MINUTES OF AN AGENDA MEETING OF
THE BOARD OF TRUSTEES OF THE
VILLAGE OF RYE BROOK, HELD ON
THE 8th DAY OF SEPTEMBER, 1987 IN THE
VILLAGE OFFICES, 90 SOUTH RIDGE STREET
RYE BROOK, NEW YORK
CONVENE AGENDA MEETING
The meeting of the Village Board was called to order in the
Conference Room by Mayor Kabcenell at 8:00 P.M.
Present were the following members of the Board:
Mayor Jack Kabcenell
Trustee Milt Meiskin
Trustee Mario Nardi
Trustee Frank Filipowski
Trustee Sal Cresenzi was not in attendance at this meeting.
Also present were:
Christopher J. Russo, Village Administrator
Georgia Kramer, Village Attorney
Jean A. Marra, Deputy Village Clerk
Mayor Kabcenell stated that there were two items which
required immediate attention: The application for the
Division of Youth Funding and the amendment to the Larizza
Final Subdivision Resolution.
A. DIVISION FOR YOUTH FUNDING
The program application, submitted by Thomas Hroncich,
Superintendent of Recreation, was described by Mayor
Kabcenell as being for the 1988 calendar year for the Youth
& Teen Program. He explained further that of the total
program budget, approximately 3% would be reimbursed to the
Village by the State of New York.

Thereafter, on motion by Trustee Meiskin, seconded by Trustee
Filipowski, with a unanimous vote of the Board, it was
RESOLVED, that Mayor Kabcenell is hereby
authorized to affix his signature, as
Chief Executive of the Village of Rye
Brook, on the application for funding to
the New York State Division For Youth.

B. LARIZZA - AMENDMENT TO FINAL SUBDIVISION RESOLUTION
It was explained by Mayor Kabcenell that this amendment
related to the payment of the recreational fees for the
Larizza Subdivision.
The following excerpt from the Larizza Resolution was read by
Mayor Kabcenell:
EXISTING RESOLUTION WORDING
3. RECREATION FEES
Recreation fees, in the amount of $1,750 per
dwelling unit plus $7,000 per acre, equal to
the sum of $33,600, shall be payable to the
Recreation Trust Fund prior to the signing of
the subdivision plat by the Mayor. No Building
Permits shall be issued until proof of payment
of the Recreation Fee is presented to the
Building Inspector.
Mayor Kabcenell then continued by reading the proposed
amendment to the Resolution, as follows:

AMENDMENT TO FINAL SUBDIVISION APPROVAL

3. RECREATION FEES
Recreation fees, in the amount of $1,750 per
dwelling unit plus $7,000 per acre, equal to
the sum of $33,600, shall be payable to the
Recreation Trust Fund. Such fee shall be
payable as follows:
$11,200 prior to signing subdivision plat.
$2,800 per unit upon issuance of a Certificate
of Occupancy for the first eight units.
The question of why this was being proposed was raised by
Trustee Filipowski, to which Mayor Kabcenell explained that
it would eliminate chasing the developers for the required
fees. Also, the Village was not dealing with as many small
developers; now it's dealing with much larger developers, he
added. As far as using the same formula for future develop-
ments, Mayor Kabcenell stated that it would be discussed on
a long-range basis at a future date.
Thereafter, on motion by Trustee Meiskin, seconded by
Trustee Nardi, with a unanimous vote of the Board, the
proposed resolution was adopted as an amendment to the
Larizza Final Subdivision Approval Resolution, as follows:
RECREATION FEES
Recreation fees, in the amount of $1,750
per dwelling unit plus $7,000 per acre,
equal to the sum of $33,600, shall be
payable to the Recreation Trust Fund.
Such fee shall be payable as follows:
$11,200 prior to signing subdivision
plat.
$2,800 per unit, upon issuance of a

eight units.

ADJOURNMENT
On motion by Trustee Nardi, seconded by Trustee Meiskin, it
was unanimously resolved to adjourn into Executive Session
at 8:15 P.M. to discuss personnel matters.
