CONVENE MEETING
Mayor Cresenzi convened the Meeting at 8 : 00 p.m. and the Pledge
of Allegiance followed.
Present were the following members of the Board:
Mayor Salvatore M. Cresenzi
Trustee Michele R. Daly
Trustee Joseph Pellino
Trustee Robert J. Ravich
Trustee Randy A. Solomon
Also present were:
Christopher J. Russo, Village Administrator
Lori Ann DeMarco, Asst. to Village Administrator
Rocco V. Circosta, Director of Public Works
Edward F. Beane, Village Attorney
Elizabeth Czajkowski, Secretary to Village Board
Joseph Cortese, Village Treasurer was not in attendance at this
meeting.

RESOLUTIONS
1. SETTING VOTER REGISTRATION DAY FOR
VILLAGE ELECTION
SATURDAY, MARCH 7, 1992
On Motion made by Trustee Daly, seconded by Trustee Ravich the
following resolution was adopted_.
RESOLUTION
SETTING VOTER REGISTRATION DAY
VILLAGE OF RYE BROOK ELECTION
SATURDAY, MARCH 7, 1992
WHEREAS, pursuant to Section 15-118, Sub. 3 (a, b & c) of the
Election Law, the Board of Trustees is required to designate the
hours for the Registration of Voters; the date of Registration being
fixed by the law as the 10th day preceding the Election, (March. 7,
1992) and
WHEREAS, the Board: of Trustees has determined that more than one half
of voters qualified to vote at the forthcoming Village Election were
personally registered at the last preceding General Election., other
than a Village Election, and registration in a single location will.
be accomplished more efficiently and economically;
NOW, THEREFORE, BE IT
RESOLVED, that in accordance with Section 15-118 (Sub_ 9) of the
Election Law, the. locations where the Registration of voters is
normally held shall. be consolidated into a single place, to wit:
RYE BROOK VILLAGE OFFICE, 90 SOUTH RIDGE STREET
and be it
FURTHER RESOLVED, that a single Board. of Elections shall be used. for
taking the Registration for each Election. District; and be it
FURTHER RESOLVED, that the Village Clerk is hereby authorizedto.
appoint an Election Inspector and a Clerical Assistant, who shall
also act as an Alternate Inspector if necessary, to serve on
Registration. Day; and he it
FURTHER. RESOLVED, that if said Inspector of Election or Clerical.
Assistant is unable to. serve on Registration. Day, the Village. Clerk
is authorized to appoint an Alternate Inspector; and be it

FURTHER RESOLVED, that the Inspector of Election shall prepare a
register for such Village Election in the manner provided by law and
shall meet an the 10th day preceding the coming annual Village
Election, to wit: Saturday, March. 7, 1992 at the Village Office, 90
South Ridge Street, between the hours of 12:00 Noon and 9:00 P.M. on
that day, for the purpose of completing said register of the Village;
and be it
FURTHER RESOLVED, that the Village Clerk shall furnish, at the
Village's expense, the necessary blank books in connection with such
Registration and Election; and it is
FURTHER RESOLVED, that the Inspector of Election and. Clerical. Assistant
shall each receive the sum of Eight ($8) Dollars per hour as their,
compensation..
Administrator Russo explained. that we are holding Voter Registration
Day specifically for the Village Election from 12:.00 Noon to 9:00 P.M.
on Saturday, March 7, 1992.
Trustee Daly questioned who sets the hours for Voter Registration Day.
Administrator Russo explained that. the hours are set by law.
Trustee Pellinc inquired if this registration day is: only for the
Village of Rye Brook Election this March so a person coming in cannot
use this opportunity to register for the general election in November_
He also questioned. if County Registration forms will be made available
for those wanting to register for all Elections.
Administrator Russo stated that this registration day is good for the
Village. Election to be held March 17, 1992 only. He further stated
that County Registration forms are currently available at the Village
Clerk's Office as well as the Town. Clerk's Office.
Trustee Solomon stated, that this will be in the Newspaper and also. on
Cable Television.
Ken Heller clarified that if you are not registered for the General.
Election, then you need to register with the Village for the upcoming
Election.
Mayor Cresenzi stated that he was correct.
Trustee Pe1Li.no questioned if a current list of registrants would be
available that day for individuals who don't know if they are
registered..
Administrator Russo replied "Yes".

2. BUDGET MODIFICATION
RE: INSURANCE
Administrator Russo explained that the Village has recently changed
insurance carriers and brokers after rebidding the village's general
liability insurance. We are literally paying two years worth of
insurance out of one budget year. In light of the calendar year policy
situation, and the fact that the previous calendar year was paid out of
the current budget, we need to pay a substantial portion of the current
calender year out of the same budget and must modify the budget to take
that into consideration. We will be getting theequivalent of credits
as of June 1st because we will be placing all of these insurances on a
fiscal year basis for future budget, purposes. We are proposing to take
$40,000 from our water fund and $40,000 from ourlighting fund and
transfer the amount to our unallocated insurance account.
On Motion made by Trustee Ravich, seconded by Trustee Daly the
following resolution was adopted:

Mayor Cresenzi. stated. that he. needed to speak. to Attorney Beane about..
supplying the Village Board with a. draft Local Law regarding House
Number Identification far 911.
Attorney Beane stated that a draft would be ready for the regular
meeting in February.
APPROVAL OF MINUTES
DECEMBER 17, 1991
JANUARY 14, 1992
Administrator Russo requested that we postpone appointing the Police
Surgeon at the February meeting as the Chief of Police will not be able
to attend.
Mayor Cresenzi stated that we could appoint: the Police Surgeon at the
March Village Board Meeting.
Mr. Heller inquired as to the date of the Public. Hearing an the
1992-1993 Budget.
Mayor Cresenzi stated that he did not have a date as of now, however we
will be holding a budget workshop which we will notify residents of.
The tentative Budget is filed an March 20th and we will be setting work
session dates after the 20th.

