REGULAR MEETING OF THE VILLAGE BOARD HELD ON AUGUST 23rd, 1983, at

Minutes from the Regular Meetings of June 28th and July 26th, and
the Agenda Meeting of August 9th were adopted as submitted. -
CORRESPONDENCE.
Port Chester Bicycle Race.
In response to a request from the Village of Port Chester -
On the motion of Trustee Harris, seconded by Trustee Zak,
RESOLVED that the Board approve the use of a half block of Tamarack
Road during the hours of 10 a.m. and approximately 4 p.m. on Sunday
September lith, in connection with the 2nd Annual Port Chester
Bicycle Race, as requested by the Village of Port Chester Recreation
Department, co-sponsor of the event.

Arrowwood Conference Center - Fireworks.
In response to a request from William V. Cuddy on behalf of
Arrowwood Conference Center,
On the motion of Trustee Harris, seconded by Trustee Nardi,
RESOLVED that permission is granted to Arrowwood Conference Center
to conduct a Labor Day fireworks display; subject to the conditions
listed in their letter dated August 18th, 1983 to the Board of Trustees
as follows:
1) should large crowds be expected, off-duty Rye Brook policemen be
hired for traffic Control, and
2) the Port Chester Fire Department be contacted regarding a
stand-by Fire truck during the fireworks display, to be held
on September 4th, 1983, at 9 p.m.

AWARDS.
The Automobile Club of New York has awarded Rye Brook a Pedestrian
Safety Citation for achieving a record of having no pedestrian
fatalities in the 1ast ,year.
TRAFFIC COMPLAINT.
A letter of complaint from Vincent J. Doraio regarding a hazardous
situation at Talcott Road and Mohegan Lane was referred to the
Traffic Commission and the Police Department for further study.
287 BOWMAN PLAZA - SITE PLAN.
Mayor Kabcenell opened the discussion by explaining that there had
been a public hearing last month.
The attorney for the developer, Jack Geoghegan, stated that letters
has been submitted to the Board with respect to the exit ramp off

287, and the widening of the intersection at Bowman Avenue and Ridge
Street, as follows.
Letter from Frank Vetere, Supervisor/Mayor of the Town/Village of
Harrison, dated August 23rd, 1983 to Mayor Kabcenell.
Enclosed is a copy of a report submitted by Harrison's
traffic consultant, John Collins, explaining the reasons for
the location of the entrances and exits for the Bowman Plaza
._ development.
Harrison, along with Westchester County and the then
-- Rye Town, all worked for, and stressed the importance of, an
exit ramp from I287 to provide relief for traffic patterns of
General Foods, the Rye Town Hilton and other developments in
that area. This ramp was an extremely important consideration
in granting the Bowman Plaza application.
Hopefully, your Board will recognize the burden placed
on the developer by the routing of this ramp, Its placement
dictated the siting of his exits and entrances, and thus was
not placed by his choice. The granting of his application
by Your Board would be in conformance with the traffic .needs
of the area.
The Report from John Collins read as follows:
Prior to the dedication of land to the state for a new ramp
from I 287 to Bowman Avenue, the driveway to the above
development could have been placed at several locations.
However with the proposed ramp, access is limited to the area
indicated on the site plans.
A1'�hough the site benefits from the proposed ramp, this new
ramp will be of greater benefit to existing developments i.e.
-- General Foods, Rye Hilton, and other area traffic. This is
especially true when one considers the traffic impact from
these developments on the existing roadway system.
Even though additional traffic from the development will be
placed on Bowman Avenue east. of Webb Avenue ( compared to a
driveway directly opposite Webb), the town's requirement for
` the dedication was correct in the intrest of overall traffic.
If you have any questions or require additional information
please do not hesitate to contact me. -
Letter from Jack Geoghegan, attorney for the developer, dated August
22nd, 1983.
Re: 287/Bowman Plaza
Dear Mayor Kabcenell:
In connection with the above application, I enclose here-
with for review by the Board a letter of Alan N. Bloom, Regional
Planning & Development Director of the New York State Department of
Transportation, with regard to the construction of the exit ramp
from Route 287 and a letter of August 11th, 1983 from Frank C.
Bohlander, Commissioner of Public Works for the County of West-
chester, with regard to the widening of the Bowman Avenue/North
Ridge Street/South Ridge Street intersection in the Village of Rye
Brook.
In addition to the property required for the widening of
Bowman Avenue, my client, Mr. Jerome Weinstein, is also willing to
contribute a fair proportion of the cost of the change of signal-
ization at the intersection up to the sum of $35,000.00 in order to
alleviate the traffic concerns in the Village of Rye Brook which
may be impacted by reason of the construction of this building in
the Town/Village of Harrison. We understand that, while the final
cost figures have not been estimated by the County of Westchester,
the total cost of signalization change should not exceed
$40,000.00. -
We look forward to meeting with you and the members of
your Board on Tuesday, August 23rd, 1983, at the public hearing of
this application.

