HomeMy WebLinkAbout1984-09-06 - Board of Trustees Meeting Minutes 0340 RYE BROOK PLANNING BOARD _ 111 SOUTH RIDGE STREET RYE BROOK, NEW YORK 10573 Minutes of Meeting -- September 6 , 1984 Present: All Members I. Royal Executive Park -- Joel Sachs for the developer. Following up on the inquiry of the last meeting, Royal has revised its proposed site plan to provide for an atrium between the three buildings in Phase "IB." The atrium would enclose an area of 13,300 sq. ft. with a glass roof, walls of glass and the exteriors of the buildings. - The buildings themselves would be placed closer together than they had been. The enclosed space would be air conditioned or heated, depending on the season. The Board indicated it would not want a visual impression of a single very large building and, to avoid this effect, the glass should not be made to appear as mirrored glass. The Board also indicated that use restrictions would have to be added to the site plan approval, to insure that the enclosed area would remain an atrium. Mr. Sachs asked the Board to approve a three-page resolution circulated at the beginning of the meeting and submitted by Fritz Weidle of Clark Associates. The Board took a somewhat different position. The Board recommended approval of the physical details of the site plan of Phase "IB" of Royal Executive Park, pointing out to the Village Board that if this site were so developed, at peak hours: 1. Anderson Hill Road, at its intersection with* King Street, would be at Level of Service F; - 2. King Street, at the intersection with the Hutchinson River Parkway, would be at Level of Service F; and 3. King Street itself would be substantially at its capacity, absent completion of the proposed remedial measures enumerated in the DEIS and the proposed area boulevard, *Level E is capacity. Whether the site plan itself should be approved under these circumstances was a policy decision for the Village Board to make. The Board also adopted, with certain modifications, various comments and proposals suggested by Clark Associates, namely that: A) The developer has reserved a hundred foot right of way for a boulevard-type road through its property and will construct said road at its expense for use of the public, and will offer said road and right of way for use as part of any future inter-community collector road (area boulevard) as may be approved by the Village of Rye Brook. B) - The developer has proposed certain highway and road improvements to the King Street/Anderson Hill Road intersection and has stated its agreement to pay for a "fair share" of the needed improvements at this intersection. 034.1 C) The developer has pointed out the need for several improvements at the King Street and Merritt Parkway intersection to permit that interchange to function at Level of Service E or better, and has indicated its willingness to form a traffic improvement district and/or to contribute a fair share towards the provision of these improvements. D) The Village Board should continue to explore the creation of a major road construction and improvement district, financed as a special assessment against the benefitting land owners. E) The applicants should submit a written ' maintenance schedule for the storm drainage system, re silt and debris removal, etc. F) Landscaping, construction and soil erosion control procedures should be monitored by the Village of Rye Brook during the site plan review process. The above was approved by a vote of 4-0 with Mr. Lipman abstaining. II. Rye Brook Office Park The Board recommended approval of the physical details of the site plan of Rye Brook Office Park, pointing out to the Village Board that if this site were so developed, at peak hours: 1. Anderson Hill Road, at its intersection with King Street, would be at Level of Service F; 2. King Street, at the intersection with the Hutchinson River Parkway, would he at Level of Service F; and 3. King Street itself would be substantially at its capacity, absent completion of the proposed remedial measures enumerated in the DEIS and the proposed area boulevard. Whether the site plan itself should be approved under these circumstances was a policy decision for .the Village Board to make. The Board also adopted, with certain modifications, various comments and proposals suggested by Clark Associates, namely that: A) The applicant has submitted sketch maps indicating a possible location of a boulevard-type road passing through an 82-acre parcel to the west of a 30-acre proposed office building site, and showing its relationship to the Westchester County Airport Runway Extension and Proposed Lighting Facilities dated August 1984. The Planning Board notes: i) Design of this road should be integrated with the design of the runway approach lighting system, as in the case of I-684. ii) The applicant should reserve a hundred foot right of way for a boulevard-type road on its property and should construct said road at its expense for use of the public and offer said road and right of way for use as part of any future inter-community collector road as may be approved by the Village of Rye Brook. 1343 Mr. Weidle has indicated that he needs several weeks to complete his recommendations and it seems to be unlikely that it could be ready in time for the next Board meeting. Let me tell the developers if it were possible to get a report and have the Board deal with it in advance of this, we would consider reconvening this public hearing at the next Board meeting, I think it is far more likely that it will be delayed to the following Board meeting, or perhaps to the Agenda Meeting on October 9th. I would propose adjourning until October 9th, and hopefully we will have sufficient information to act on the proposals. Joel Sachs - Perhaps we can adjourn to September 25th, we have already provided some of the information requested. Mayor KabcenelL - we will schedule it for September 25th with the understanding that if we do not have sufficient information, we will ` readjourn to a subsequent meeting. Trustee Meiskin - If one developer is ready, could approval be given to one without the other. Mayor Kabcenell - Yes. The Public Hearing was adjourned to September 25th. �il ct
