&RECULMEETING OF THE VILLAGE OF RYE BROOK, NEW YORK.

Present: Mayor Kabcenell , Trustees Nardi , Melskfn,
Harris, Zak, Treasurer Braudy, Attorney
Kramer,
The meeting was called to order at 8 pm.
The first order of business was to establish a Planning
Board for the Village of Rye Brook and on themotion of
Trustee Zak, seconded by Trustee Harris, it was
RESOLVED, that, pursuant to the provisions of section
7-718 of Village Law of the State of New York, there is I,
established a Planning Board of five members for the
Village of Rye Brook.

FURTHER RESULVEU,. that, the members of the Planning board
shall be appointed by the Mayor, subject to the approval
of this board, and the persons appointed shall serve as
members of the Planning Board as follows:
1. one member shall serve for the term of one year.
2. one member shall serve for the term of two years.
3. one member shall serve for the term of three years.
4. one member shall serve for the term of four years.
-_. 5. one member shall serve for the term of five years.
All terms toexpire on May 31st.
-.� FURTHER RESOLVED, that, upon expiration of the above-
mentioned terms, succeeding members shall be appointed
for five year terms.

FURTHER RESOLVED, that, this Board shall deelgnate a member
of the Planning Board to serve as chairperson.

Next order of business was to establish a Zoning Board
of Appeals, and on the motion of Trustee Harris,
seconded by Trustee Mefskin, It was,

RESOLVED, that, pursuant to the provisions of section 7-712
of the Village Law of the State of New York, there Is established
a Zoning Board of Appeals of five members for the Village of
Rye Brook.

FURTHER RESOLVED, that, the members of the Zoning Board of
Appeals shall be appointed by the Mayor, subject to the approval
of this Board, and the persons appointed shall serve as members
of the Zdhing Bbsrd of Appeals as follows:
1 . one member shall serve for the term of one year.
2. one member shall serve for the term of two years.
3. one member shall serve for the term of three years.
4. one member shall serve for the term of four years.
5. one member shall serve for the term of five years.

FURTHER RESOLVED, that, upon expiration of the above-mentloned
terms, succeeding members shall be appointed for five-year terms.
FURTHER RESOLVED, that, this Board shall designate a member of
the Zoning Board of Appeals to serve as Chairperson.

Mayor Kabcenell stAted that the Town of Rye Code, now the
Village of Rye Brook Code talks of the creation of a Board of
Architectural Review -(8.59-2) consisting of 4even members
for three year staggered terms for people with particular --
expertise In the area of architecture. Section 59-6
states that upon the request of the Planning Board the
Architectural Board of Review will consult with and
advise the Planning Board with respect to any site plans
which It is required to pass. Mayor Kabcenell felt that
It was the intention of the code to have the two Boards
work very closely, -but apparently this has not been the
case, and In the past the Planning Board has missed the
expertise of people with professional experience,
particularly architectural and engineering backgrounds.
It is his intention, when the Board of Architectural
Review Ito created, to marry these two boards, so that
the Planning Board members who may not have this
experience can avail themselves of a Board that Is
composed for this purpose.
It Is also the Intention to create some advisory groups -1
for these boards so that people can not only be of help,
but this can be a training ground for future appointees.
The present Planning Board of the Town of Rye has been
working on several Issues, and consisted of seven members.
Our Board will only have five members, and based on their
previous dtltgent%efforts and their knowledge of the
present situation, Mayor Kabcenell made his recommendations.
On the notion of Trustee Zak, seconded by Trustee NerdF,-..
It was,
RESOLVED that the following appointments to the Rye brook .
Planning Board shall be made, and shall serve for the term
Indicated.
1. Herbert Adler to serve until June 1983•
2. Morton Corwin to serve until June 1984.
3. Nat Kramer to serve until June 1985.
4. Marjorie Fogel to senve until June 1986.
5. Walter Lipman to serve until June 1987•
FURTHER RESOLVED, that Herbert Adler Is appointed
Chairperson on the Rye Brook Planning Bord.

Mayor Kabcenell stated that there had not been sufficient
time to review all the applications for the Zoning Board
of Appeals and the Architectural Board of Review, and this
would be done at a later date.
The last order of business was the date for the next
General Village Election, and on the motion of Trustee
Melskln, seconded by Trustee Zak, it was,
RESOLVED that the Board of Trustees designates March'
15, 1983 as the date for the next Village election, and
that the Board of Trustees designates the following offices
as vacant at the end of the current official year, to be !.
filled at the Village election to be held on March 15th,
1983 for the following terms:

TWO (2) TRUSTEES (for two years)
The Village Clerk is hereby directed to publish this
resolution In full in the official newspapers. !.
This resolution shall take effect Immediately.

The special meeting was adjourned at 8.35 Pm.