Westchester County
The following, as requested, is a status report concerning the proposed con-
struction of the westbound I-287 exit ramp to Webb/Bowman Avenue, As you know,
this proposal has received firm support from Westchester County and Town/Village
_ officials. The preliminary ramp design was established in consultation with
local, state and federal representatives to insure that the ramp could be con-
structed to appropriate design standards and would still be compatible with the
proposed 287. Bowman development, The private developer was also involved in
this coordination effort and noted on his site plan the location of the
proposed new off-ramp,
We have prepared a required Federal Interchange Access Justification Report
which we expect will be submitted shortly to the Federal Highway Administration
(FHWA) for approval.
Based on available manpower resources, Federal procedures to be followed, and
available funding, the proposed off-.ramp can not be under construction before
1985. We will, however, make every effort to improve on this schedule, if at
all possible.

Intersection in the Village of Rye Brook. The County has been in
contact with officials of Rye Brook and a meeting was held to review
the problems and the possible solutions. This department is pre-
paring a detailed description of improvements which will greatly
enhance traffic flows at this intersection and a subsequent meeting
will be held with Village Officials to assess the extent of partici-
pation by County, local, and private interests. ' I appreciate your
offer on behalf of your client, the developer of a parcel adjacent
to Interstate 287 and fronting on Bowman Avenue, to participate in
the widening of Bowman Avenue. This proposal will be incorporated
into the study for traffic flows throughout the area.
It is with cooperation such as your client's and other private and
-- local municipal bodies that we are able to correct some of the growing
traffic problems within the county. As soon as details have progressed,
I will be in touch with you concerning this matter.

Mayor Kabcenell - therefore, the proposer is offering land to'widen
Bowman Avenue and contribute $35,000 to the signalization, which is
part of the County Plan for improving traffic.conditions in this area.
Trustee Harris - did we tell District 4 about our views on this
or000sal?
Trustee Nardi - I have been unable to contact anyone from District 4,
but given the fact that in the long run the ramp off I 287 is going to
be of greater benefit to Rye Brook, as faras getting traffic off the
local streets, and the impact of any traffic that may flow out of this
particular office development on to Bowman Avenue, I' don't think
that any objections District 4 might have, would have any impact on
this decision.
Mayor Kabcenell - there were also requirements proposed having to
with no right turns between 4 and 6 p.m. and the proposer agreed
that they would impose that condition in the leases until the widening
If Bowman has been done, and would provide the necessary signs.
Trustee Harris - how will water drainage affect the area? The
drainage plan, -which was formulated a plan after discussions with
County departments, and with the City of Rye, was explained by the
engineer - with a retention basin under the building, all of which

