Present were the following members of the Board: Mayor Salvatore M. Cresenzi Trustee Michele R. Daly Trustee Francis L. Filipowski Trustee Robert J. Ravich Trustee Jane Saffir Smith was not in attendance at this meeting. Also present were: Christopher J. Russo, Village Administrator Edward F. Beane, Village Attorney Joseph Cortese, Village Treasurer Rocco V. Circosta, Director of Public Works Lori Ann DeMarco, Ass't. to the Village Administrator Elizabeth Czajkowski, Secretary to the Village Board - 1 - 001791 January 8, 1991 RESOLUTIONS 1. ANTHONY J. POSILLIPO CENTER PRE-DESIGN STUDY RESOLUTION ANTHONY J. POSILLIPO CENTER PRE-DESIGN STUDY On Motion made by Trustee Daly, seconded by Trustee Ravich, with a unanimous vote of the Board, the following Resolution was adopted: RESOLVED, that payment in an amount not to exceed $6,000 be hereby authorized from the Recreation Trust and Agency Account to Albert C. Moore, Jr. , A.I.A. for architectural fees associated with the pre-design study for the renovation of the Anthony J. Posillipo Community Center. Administrator Russo pointed out that Mr. Moore met with three members of the Village Board to discuss his proposal for a pre-design study of Posillipo Center. Everyone was well satisfied with the process Mr. Moore would follow in researching this site. Two points that were discussed in detail were that a complete analysis of the renovation, as opposed to replacement of the existing building, was very much necessary. Administrator Russo explained that we are under the WICKS law in New York State which requires us to bid out every aspect of this project separately, and it is a law that there is a major push to repeal. It is a very burdensome law in municipalities in terms of construction projects. We have to prepare, let and supervise separate contracts on everything; electrical, plumbing, general construction, etc. It is an expense to municipalities and it is cumbersome and difficult, but we are under the WICKS Law for any project over $50,000.00. Mayor Cresenzi mentioned that the next item on the agenda in relation to this project is applying for a grant from the Westchester Community Development Block Grant Program. The concept of whether the existing structure can be renovated or whether a new structure is needed will be discussed. We must also determine if this renovation can be done in phases or completed all at once. Mayor Cresenzi stated that answers to the above will give us the ability to deal with this as a long range project, either as a massive renovation or a phased renovation. - 2 - January 8, 1991 0017 92 Trustee Filipowski stated that he felt $6,000.00 was a large sum of money when we are not asking for total plans. He inquired as to whether or not there was an hourly rate for Mr. Moore's service. Administrator Russo replied that there was an hourly rate and that $6,000.00 was the maximum upset rate. It should take him approximately two weeks full time. He will be spending time in the Village to satisfy the needs of his proposal. Mayor Cresenzi stated that Lori Ann DeMarco, Director of the Rye Brook Senior Center, has completed a needs assessment that they would like to see. This project would not only be used for the Seniors, but also for general Recreation as well. The architect, Albert Moore, will be meeting with Lori DeMarco, various seniors, Superintendent of Recreation & Parks, Tom Hroncich and members of the Recreation Commission to discuss what renovations are needed and acceptable. There must be a design scheme which must be evaluated to see if this will meet the needs for both the seniors program and the recreation program. They must also evaluate a phased renovation or a complete replacement of the facility. This procedure is very time consuming. 