MINUTES OF REGULAR MEETING HELD BY THE VILLAGE BOARD ON AUGUST 27, 1985
at the Village Office, Ill South Ridge Street, Rye Brook at 8:00 p.m.
PRESENT: Mayor Kabcenell, Trustees Cresenzi, Meiskin, Nardi, Zak
Treasurer Cortese, Attorney Kramer, Clerk Smith
On the motion of Trustee Meiskin, seconded by Trustee Nardi,
RESOLVED that the minutes of the Agenda Meeting held on July 8, 1985, and
the Regular Meeting held on July 23, 1985, be approved.
The vote on the motion was as follows:

PUBLIC HEARINGS
AMENDMENT TO VEHICLE AND TRAFFIC LAW
Mayor Kabcenell advised that a change in the Vehicle and Traffic Law to
disallow left turns onto South Ridge Street within 600 feet south of
Bowman Avenue was based on a recommendation from the Traffic Commission
as well as studies done by Westchester County over a number of years.
Traffic Commission Chairman, Joseph Pellino, advised they also felt that
the amendment should cover left turns into the Shopping Center, but the
Traffic Commission is adopting a wait and see attitude.
Signs will be posted as part of the Law and it was felt the Law would _
become effective on October 15, 1985, in order to give Merritt & Holby
sufficient time to have their traffic engineers study the effects of this
Law.
On the motion of Trustee Cresenzi, seconded by Trustee Zak,
BE IT RESOLVED that Local Law 11-85 shall amend the Vehicle & Traffic Law
as follows:
Section 61-17-1 Prohibited Turns. shall be added, which shall read:
A. It shall be illegal to make a left turn onto South Ridge
street from any driveway from the west side of South Ridge
Street within 600 feet of Bowman Avenue.
This Local Law shall take effect on October 15, 1985.

FRANEL MANAGEMENT CORP. - continuation from July 23, 1985 Regular Meeting
On the motion of Trustee Cresenzi, seconded by Trustee Meiskin,
RESOLVED that the Public Hearing on the subdivision application of Franel
Management Corp. be adjourned to the Regular Meeting of the Village Board
to be held on September 18, 1985.
The vote on the motion was as follows:

DISCUSSION AND REPORTS:
VILLAGE COURT
After discussion, this matter was adjourned to the next Regular Meeting
the Village Board to be held on September 18, 1985.

Notice should be published for a Public Hearing to amend Local Law 36-84,
Paragraph 3 to permit election signs to be displayed on private property.
ASSESSOR'S REPORT
Report was postponed to the next Agenda Meeting of the Village Board to
be held on September 10, 1985.
RESOLUTIONS:
AMBULANCE CORP AGREEMENT
On the motion of Trustee Meiskin, seconded by Trustee Cresenzi.,
WHEREAS the Port Chester/Rye Volunteer Ambulance Corps has proposed
certain changes in the emergency ambulance service which they provide in
Rye, Rye Brook and Port Chester, and

WHEREAS the Part Chester/Rye Volunteer Ambulance Corps is proposing to
Provide advanced life support emergency ambulance service to the three
communities on a twenty-four hour basis, seven days a week, except during
the hours of 6:00 a.m. to 6:00 p.m. on weekdays unless a week day is a
legal holiday and then it will also provide such services on such legal
holiday.
iEREFORE BE IT RESOLVED that the Mayor be authorized to sign a contract
Lth the Port Chester/Rye Volunteer Ambulance Corps to provide such
arvice at a cost payable during 1985 of $20,765.

POLICE DEPARTMENT APPOINTMENTS
On the motion of Trustee Zak, seconded by Trustee Zak,
RESOLVED that due to the retirement of Sergeant Robert A. Barr, Patrolman
William C. Youngs, Jr. , having fulfilled all Civil Service requirements
be promoted to Sergeant effective September 1, 1985.

On the motion of Trustee Nardi, seconded by Trustee Zak,
RESOLVED that Jeffrey Boesch of West William Street, Rye Brook, having
fulfilled all Civil Service requirements be appointed to the position of
Police Officer effective September 1, 1985.

STATE AID FOR RECREATION DEPARTMENT
On the motion of Trustee Zak, seconded by Trustee Meiskin,
RESOLVED that the Mayor of the Village of Rye Brook be authorized to sign
a

all necessary applications to the New York State Division of Youth for
State Aid for Recreation in the amount of $3,502.

SENIOR BABE RUTH LEAGUE
Attorney Georgia Kramer advised that Port Chester has asked that the
Village of Rye Brook give consideration to entering into a contract to
contribute to the Senior Babe Ruth League.
Trustee Meiskin suggested that Tom Hroncich give a recommendation for a
Little League program for next year.
There followed a discussion concerning the delay in getting a taxi driver
license issued in Rye Brook. Mr. Berlingo, owner of Rye Town Tari asked
why a temporary license could not be issued pending reports on
fingerprints.
Mayor Kabcenell advised that our present law does not permit this and
Police Chief Gendalia stated he was opposed to temporary licenses.
The question of cost for taxi and driver licenses was raised by Mr.
Berlingo and Mr. Zaccagnino, who is not applying, wanted to know why it
was necessary to pay a full year when it would take four (4) or six (6)
.weeks to get a license which would expire on January 1st.
`rustee Nardi suggested that perhaps the Village should consider pro
:ating the license fees for a half year or three months, with the first
application.
The next Regular Meeting of the Village Board will be held on Wednesday,
September 18, 1985, at 8:00 p.m.
The meeting was adjourned at 10:05 p.m.