is south of Rye Brook, and there will be no impact whatsoever on Rye
Brook.
Trustee Zak — I would like to see the project get started before the
County decides to put the Waste Disposal Plant on Webb Avenue.
RESOLUTION FOR SITE PLAN APPROVAL287/BOWMAN PLAZA.
WHEREAS, the applicant has agreed to dedicate certain land
to the County of Westchester for the improvement of Bowman
Avenue, and
WHEREAS, the applicant has agreed to contribute $35,000.00
(thirtyfivethousanddollars) toward the signalization of the
intersection,
On the motion of Trustee Nardi, seconded by Trustee Zak,
NOW THEREFORE BE IT RESOLVED that the proposed site plan
for 2$7/Bowman Plaza is approved, and
BE IT FURTHER RESOLVED that the applicant can, be required,
until the Bowman corridor is improved, to restrict right
turns from the site on to Bowman Avenue during the afternoon
peak traffic hours of 4 to 6 m, to direct the flow of
traffic away from the Bowman/Ridge intersection, by means
of signs and other methods, and that the developer be
required to have his tenants enforce such restrictions.
Joe Pellino, Chairman of the Traffic Commission, thought
some consideration should be given to children walking to
school. Mayor Kabcenell suggested waiting to see What
the County Traffic Study would come up with, and when they
propose to do something, although when would depend on
funding.
Ken Heller thought that member of the Board should attend
the scheduled District 4 meeting of the Board of Education
and advise them of our decisions.
It was noted that the Shulman application for an office
building on Webb Avenue was to be heard in Harrison this weed
and Mayor Kabcenell thought it quite likely that it would be
approved.
Trustee Nardi stated that although we dislike seeing anything
that is going to add to traffic on Bowman Avenue, we have to
look at the options, and the fact is that if we do not
approve this application the developer is going to be forced
to use the Webb Avenue exit where they intend to dedicate
the land to the County and that would be the end of the I-2$7
off ramp. In the long run the off ramp is going to be a
bigger benefit and asset to the Village of Rye Brook than
having the exit there. -
Mayor Kabcenell agreed and felt the developer had made
every effort to be reasonable and cooperative, and Whether
we approve or not, the development is going to be built.

KING STREET NURSING HOME SEWER CONNECTION.
Mayor Kabcenell explained that this issue is one of
permission to extend the sewer line from the proposed
nursing-.hom in Greenwich to the Blind Brook trunk line.
At the last meeting, when the proposal was made, we asked
that Mr. Fidelibus examine the issue and come up with a
report to see what the impact would be on Rye Brook.

SUBJECT: Proposed Sanitary Sewer Force Plain
Lincoln .Avenue and King ,Street
Rye Brook, NY 10573
A meeting was held on August 11, 1983, Rye Brook Building Depart-
ment Office, 10 Pearl Street, with Trans Con Builders principle
engineers and attorney to discuss the proposed sanitary sewer
connection from proposed Greenwich Woods health Center on 1,ing
Street, Greenwich, Connecticut, opposite Lincoln Avenue.
Trans Con pronoscs to install a numn station on the Health Care
Center site, and install an eight (3) inch force main pipeline
from the site across the intersection of KingStreetand Lincoln
Avenue onto the north shoulder of. Lincoln Avenue for 2200 linear
feet to the existing 9'estchcster County manhole and Sanitary
--- Sewer Trunk Linc. -
Plans of Lincoln Avenue on file in the Rye Brook Building Depart-
ment were reviewed to determine the best route along Lincoln
Avenue that would minimize traffic problems due to the construc-
tion of the propose-I pipeline on Lincoln Avenue right of way.
An on site field inspection was held on Thursday, Aupust 13, 1983,
with a Trans Con representative and the Project Engineer. A pre-
liminary layout of the pipeline was furnished by Leonard Szczersny,
Project Engineer, and the three of us walked the entire length
of the site location for the proposed pipeline.
The north shoulder on Lincoln Avenue is the most acceptable loca-
tion.
The pipeline will be placed four (4) feet below the surface.
The owners representative and engineer understand that the
Pipeline will be placed in a def"i.ned easement area. The pine-
line will follow a route that will not require the removal of
one tree. All excavation adjacent to trees will require tree
trunk protective barriers and tunnelling to preserve major tree
roots. Any trees lost as the result of construction will be
replaced in hind or dollar value.
All pavement, public utilities, and municipal utilities will
be restored in accordance with Village of Rye Brook, Westchester
County, and State of New York specifications.
Storm water runoff will be designed, constructed and tested in
accordance with requirements of Rye Brook Erosion and Sediment
Control ordinance, and I'lostchoster County Soil and Water Board.
'The Trans Con builders, their eng.incers and attorney have con-
ferred with Westchester County Denartnent of linvironmontal
Facilities, and have indicated the cunnection to the trunk line
is feasable and meets with their approval.