2. SETTING PUBLIC HEARING DATE FOR APPLICATION TO WESTCHESTER COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM RESOLUTION WESTCHESTER COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION On Motion made by Trustee Ravich, seconded by Trustee Daly, with a unanimous vote of the Board, the following Resolution was adopted: WHEREAS, the Village of Rye Brook is a member of the Westchester Urban County Community Development Block Grant Program; and WHEREAS, the Community Development Block Grant Program has been successful in Westchester by providing assistance to municipalities for the rehabilitation of neighborhood community organizations and Senior Centers; and WHEREAS, the Village of Rye Brook is interested in expanding and enhancing the Anthony J. Posillipo Community Center; - 3 - n January 8, 1991 001793 NOW, THEREFORE, BE IT RESOLVED, that a Public Hearing will be held by the Board of Trustees of the Village of Rye Brook on Tuesday, January 22, 1990 at 8:00 p.m. at the Village Office, 90 South Ridge Street to consider an application to the Westchester County Community Development Block Grant Program for funding in an amount up to $400,000. for the purpose of renovating and expanding the Anthony J. Posillipo Community Center. Administrator Russo pointed out that the $400,000. is the amount of the grant we are asking for over three years. 3. REFERRAL TO THE PLANNING BOARD ARROWWOOD OF WESTCHESTER ANDERSON HILL ROAD SITE PLAN MODIFICATION RESOLUTION REFERRAL TO THE PLANNING BOARD Arrowwood of Westchester Anderson Hill Road Site Plan Modification On Motion made by Trustee Filipowski, seconded by Trustee Ravich, with a unanimous vote of the Board, the following Resolution was adopted: RESOLVED, that the application for Site Plan Modification by Arrowwood of Westchester, at the premises located at Anderson Hill Road, -and known on the Tax Assessment Map of the Village of Rye Brook as Section 1, Block 3, Lot 5A be hereby referred to the Planning Board for their review and recommendations this 8th day of January, 1991; FURTHER RESOLVED, that the applicant shall contribute the amount of $1,000.00 to the Village of Rye Brook Environmental Review Account for expenses incurred in the review of this application; and be it FURTHER RESOLVED, that the balance of such monies shall be returned to the applicant, or if the expenses exceed the initial amount, the applicant shall contribute the additional sum. - 4 - n January 8, 1991 0 V 1 7 9 LI 4. DESIGNATION OF POLLING PLACES FOR VILLAGE ELECTION 3/19/91 RESOLUTION DESIGNATION OF POLLING PLACES FOR VILLAGE ELECTION 3/19/91 On Motion made by Trustee Ravich, seconded by Trustee Filipowski, with a unanimous vote of the Board, the following Resolution was adopted: RESOLVED, that voting machines owned by the Town of Rye shall be used at the next Village Election held on Tuesday, March 19, 1991; and be it FURTHER RESOLVED, that if said voting machines are not available, the use of paper ballots is hereby authorized; and be it FURTHER RESOLVED, that the polls in each of the seven Election Districts shall be opened at 7:00 A.M. in the morning and remain open until 9:00 P.M. in the evening of said day; and be it FURTHER RESOLVED, that the polling places be, and they hereby are, designated for the respective Election Districts as follows: #20 Port Chester Middle School Main Lobby #21 Port Chester Middle School Main Lobby #22 Blind -Brook High School Main Lobby #23 Ridge Street School Gymnasium #26 Port Chester Senior High School Lobby #27 Ridge Street School Gymnasium #29 Ridge Street School Gymnasium - 5 - January 8, 1991 001796 ITEMS FOR JANUARY 22, 1991 PUBLIC HEARING (CONTINUATION OF) KING STREET NURSING HOME SECTION 1, BLOCK 8, LOT 3A RESOLUTIONS APPOINTMENT OF ELECTION INSPECTORS VILLAGE ELECTION 3/19/91 SETTING PUBLIC HEARING DATE FOR VILLAGE LAW CODIFICATION FEBRUARY 26, 1991 APPROVAL OF MINUTES DECEMBER 18, 1990 Ken Heller of 22 Lincoln Avenue complained of a gas odor on the corner of Lincoln Avenue and Jennifer Lane and stated that Con Edison has been working on the gas line in that area recently. Mayor Cresenzi stated that they would look into the matter. Mr. Heller also informed the Board that a number of the Pine trees from Deer Run which were supposed to be protected are either now in decline or are totally dead. Mayor Cresenzi replied that they would have Steve Yaraback examine the trees on Deer Run and report back to the Board. ADJOURNMENT On Motion made by Trustee Ravich, seconded by Trustee Filipowski, the Meeting adjourned into executive session at 8:20 p.m. for litigation.
