HomeMy WebLinkAbout1989-02-21 - Board of Trustees Meeting Minutes 0013221 MINUTES OF THE BOARD OF ASSESSMENT REVIEW OF THE VILLAGE OF RYE BROOK, HELD ON THE 21st DAY OF FEBRUARY, 1989 IN THE VILLAGE OFFICES, 90 SOUTH RIDGE STREET RYE BROOK, NEW YORK CONVENE MEETING - BOARD OF ASSESSMENT REVIEW The meeting of the Board Of Assessment Review was called to order by Trustee Mendicino at 6:00 P.M. in the Meeting Room and the Pledge of Allegiance followed. Present were the following members of the Board: Trustee Michele R. Mendicino Trustee Robert J. Ravich Trustee Jane Saffir Smith Mayor Salvatore M. Cresenzi and Trustee Francis L. Filipowski were not in attendance at this meeting. Also present were: Christopher J. Russo, Village Administrator Barbara Chase, Village/Town Assessor Mary Ann Spadafino, Assessor's Office Jean A. Marra, Deputy Village Clerk Edward F. Beane, Village Attorney, was not in attendance at this meeting. 001 32d February 21, 1959 Mary Ann Spadafino, from the Assessor' s Office, explained that assessments were done by a 1967 Cost Manual with a residential ratio of 4.17 percent being used. Any figure up or down one- half percent from that figure was in line, she added. The Assessor, Barbara Chase, stated that the purchase price or selling price of a home does not change the assessed valuation. Records are kept of every sale so the mean value is known for a particular area but if the figure comes in two percent versus five percent, the reason why is checked out. At this time, Ronald Rettner, 34 Bonwit Road, appeared and filed a grievance for his property taxes. A lengthy discussion followed and Assessor Chase requested a copy of Mr. Rettner's Homeowner' s Insurance Policy as there was some question regarding the resale value of his home being established at approximately $513,000 according to his assessed valuation. The Board then requested that Mr. Rettner' s house be reviewed once again and the square footage determined since the plans for the home did not seem to match the existing residence; there being an 1,100 square foot difference. i Mr. Rettner then thanked the Board and the Assessor for their assistance in this matter. Steven and Alix Prince of 35 Talcott Road appeared and filed a grievance. They questioned the difference between being assessed as a condominium and as a single-family home. Following Ms. Chase's explanation, she said that school, town, state and county taxes come into an assessment as well. The Assessor proceeded to explain the procedure for Grievance Day and said that after the grievances were reviewed, the Board would meet again and discuss their decisions. Administrator Russo explained that it would have to be before April 1st because of the budget procedure. - 2 - 00132 February 21, 1989 ADJOURNMENT With no one else desiring to be heard or appearing to file a grievance, on motion by Trustee Ravich, seconded by Trustee Smith, it was unanimously resolved to adjourn the meeting of the Board of Assessment Review at 10:00 P.M.