I discussed with Tom Monahan, engineer for Westchester County
DEF, and he related to me that the installation of a private
sanitary sewer line to service only this facility and maintained
by the facility from its source to the County line is acceptable
to the County. The question of application to install by a
municipality (Rye Brook) and acceptance as a public sewer was
discussed, and because of the type of installation (force main) ,
Mr. Monahan agreed that the sewer should be privately owned and
privately maintained.
Therefore, legal agreements, terms for payment of easements,
maintenance, length of agreement, are all subjects to be con- _
sidered by the Rye Brook Board before final approval of plans -
and specifications and issuance of permits by this department
together with Ilestchester County and New York State DOT approval.
The engineering concept and the proposed route meet with the
approval of this dopartmcnt, and is my recommendation to your
board,
Bruno Gioffre, representing the developer, mentioned
an opposite situation which exists at the United Cerebral
Palsy facility on King Street which hooks into the
Greenwich Sewer System and if they need to update their
system to tie, -the developer would be willing to
cooperate in that possibility.
Tr.Nadi asked if there was any risk to Rye Brook -
Mr. Fidelibus stated that it was just like any other
utility - if there was trouble in the line, it would
only impact on the user. Tr. Nardi asked if the sewer --
line could have an effect on wells in the area - Mr.
Gioffre responded that there are very stringent Board of
Health requirements, and arrangement could be made for
a "hold harmless" agreement with a fund to cover primary
access to .assure that if any work were necessary, it could
be done without delay, and such an agreement would be in
perpetuity, and run with the ownership.
Trustee Harris asked if the design were for a certain
capacity, would-it allow for extra. The engineer stated
that the Pump Station had not yet been designed and they will
size it to their development plus possible use by UCP - only
for what exists not for great expansion, since the Town of
Greenwich doesn't want to open the area up to more development.
Trustee Nardi asked if there would have to be any
reconstruction for the new developments, Mr. Fidelibus stated
that the County trunk line had been designed to cover all uses
in the area. He also stated that access would be by way of
manholes located in the shoulder.
In response to further questions by Trustee Harris, Mr. Gioffre
stated that the agreement and the fund was intended for
maintenance purposes. There would be a charge by the County
based on usage, and the Village probably would charge a user
fee on an annual basis, possibly using the King Street Nursing
Home as a guideline, perhaps as a separate sewer district.
Mayor Kabcenell with the approval of the other Board members,
. stated that the attorneys should put together details of the
conditions for the resolution, and that the Board is disposed
to approve the application, subject .to a resolution to be
prepared in conjunction with the conditions agreed upon.
Mr. Gioffre thanked Mayor Kabcenell and the Board, and also
Mr. Fidelibus for his cooperation, and the Board's intention
to approve will now enable him to proceed at the County level.
.� Mayor Kabcenell expressed his appreciation for the fine
report submitted by Mr. Fidelibus.

RESOLUTIONS.
ROYAL EXECUTIVE PARK: Determination of lead agency.
On June 28, 1983, the Board of Trustees of the Village of
Rye Brook received a completed Environmental Assessment
Form in regard to Phase 1B of the Royal Executive Park
project along with a request by Royal Executive Park that
the Village Board of Trustees designate itself lead agency for
_ Phase 1B as well as any future phases of development of the
Royal Executive Park project.
Pursuantihereto and in conformity with the State and Village
Envitonmental Quality Review Law the Village sent notices
-- to the various governmental agencies indication that the
Village Board of the Village of Rye Brook was proposing to
designate itself as lead agency. More than 30 days haye now
passed and the Village Board has not received any objection
to its designating itself as lead agency for all further
aspects of the Royal Exacutive Park project.
On the motion of Trustee Zak, seconded by Trustee Nardi,
BE IT RESOLVED that the Village Board take the following
actions:
1) Designate itself as lead agency for Phase 1B as well
as any future phases of development for the Royal
Executive Park project.
2) Authorize the preparation of an appropriate legal
notice to be filed and published as required by law
indicating that the Village Board has in fact designated
itself as lead agency for Phase 1B as well as any future
phases of the Royal Executive Park project. ,

