NEW YORK FEBRUARY 20 1.ID9 0 i CONVENE MEETING The meeting of the Board of Assessment Review was called to order by Acting Mayor Ravich at 6:00 P.M. in the Meeting Room. Present were the following members of the Board: I Acting Mayor Robert J. Ravich Trustee Michele R. Mendicino Trustee Jane Saffir Smith Mayor Salvatore M. Cresenzi and Trustee Francis L. Filipowski were not in attendance at this meeting. i Also present were: Christopher J. Russo, Village Administrator Barbara A. Chase, Assessor j Mary Ann Spadafino, Assessor's Office Jean A. Marra, Deputy Village Clerk 00.157 6 February 20, 1990 There was no one in attendance who wished to be heard at this time. Mrs. Spadafino distributed copies of the Grievances that were filed for the following: High Point Estates (2) , Rye Town Hilton, Con Edison (3) , Ridge Bowman Assoc. , New York Telephone (3) , and Mr. Calcagni of 10 Phyllis Place. It was explained by Mrs. Spadafino that 10 Phyllis Place was actually a correction, but since it was filed so late, the correction could not be made ahead of time. There appears to be an error in a 1986 building permit that was issued and apparently the square footage was miscalculated, she said. Some clerical changes were also submitted for 51 Rockridge Drive, 5 Castle View Court and 11 Wyman Street. These are minor. changes, Mrs. Spadafino said, and the Assessor will make recommendations on them. Some discussion arose regarding who previously filed a Grievance for the Village taxes, or for the Town, and who went to certiorari. Joel R. Marcus, Esq. , of the law firm Shea & Gould, appeared at 8:30 P.M. together with Bob Drews, the Executive Vice President of London & Leeds. He submitted a Grievance on behalf of Royal Executive Park, Phase II. A covering letter, a summary of the projected rents and occupancy factor and an unaudited statement of operations were also presented to the Board. Mr. Marcus explained that Phase II consisted of three, 90,000 square foot buildings which have been approximately 50% vacant since 1985. He stated that a substantial investment has been made in advertising to market this property; marketable property would bring jobs to the area. He requested "temporary relief" from their tax obligations. Mr. Drews mentioned that London & Leeds enjoys a good relationship with the Village. It is not news that the (real estate) market is soft, he said, and he would like to make the property as attractive as possible. Parsons & Whittemore, Inc. , the largest paper and wood pulp producer in the world, is relocating from New York City. Their 15 year lease agreement with Royal Executive Park is for 16,650 square feet but it will not take effect until late spring, he said. Acting Mayor Ravich asked how many people would be on the payroll. Mr. Drews said he did not have the exact figure but estimated over a hundred. Mr. Drews also mentioned that 7,000 square feet of space had been allocated to provide an amenity center consisting of a cafeteria, gymnasium and child day care center. 2 - 00115"7 i February 20, 1990 When asked by Acting Mayor Ravich if that wasn't part of their obligation to attract prospective tenants, Mr. Drews replied that in the future they hoped to reap the gains of it. Tenants today are educated and they compare their taxes to other communities, he said. Right now Royal Executive Park is going through a tough period of time, Mr. Drews said. A team effort is necessary if the Village wants to help keep these tenants there. Acting Mayor Ravich said he was sympathetic to the situation. There has been and continues to be a good relationship with London & Leeds. There was no dispute about this at all. This matter will be taken it under consideration and, he said, it was presented very well. In answer to a question raised by the Assessor, Mr. Drews said the lease with Parsons & Whittemore was signed in January. A brief discussion followed with respect to the other tenants in the building and the duration of their leases. Acting Mayor Ravich asked what was meant by "temporary relief." Mr. Marcus responded that they would be satisfied with what it was last year -- or even less! We do not see it a long-term situation; we will try to fill up the building. With some relief, we would have more tenants in there. We are saying (relief) until the building is substantially occupied. Mr. Marcus and Mr. Drews then thanked the Board for their 'Lime.