Tom Barody of 105 Lincoln Avenue. questioned. why the Village wants to
pass a law regarding house numbering.
Chief Santoro explained that he requested that the Board pass a Local.
Law requiring the numbering of houses as we have many homes in the
Village that do not have a number that is displayed. It makes it very`
difficult to respond to these homes. We need a Local Law to back us up
when we request that residents number their homes.
Mr. Barody stated that. he is bothered by the number change of his.
home. He received two letters from the Building Department. One
letter statins} that his new number would be #53 and. another stating his
new number would be #55. He spoke with his neighbor who is. probably
more knowledgable than some of the staff here who said that he is #53
and I am #55. This is not fair to dump this renumbering on taxpayers
just because there is a skip in the numbers. Mr_ Barady stated that he
has lived in the Village for 15 years since he built. his home. The
number he currently has was assigned for security reasons because right
up the road is #55 in Purchase. On September 17th he had a malfunction
of his alarm system_ The Police were there in five minutes and had no
problem finding his home for which he was very grateful.
Chief Santoro stated that renumbering is also being done in. Harrison_
Mr. Barady stated that we are an independent Village so why must we do
what Harrison does.
Chief Santora explained that we need some type of order for when the
Police are called to respond.
Mayor Cresenzi suggested he set up meeting with the Village
Administrator and the Chief of Police.
Mr. Barody stated that it is not fair. Itis an inconvenience and a.
expense to homeowners. For example:, he sent out. 100 Christmas cards
which he can document. That is $29.00 for postage, plus the printing
and the cards. He is a retired widower on a fixed income. He also
receives a pension and the agency must be notified by certified mailor
he does not get his paycheck, which he is dependant on. There was no
thought put into this. The letter does not indicate getting through
this together, it just dumps the Village's problem on it's residents..
Mayor Cresenzi suggested that this conversation be continued with the
Village Administrator who would help him as best as he could. But,
when you say there was no thought putinto this, you are wrong-. The
reason for this is that emergency services such as. the Ambulance Corp
and Fire Department who are volunteers struggle for seconds and cannot
worry about a house not having a. number on it or having the wrong
house.

Mr. Heller stated that when someone has a house. number, all of their
mail goes to that number. When that number is changed you need to
notify every single recipient which is: a very complicated, expensive
ongoing procedure.
Mayor Cresenzi stated that he understood what Mr. Barody was stating,
however he does not have the particulars' in front of him this evening.
That is why the suggestion was made that he speak. with the Village
Administrator..
Mr. Barody stated that a while ago the Village sent out letters to
residents to make sure they identify their property with numbers. He
ran out and. put a number on his house. He inquired if there is any
chance that the name of the street will he changed from. Lincoln Avenue
in the future.
Mayor Cresenzi stated that the name Lincoln Avenue will not be changed_
Anthony Martinetti- of 17 Highview Avenue questioned if this 911 will be
County-wide.
Mayor Cresenzi stated that it is an enhanced County-wide system.
Trustee Ravich stated. that the purpase of 911 also has to do with the
Telephone Company and how they respond to a phone message that comes in
with an emergency response. It has to come up on a computerstream and
in order for us to be able to respond.. It has to have a house number
attached to the phone number, along with a name and address. This is
part of the mechanism which is being worked out.
Dan Brown of 5 Bishop Drive South stated. that this same issue came up a
few years ago involving Woodland Drive.. The residents were told that
the Post Office assigns the numbers and once the post office does. so,
it is difficult to change them.
Mr. Barody stated thathe mentioned the matter to his local Postman who
was very surprised and stated that the Post office has to be notified
and they probably would not go along with this. He further stated that
he enjoys living in Rye Brook despite the. taxes and he wants to remain.
living here as he is very fond of the residents..
Mayor Cresenzi thanked Mr. Barody and. again suggested that he contact
Administrator Russo, who would help him as best he could.
Mr. Martinetti. mentioned that when Police officers come down the street
and are not able to find a home it may be that. they are not familiar
with the street because they are from out of Town.
Trustee Ravich stated that you could not assume that everyone that
works or volunteers in the village is familiar with the area. If you,
have out of Town volunteers working for the Ambulance Corp or the Fire
Department, they don.'t necessarily know the Village as well. as resident
volunteers.

Mr. Martinetti questioned how they could not know the Village.
Trustee Ravich stated that the new volunteers may not know the
community as well as volunteers who have been in the Village for 15
years..
Mr. Brown questioned if 911 was really coming to the Village of Rye
Brook..
Mayor Cresenzi replied that 911 is indeed coming to the Village.
Chief Santora stated that they are bringing the equipment in another
thirty days.
Mr. Brown suggested that residents should post five inch letters an
their homes where they can he seen.
Mayor Cresenzi stated that these comments should he discussed at the
meeting dealing with the draft Local Law on this subject.
ADJOURNMENT
On Motion duly made and seconded, the meeting was adjourned at 8:30
p.m.