Determination to require supplement to final environmental
impact statement.
It should be further noted that the Royal Executive Park
project has already been the subject of a Draft Environmental
Impact Statement and a Final EIS, which Final EIS was
accepted by the Town Board of the Town of Rye on September 9,
- 1980. This Finar EIS addressed not only the first 270,000
square feet of development presently in place, but in addition
the full 900,000 square feet of proposed development.
Although the Town Board of the Town of Rye, our predecessor,
has accepted the Final EIS and as lead agency we now reaffirm
the Final EIS, it is the determination of the Village Board
of the Village of Rye Brook that the applicant be required
to prepare a supplement to the Final EIS related to the impact
of further development.
We would further request that the proposed supplement to the
Final EIS be circulated to the other involved governmental
agencies as well as to the Town of Harrison, New York and the
Town of Greenwich, Connecticut with a request that such other
governmental agencies give such comments as are appropriate
on the proposed supplement to the Final EIS. Further, it
should be indicated in letters transmitted to the Town of
Harrison and the Town of Greenwich that if such municipalities
have their own traffic studies in regard to Upper King Street
corridor, the Village Board will be glad to consider those
studies at the time it considers the supplement to the Final
EIS for Royal Executive Park. , -

Therefore, on the motion of Trustee Harris, secondeAby

BE IT RESOLVED that the Village Board of the Village of
Rye Brook takes the following actions:
1. Determines that it will be necessary for Royal
Executive Park to prepare a supplement to the Final
Environmental Impact Statement which was accepted by
the Town of Rye on September 9, 1980, with such
supplement to address the impact of further
development of the Royal Executive Park site.
2. It is further directed that such supplement to
the Environmental Impact Statement be circulated to
other governmental agencies, as well as to the Town
of Harrison, New York, and the Town of Greenwich,
Connecticut for their comments.
3. It is further directed that an appropriate legal
notice shall be published and copies of such notices
transmitted to the other involved governmental
agencies setting forth the determination herein.

RESOLVED that an interest bearing account be opened with
the Bank of New York for the deposit of the performance
bond funds received from Carlucci Sanitation, with the same
signatory requirements as other Village Accounts.

RECREATION COMMISSION.
Mayor Kabcenell read the following letter from Barry R.
Fischer dated August 5, 1983.

Please accept this letter as my resignation as Chairman
of the Rye Brook Recreation Commission.
My primary objective in accepting the Chairmanship of
this Commission was to insure that we hired a capable ,
administrator for the Recreation Dept. This objective has
now been fulfilled and my professional responsibilities have
reached a level where I no longer feel I can devote sufficient
time to continue as Chairman.. I will, of course, remain on
the Commission.
Accordingly, it is my recommendation that the Recreation
Commission should, as soon as possible, recommend to the
Village Board the appointment of a successor as Chairman.
It has been a pleasure to serve the Village of Rve Brook
and I hope my business commitments will allow me to serve
in some other capacity in the future. _

Rye Brook, be appointed to fill the unexpired term to
expire April, 1985.

in Detroit, Michigan -

RESOLVED that the request of Police Chief Gendalia to
attend said conference be approved.

BIDS FOR TENNIS COURTS RESURFACING.
The request for bids for this work was published as
required by law and of the ,various persons who requested

The Mayor stated that unless upon investigation the
proposal is not in accordance with the specs, our choices
are to accept the low bid or nottoaccept any bid.
Trustee Nardi questioned the disparity of the two bids,
and the quality of work. Mayor Kabcenell stated that
the high bidder had used specifications other than those
prepared by the Village, and that timing was an important
element - if the work is-to be done, now is the time to
do it, and that the Recreation Director should be
responsible for seeing that the work is done in accordance
with the specs we prepared. De Rosa is a Mamaroneck
company who have done work in Mamaroneck schools
George Kundmueller, a member of the Recreation Commission,
stated that the w6rk done last year on the two courts at
Pine Ridge was a lousy job, and suggested getting other ,
estimates. It was explained that in response to the public
notice regarding bids, several people took out specifications,
but chose not to bid.
Joel Hecker felt that since the specs were professionally
drafted, and were the basis for the bid submitted, we should
accept the low bid with proper supervision of the work as
it progresses.
Mayor Kabcenell pointed out that tennis is one of our most -
active areas and the courts are in a position of being
closed, whether for repairs or because they are not safe,
and that the work can be staggered so that they will not
all be out of use at the same time. He listed three options -
1. Accept the low bid
2. Accept the low bid provisionally dependent on the
recommendation of Felix Fidelibus and Tom Hroncich.
3. Reject the bid on the basis that it is too expensive.
Trustee Nardi felt that we should go with No. 2. , and on
the motion of Trustee Nardi, seconded by Trustee Harris,
RESOLVED that the bid by De Rosa Tennis Contractors as
opened this evening, will be accepted, provided the
recommendation is furthered by Mr. Fidelibus and Mr.
Hroncich.

