CONVENE MEETING The Meeting of the Board of Trustees was called to order. by Mayor Cresenzi at 8 : 05 p.m. in theeee Meeting Room and the Pledge of Allegiance followed. fPresent were the following members of the Board: Mayor. Salvatore M. Cresenzi Trustee Jane Saffir Smith Trustee Michele R. Mendicino Trustee Francis L. Filipowski Trustee Robert J. Ravich Also present were: Christopher J. Russo, Village Administrator Rocco V. Circosta, Director of Public Works Edward Beane, Village Attorney Lori Ann DeMarco, Asst to the Village Administator Elizabeth Czajkowski, Secretary to the Village Board j 00 635 I i May 8 , 1990 i RESOLUTIONS 1 . AUTHORIZING PAYMENT OF PARTIAL LANDSCAPING FOR POSILLIPO CENTER. Administrator Russo read the Resolution and the Mayor asked the Director of Public Works, Rocco Circosta, if there was any work to be completed. Mr. Circosta stated there will be more trees planted in the Fall for the opening of the seniors program. As for the parking lot, it has received it ' s final surface of pavement. They are still waiting for the concrete base to arrive to install the lights. Therefore, On Motion made by Trustee Ravich, seconded by Trustee Smith, with a unanimous vote of the board, the following Resolution was adopted: RESOLUTION LANDSCAPING AT POSILLIPO RESOLVED, that payment for landscaping in the amount of $4 , 950 . 00 from the Recreational Trust & Agency account be hereby approved, and payment authorized. 2 . REFERRAL OF SPECIAL USE PERMIT APPLICATION TO PLANNING BOARD. on Motion made by Trustee. Smith, seconded by Trustee Ravich with a unanimous vote of the Board, the following application was referred to the Planning Board: RESOLUTION REFERRAL TO THE PLANNING BOARI) RESOLVED, that the application for a special use permit by Kenneth & Joan Heller for landscaping, gardening and storage of commercial equipment at the premises located at 22 Lincoln Avenue and known on the Tax Assessment Map of the Village of Rye Brook as Section 1 , Block 12 , Lot 1B2-B-2 , 1B2-1(B) is hereby referred to the Planning Board this 8th day of May for their review and recommendations . i May 8, 1.990 3 . PROCLAMATION UNITED HOSPITAL MEDICAL CENTER VOLUNTEER DAY On Motion made by Trustee Ravich, seconded by Trustee Filipowski, with a unanimous vote of the Board the following Resolution was adopted: RESOLUTION PROCLAMATION UNITED HOSPITAL MEDICAL CENTER VOLUNTEER DAY WHEREAS, each year United Hospital Medical Center recognizes over seven hundred volunteers who are very important in performing many services for both patients and visitors , and WHEREAS, these volunteers give over 70 , 000 hours of service in seventy different areas , including Hospice, The Skilled Nursing Pavilion, the Emergency Department, and throughout the entire hospital, and WHEREAS, for the past ten years the hospital has been recognizing these volunteers at a luncheon, this year to be held on May 10th, 1990 at the Westchester Country Club. NOW, THEREFORE, BE IT RESOLVED, that the Village of Rye Brook extends its appreciation to these men and women, and wish them a happy and successful Recognition Day Luncheon. Mayor Cresenzi stated that the volunteerism of the workers of the Hospital is magnificent and also thanked the volunteer- firemen and all the other volunteers who serve the community, because of their dedication, the Village is saving a great amount of money. 0016.3'1 May S, 1990 j The following items were then placed on the agenda for the May 22nd meeting: RESOLUTIONS/AGREEMENTS PERSONNEL MATTERS CHECK REGISTER AUTHORIZATION APPROVAL OF MINUTES MARCH 13 , 1990 APRIL 24, 1990 Donna Krausman , of 6 Candy Lane suggested that we hire Larry Raffaelli, a consulting engineer to do a pool study for the Village of Rye Brook. Mayor Cresenzi stated that this would be put on the Agenda to be discussed at the May 22nd Meeting. Trustee Mendicino asked if she had any information regarding Mr. Raffaelli for the Board. Mrs . Krausman stated that a few of the residents have put together a pool committee and have spoken to many people from other towns where Mr. Raffaelli has worked. fie is very highly recommended and well respected. The Mayor stated that: we would discuss this further at the Regular Board Meeting on the 22nd of May. Charlene Chain, of Rye Brook is an educator who mentioned that she was interested in starting a Nursery School. In Rya Brook, possibly in the Crawford Mansion. Mayor Cresenzi stated that Crawford Park belongs to the Town of Rye and not the Village of Rye Brook. As far as property, we are just facility poor. fie suggested that she speak to the School Board. Trustee Ravich suggested she speak to Bruno Ponterio and get his advice in terms of how one might best approach the subject at a School Board Meeting if that in fart is the appropriate place to address it. Mayor Cresenzi urged Mrs . Chain to inform the Board of the outcome of the meeting. { i May 8, 1990 James Gelbman has a temporary permit to peddle ice cream in the Village of Rye Brook, but is leasing his truck to someone -who is not licensed by the Village of Rye Brook. This man, Di_onisios Roumbanis , was issued a temporary permit but we are awaiting the results of his fingerprint check. Mr. Gelbman stated that the Policemen in Rye Brook are harassing his employee. Ile also received a phone call from the Village of Rye Brook stating that his employee is not allowed to work in Rye Brook until his fingerprint check has been completed, which could take at least eight weeks. His employee has lost, since Friday, "a thousand dollars pay" because of this. Mr. Gelbman would like to know "what is going on?" He wants h. ss surety bond returned and the money for both permits and fingerprints returned if both he and his employee are going to be harassed. Mayor Cresenzi stated that the Village Board would discuss the matter this evening and would give Mr. Gelbman an answer in the morning. The laws governing vending must be reviewed to determine whether or not the permits are valid. Mr. Gelbman stated that he was very angry and does not feel. that the Village of Rye Brook is treating any of their vendors fairly. Mayor Cresenzi assured Mr. Gelbman that he would review the information and would have a definite answer in the morning. ADJOURNMENT There being no further business to come before the Board, on motion made by Trustee Ravich, seconded by Trustee Smith, it was unanimously resolved to adjourn into Executive Session at 9 : 10 P.M.
