NT-7w YORK FEBRUARY 27 , 1 9 9 0 CONVENE MEETING The meeting of the Board of Trustees was called to order by Mayor Cresenzi at 8:05 P.M. in the Meeting Room and the Pledge of Allegiance followed. Present were the following members of the Board: Mayor Salvatore M. Cresenzi Trustee Francis L. Filipowski Trustee Michele R. Mendicino Trustee Robert J. Ravich Trustee Jane Saffir Smith Also present were: Christopher J. Russo, Village Administrator Edward Beane, Village Attorney Frank Gendalia, Police Chief Jean A. Marra, Deputy Village Clerk Rocco V. Circosta, the Director of Public Works, and Joseph Cortese, the Village Treasurer, were not in attendance for this meeting. 00 J 57q February 27, 1990 RE S OLU T=CSN S/AGREEMENT S/AP PO=NTMENT S . 1. CANDIDATES FOR VILLAGE ELECTION - MARCH 20, 1990 On motion by Trustee Mendicino, seconded by Trustee Ravich, with a unanimous vote of the Board, the following Legal Notice (for publication) was approved: LEGAL NOTICE VILLAGE OF RYE BROOK NOTICE IS HEREBY GIVEN, pursuant to the provisions of the New York State Election Law, that the following candidates have been nominated for a two-year term of office for the Village Election to be held on March 20th, 1990 between the hours of 7:00 o'clock in the morning and 9:00 o'clock in the evening: For Mayor: Salvatore M. ROYAL EXECUTIVE PARK PHASE III-SEQR FINDINGS & SITE PLAN APPROVAL Pursuant to a request from Counsel for the applicants, Mayor Cresenzi stated that this matter would be put over to the March 27th meeting. � 3. APPOINTMENT OF RECORDS MANAGEMENT OFFICER I On motion by Trustee Smith, seconded by Trustee Mendicino, with a unanimous vote of the Board, the following resolution was adopted: RECORDS MANAGEMENT OFFICER WHEREAS, on February 28, 1989 the Rye Brook Board of Trustees adopted the SARA Records Retention & Disposition Schedule MU-1 issued pursuant to Article 57-A of the Arts & Cultural Affairs Law; NOW, THEREFORE, BE IT RESOLVED, that Jean A. Marra, Deputy Village Clerk, - is hereby appointed as the Records Management Officer of the Village of Rye Brook; said appoint- ment effective January 1, 1990. All disbursements were previously approved by the Board and have already taken place. These monies were put aside in anticipation of these expenditures. When asked a question by Mayor Cresenzi, Mr. Russo replied that the amount allocated for the Tree Planting Program was for personnel services -- labor to plant the trees. i i j 5. CHECK REGISTER AUTHORIZATION j On motion by Trustee Ravich, seconded by Trustee Smith, with a j unanimous vote of the Board, the following resolution was adopted: CHECK REGISTER WHEREAS, the following checks, representing payment for services rendered, have been submitted to the Treasurer's Office for payment and have been certified to by the Village Administrator: On-Line Checks: #00104 - #00189 Hand Checks: #08253 - #08266 Parallel Payroll: #00001 - #00469 Payroll Checks: #00470 - #00751 (thru 1/31/90) NOW, THEREFORE, BE IT RESOLVED, that this Board hereby approves payment of the above-mentioned claims and authorizes payment thereof. PLANN=NG BOARD REFERRAL 6. UNITED CEREBRAL PALSY: SITE PLAN REVIEW - COMMUNITY RESIDENCE Administrator Russo explained that this application for a twelve-bed community residence was the same proposal that was presented in 1986. At that time, approval was granted, Mr. Russo stated, but Cerebral Palsy did not pursue it so nothing happened. Since it (the community residence) was never constructed, -the proposal is being resurrected. Eric Marks, Associate Executive Director of United Cerebral Palsy, was present for this meeting. He stated that it was the same exact plan as was previously submitted -- that nothing has changed. 5 - i 001583 February 27, 1990 Trustee Filipowski asked if the Village could get clarification from "'the authorities that be" that this type of facility would qualify Rye Brook as having one more Group Home in its environs. Administrator Russo said that will discussed that with the Village i Attorney since this was not typical of a group home. He also said he would speak to Ruth Stern who is the Director of CRISP (Community Residences Information Services Program) . They act in the capacity of a site clearing house for the various community residences throughout the County, he added. The Mayor asked the Administrator to have this information available for the next meeting. Thereafter, on motion duly made and seconded, with a unanimous vote of the Board, the following resolution was adopted: I UNITED CEREBRAL PALSY SITE PLAN APPLICATION KING STREET & LINCOLN AVENUE SECTION 1, BLOCK 02, LOT 3A1 LEAD AGENCY INTENT PLANNING BOARD REFERRAL WHEREAS, an application was received for Site Plan Approval for the premises located on King Street & Lincoln Avenue and known on the Tax Assessment Map of the Village of Rye Brook as Section 1, Block j 02, Lot 3A1; NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Village of Rye Brook will hereafter circulate a notice of intent to declare itself as the Lead Agency in this matter; and be it FURTHER RESOLVED, that this matter is hereby referred to the Planning Board this 27th day of February, 1990 for their review and recommendations; and be it FURTHER RESOLVED, that the applicant is hereby required to contribute the amount of $2,500 toward consulting fees for environmental impact review, and said amount shall be due and payable upon referral to the Planning Board of said application; and be it 6 - 001584 February 27, 1990 FURTHER RESOLVED, that if the entire sum is not required for consulting fees, then the balance shall be returned to the applicant. However, if additional sums are needed, then they shall be paid by the applicant. APPROVAL OF M 2 NU TE S 1 7. JANUARY 23, 1990 Approval of the January 23rd Minutes was held over to the March 13th meeting. I Mr. Ken Heller of Lincoln Avenue spoke briefly about some work the telephone company did on Lincoln Avenue that was never completely finished. He said there were still some wires in the trees and that it was an eyesore. Mr. Heller then raised a few questions concerning last year' s presentation by the Cable Commission. It was stated that residents could not use the facilities unless they were trained. Nothing has occurred and the people should have access to these facilities. Ile j asked that the Board to look into it. Mayor Cresenzi stated that on March 13th, Mr. Heller could ask these questions directly of the Commission since they would be presenting another report at that meeting. Trustee Ravich inquired if the Commission will be prepared to speak on the issue of training. Administrator Russo replied that they would be.` He said he would mention it to Peter Bernbaum, though. ADJOURNMENT There being no further business to come before the Board, on motion by Mayor Cresenzi, seconded by Trustee Filipowski, it was unanimously resolved that the Board adjourn into Executive Session at 8:35 P.M. to discuss litigation and personnel matters.
