayor Cresenzi explained that the Building Inspector is involved in the process because it has to do with curbing. Mr. Circosta explained that Dolph Rotfeld has completed a preliminary review of the water shed in the Rye Hills area and he has made some recommendations for Lincoln Avenue that will be incorporated with our resufacing project. Mr. Russo explained that before they resurface Lincoln Avenue they will work on the design of drainage for Rye Hills. - 4 - 00ii3gi May 21, 1991 Mr. Heller stated that there is a continuous flow of water on the westerly side of Lincoln Avenue which is quite dangerous in the winter. Mr. Circosta replied that a curtain drain is being installed along the back of the curb which will pick up the water. i Mr. Heller also informed the Board that residents have been removing trees in the Village of Rye Brook in the evening without first obtaining a permit. He suggested that the Police patrolling the area should stop and check for Tree Permits if they see a tree being taken down. Mayor Cresenzi stated that he would be very appreciative if residents witnessing the removal of trees call the Police Department and report the matter. Trustee Daly stated that she has received some additional information from Mr. Miloro of 43 Hillcrest Avenue and has passed it on to Mr. Circosta who will be looking into the matter. Mayor Cresenzi stated that he has gone over the information with Mr. Circosta, and if a violation has to be issued it will be. He recommended that Mr. Miloro contact Mr. Circosta for additional information.
