HomeMy WebLinkAbout1992-03-17 - Board of Trustees Meeting Minutes 00314 8,1 MINUTES OF A SPECIAL BOARD MEETING THE BOARD OF TRUSTEES VILLAGE OF RYE BROOK VILLAGE OFFICES 90 SOUTH RIDGE STREET RYE BROOK, NEW YORK j MARCH 17, 1992 CONVENE MEETING The Special Meeting of the Board of Trustees was called to order by Mayor Cresenzi at 9.30 p.m. in the Conference Room. Present were the following memhexs of the Board. Mayor Salvatore M. Cresenzi Trustee Michele R. Daly Trustee Joseph Pellino Trustee Randy A. Solomon Trustee Robert J. Ravich was not in attendance for this meeting. Also present were: Christopher J. Russo, Village Administrator 00318 March 17, 1992 CANVASS OF VOTES 1 . VILLAGE ELECTION The attached resolution regarding certification of votes cast was unanimously approved by the Village Board of Trustees. RESOLUTIONS 2. FIRE SAFETY STUDY On Motion made by Trustee Solomon, seconded by Trustee Daly, the following resolution was adopted: RESOLUTION FIRE SERVICES STUDY WHEREAS, the Village of Rye Brook has been contracting with the Village of Port Chester for Fire Protection services; and WHEREAS, the Volunteer Fire personnel in Part Chester have been providing excellent fire services to the Village of Rye Brook; and WHEREAS., the Village of Port Chester has requested a twenty-one (21) percent. increase: in service cost for the next fiscal. year (1992-1993) ; and WHEREAS, the Board of Trustees are concerned about the increasing costs for fire protection services, especially in light of the fact that per capita costs have almost doubled in the past eight years; and WHEREAS, the Board is concerned that if fire costs continue to increase at. the same rate as the past eight years, the costs to: taxpayers. in. Rye Brook will double again; and WHEREAS, the. Board has no alternative for fire protection services to consider without a thorough assessment of the needs and options. available to the Village of Rye Brook;. and WHEREAS, the current agreement between Port Chester and Rye Brook provides for a joint study to determine how best to provide fire. service to the Village; and 0031 baJ March 17, 1992 WHEREAS, the Village of Port Chester was not able to participate in a comprehensive study of a fire services, limiting the study only to financial arrangements; and WHEREAS, the Village of Rye Brook believes that any study of fire services should relate also to staffing, operations and facilities for fire service delivery; and WHEREAS, the amount of funding provided to Part Chester each year pays almost 100 percent of the costs for all paid fire fighters in Port Chester.; and WHEREAS, the fire workload data provided. to the. Village. of Rye Brook indicates that only thirty-four (34) percent of the fire call workload handled by the Port Chester Fire. Department- is in Rye Brook; and WHEREAS, the actual cost of response to legitimate fire calls in Rye Brook is approximately $2,800 per call.; and WHEREAS, the Village of Rye Brook has no fire station within the Village; and WHEREAS, the Board of Trustees of the Village of Rye Brook. has a strong interest in joint services where there is a clear balance, of services and casts: to each jurisdiction; and WHEREAS, one of the options which must be evaluated is a shared. service between the City of Rye, Village of Port Chester and the Village of Rye Brook; and WHEREAS,. the Rye Brook Board of Trustee has. a commitment to the residents in Rye Brook to manage the Government services with a high - degree of efficiency, which also. includes cast; and WHEREAS, the Board of Trustees wants an outside evaluation and. opinion of a. professional company that specializes in evaluating. fire service and utilizes trained. fire professionals who have experience as both Volunteers and career fire professionals; and. WHEREAS, this firm has agreed to provide an objective as:sessment: af fire services to and. for the Village of Rye Brook and provide the Board with. a review of the existing service. and alternatives to. the current fire service delivery system and associated costs:; NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Rye Brook. hereby retains the firm. of Carroll. Buracker and Associates: Inc. to provide the Rye Brook Board of Trustees with an analysis and written. recommendations prior to May 31, 1992, where any negotiated increase would take effect; and be it 003184 March 17, 1992 FURTHER RESOLVED, that the cost for such study shall not: exceed $35,000. POLICE CONTRACT SETTLEMENT On Motion made by Trustee Solomon, seconded by Trustee Pellino, thee. following resolution was adopted: RESOLUTION POLICE CONTRACT SETTLEMENT RESOLVED, that the proposed contract settlement between the Rye Brook P.B.A. and the Village of Rye Brook providing for the following items be hereby approved by the Board of Trustees: - 29 month contract commencing 1/1/92 - Wage increase of 3% effective 1/1/92 - Wage increase of 5% effective 6/1/92 and 6/1/93 - Article II - Clothing Allowance shall be $800 for all Officers effective March 1992. - Article I - Compensation section B entitled "Salary differential" shall have point 3 & 4 eliminated from the contract. (Lieutenant & Captain position) - Article VII - Professional Development to modified to provide for a maximum total reimbursement of $1,500 effective 6/1/92, of which a $900 maximum for attending- Police Tutorial School will be allowed; and be it FURTHER RESOLVED, that the Mayor and Village Administrator are hereby authorized to execute said contract; and be it FURTHER RESOLVED, that the following salary shall be effective on the date indicated for the following Police positions: Chief - effective 1/1/92 - $62,000 6/1/92 - $66,000 Lieutenant - effective 1/1/92 - $58,000 6/1/92 - $62,000 TRUSTEE DALY VOTING AYE TRUSTEE PELLINO VOTING AYE TRUSTEE SOLOMON VOTING AYE MAYOR CRESENBI VOTING_, AYE TRUSTEE RAVICH ABSENT 003 March 17, 1992 3. AMBULANCE CORP CONTRACT On Motion made by Trustee Pellino, seconded by Trustee Solomon the fallowing resolution was adopted: RESOLUTION AMBULANCE CORP. CONTRACT RESOLVED, that the Mayor is hereby authorized to execute the agreement with the Port Chester-Rye-Rye Brook Volunteer Ambulance Corp. for the year commencing January 1, 1992 through December 31, 1992.
