RESOLUTIONS: 0100 MINUTES OF REGULAR MEETING HELD BY THE VILLAGE BOARD ON NOV. 26, 1985 at the Village Office, 111 South Ridge Street, Rye Brook, at 8:00 p•m• PRESENT: Mayor Kabcenell, Trustees Cresezni, Meiskin, Nardi, Zak Attorney Kramer, Clerk Smith, Treasurer Cortese The minutes of the Agenda Meeting of September 10, 1985 and the Regular Meeting of September 18, 1985, as well as the Agenda Meeting of October 8, 1985 and the Regular Meeting of October 15, 1985 were accepted as submitted. PUBLIC HEARINGS: BETSY BROWN ROAD SUBDIVISION - adjourned from previous meetings The plans for this proposed subdivision have been presented at two Planning Board meetings. A report and recommendations from Frederick P. Clark Associates has been received. (Copy is on file in ViLlage Offices. ) After a lengthy discussion from the floor it was the sense of the Board of ,Trustees that this subject should be adjourned to a later date after all the concerns are answered. On the motion of Trustee Cresenzi, seconded by Trustee Meiskin, BE IT RESOLVED that the Public Hearing on the proposed Betsy Brown Road Subdivision be adjourned to the next Regular Meeting of the Village Board to be held on Tuesday, December 17, 1985 at 8:00 p.m. The vote on the motion was as follows: Trustee Cresenzi voting AYE Trustee Meiskin voting AYE Trustee Nardi voting AYE Trustee Zak voting AYE Mayor Kabcenell voting AYE DEEP LOT SUBDIVISION REGULATIONS AMENDMENT After a discussion from the floor, it was the sense of the Board of Trustees that Local Law 3-85 of the Subdivision Regulations regarding "flag lots" or "deep lots" should be adjourned to a later date. On the motion of Trustee Meiskin, seconded by Trustee Cresenzi, BE IT RESOLVED that the Public Hearing on the proposed amendment to Local Law 3-85 of the Subdivision Regulations regarding "f-Lag lots" or "deep lots" be adjourned to the next Regular Meeting of the Village Board to be held on Tuesday, December 17, 1985 at 8:00 p.m. The vote on the motion was as follows: �a 95.)4 2 Trustee Cresenzi voting AYE Trustee Meiskin voting AYE Trustee Nardi voting AYE Trustee Zak voting AYE Mayor Kabcenell voting AYE _ DISCUSSION AND REPORTS: BLIND BROOK SMALL WATERSHED PROTECTION DISTRICT George R. Morrow, Special Assistant to the Mayor, reported on the Blind Brook Small Watershed Protection District proposed to provide flood relief by constructing two (2) dams in the watershed area. (Copy of report on file in Village Office. ) DRAINAGE PROBLEMS - HOLLY LANE Mr. Kaplan of 4 Holly Lane, speaking on behalf of himself and Mr. Lazilo, of 2 Holly Lane, brought to the attention of the Village Board serious flooding and drainage problems on their properties. He requested that the Village Board take over the operation and maintenance of the pipes. Mr. Kaplan and Mr. Lazilo wail be happy to give easements so that the Village can take over the drainage pipes. It was the sense of the Board of Trustees that this request has some merit and they will discuss the matter and have a decision at the next Regular Board Meeting to be held on Tuesday, December 17, 1965. IMPROVEMENTS - PINE RIDGE PARK A letter from Mr. Michael Borrelli, Chairman of the Recreation Commission, has been received recommending that the depression at Pine Ridge Park be filled and seeded. The estimated cost is $5,500. Mr. Borrelli also advised that the two (2) tennis courts at Pine Ridge Park need repair. The estimated cost is $2,200 per court. It was the sense of the Board of Trustees that this would have no budgetary impact for the funds would be allocated from the Recreation Trust Fund. On the motion of Trustee Meiskin, seconded by Trustee Nardi, BE IT RESOLVED that the village of Rye Brook be authorized to expend 55,500 from the Recreation Trust Fund for the repair of depressions at Pine Ridge Park, and BE IT FURTHER RESOLVED that the Village of Rye Brook be authorized to expend $2,200 per tennis court from the Recreation Trust Fund for repair of the two (2) tennis courts at Pine Ridge Park parallel to the entrance. Emergency measures may have to be taken to insure the safety of motorists and. the expense billed back to the State of New York.