TRAFFIC COMMISSION REPORTS.
In Fall 1982 a letter from Stuart Ziltzer of 21 Latonia
Road, complaining of speeding on Mark Drive, was held over
until formation of the Traffic Commission, and they have
since met relating to this condition, and following a
report from the Police Department of January 13, 1983,
the Traffic Commission made the following recommendation.
Dear Mayor:
In reference to the letter dated December 30th, 1982, that you had received
from Stuart J. Ziltzer, 21 Latonia Road, Rye Brook, New York, this department
has conducted a survey at the intersection of Pine Ridge Road and Mark Drive,
as per your request.
A check of our files, as fax back as 1970, fails to disclose any reported acci-
dents at this location, to present, however, I feel that Mr. Ziltzer has made
a valid request and suggest that this condition be corrected. -
in referring to the New York State Manuel of uniform Traffic Control Devices,
July lst, 1974, with up-dates, the suggestion of this department are as follows:
-- a yield sign should be installed at the location specified in the diagram. The
line of site from Mark Drive is greater and has a clearer view of Pine Ridge
Road, Northbound. Motorists travellingonMark Drive, yielding to motorists
travelling on Pine Ridge Road, will have a clear-cut indication that Pine Ridge
Road has been established as the mein highway.
The critical problem at this intersection are the pine trees located at the
Northeast corner of Pine Ridge Road, that prohibit the View between vehicles
entering the intersection going South on Mark .Drive and those going West on
Pim• Ridge Road.
It is the opinion of this department, upon completion of this survey, that the
Pine trees be cut back and trimmed and the installation of a yield sign, as
Previously stated, will resolve this hazardous condition, as reported by Mr.
Ziltzer.
Our survey also indicates that the critical approach speed is more than 8 miles
per hour, however, should the trees be permitted to remain untrimmed or not cut
back, then a stop sign would be required at this location.

- I spoke to Sgt. Bob Santoro, Police Liaison Officer, about our report to the
Board regarding installation of a 3-way stop sign system at Pine Ridge Road
and Mark Drive.
Sgt. Santoro disagreed with our report recommendations, It is his feeling that
the installation of one yield sign on Mark Drive, coupled with the cutting back
of trees and shrubs on the Pine Ridge Road property along the curl;will adequat-
ly reduce the hazard identified in Mr. Ziltzer's letter, This was a recommen-
dation from a Police Department study in January, 1983. I have enclosed a
copy of that report for your review.
It is the conclusion of the Commission, that our recommendation of June 17th,
remain before the Board of Trustees, along with the recommendation of the
Police Department, for final action.

Dear Sirs:
The Rye Brook Traffic Commission has acted on a request by Mr. Melvin Logan, of
Garibaldi Place, for the placement of 'No Thru Trucking' signs in both directions
on Garibaldi Place and West Streets. Mr, Logan stated that trucks of various
sizes use the route as a short cut to go from South Regent Street in Port Chester,
through to South Ridge Street in Rye Brook. Additionally, Mr. Logan contended
that these trucks pose a safety threat to young children crossing the road at the
'Garibaldi playground.
Several Commission members have been to the area to observe the situation, and
discussions have been held. Under the law. Rye Brook can pass an ordinance ex-
cluding through trucking for vehicles in excess of a specific weight. However,
due to the location of Garibaldi Place and West Street, with relation to its boarder-
Ing the Village of Port Chester, a no through trucking ordinance may be unenforce-
able, as per the Manual of Uniform Traffic Control Devices, Section 211.1, Paragraph
A. The Manual states that signs should be located with respect to intersections,
so that drivers about to enter the restricted area are notified while they still have
an opportunity to use another highway. This would not be possible for drivers
-" coming down Grant Street and making a right turn into West Street. In addition,
restricting whatever truck traffic runs through the streets in question, may have
a negative Impact on other roads within the surrounding area of the Village.
The Commission thus voted not to recommend a no through trucking ordinance on
Garibaldi and West Street. However, we will attempt to come up with other work-
able alternatives to reduce through trucking in the course of future months.

Mayor Kabcenell thanked the members of the Traffic
Commission for clocking the numbers of trucks in the
area. No action was necessary by the Village Board -
in this matter.
Trustee Nardi thought that cooperation with Port Chester
might help the situation, however Mr. Pellino said they
had explored that possibility, without success.

I have spoken to Serg@ant Bob Santoro, Police Laison Officer, about our proposal to tL-
Board dated June 17. 1983. involving signs for Lincoln Avenue near Jennifer Lane.
Sergeant Santoro generally agreed with our recommendations. The signs, if installed,
should be In conformance with the Manual of Uniform Traffic Control Devices. The
signs suggested on June 17th were:
1. Diamond shaped, yellow 'School Bus Stop Ahead'
2. 'Village Speed Limit 30 M.P.H.'
3. Possible 'Blind Curve' sign . May also consider left
curve arrow sign posted directly above.speed limit
sign.
I would like to note that after reviewing the Manual of Uniform Traffic Control Devices,
the flashing beacon above and below the School Bus Stop sign would not conform to
allowed standards. Please consider only the placement of the sign from our June 17th
report.
;..Consideration will be given to future radar checks on Lincoln Avenue. ,
=The Postmaster at Port Chester Post Office was on vacation last week when we contacted
-= him to follow up on the pending decision to move the mailbox on Lincoln Avenue.

I am writing to ,you in reference to the traffic light at the intersection of
120A. Rve Brook, New York,
The signal has been installed at this location for approximately one year,
The Rye Brook Village Board has received complaints from area residents
centering primarily on the short period of green light time allotted to
Lincoln Avenue motorists for the left turn onto Route 120A. In addition, the
wait time for the succeeding green light has been timed from between 1 min-
ute and 15 seconds to 1 minute and 20 seconds, The Board has referred this
matter to the Traffic Commission for resolvement.
Through the cooperation of Mr. Mark Glover and Mr. Nichols, the following
has been accomplished within the past month:
1, A maintenance crew has checked the electronic system
to determine if the 'Loop' mechanism is functioning
properly. Mr. Nichols advised me that it is functioning
- properly and that extended green time is cycled in to a
maximum of 25 seconds,
2. Mr. Glover told me that my request for a study has been
submitted by him, The purpose of the study is to deter-
mine the feasibility of changing the signal coordination
for the four lights in the immediate area extending from
the Hilton/General Foods intersection to Webb Avenue.
The desired effect would be to shorten the wait time
between green lights on Lincoln Avenue,
3, I have suggested that consideration be given to making
the Lincoln Avenue signal a flashing signal on weekends.
Due to the fact that Route 120A traffic is especially light
on Sundays, a flashing amber signal on Route 120A and-
flashing red signal facing Lincoln Avenue for full stop
may be appropriate,
-- In additlon to all of the above, a complaint was received by the Traffic Commis-
' Sion that the 'Walk' light at the Hilton/General Foods intersection Is too short
for a pedestrian to walk across Route 120A, before flashing as 'Don't Walk,'
We would appreciate it if a maintenance person could check the mechanism
for proper operation,
Although your schedule is very busy, the residents of the Village of Rye Brook

- A preliminary report was received from the AAA, based in parton
information received from the Traffic Commission whose members spent
considerable hours clocking turns in and out of the Rye Ridge Shopping
Center, for which the Mayor expressed his gratitude. A copy of the
report is on file in the Village office, in the Traffic Survey file.
The Mayor suggested that this report be discussed in conjunction with
an awaited report from the County on the same 'subject, when that
report is received.
Highway Superintendent Donald Brown suggested an ordinance to cover
knocking down of Village signs — damage to Village property —
Attorney Kramer thought that there has to be a civil remedy, with
or without an ordinance.
