Dear Mayor Kabcenell h Members of the Board:
On April 23, 1985 the Village of Rye Brook, acting by and through its Board of Trustees,
approved the subdivision of the captioned premises provided the subdivided lot utilized its
access through a right-of-way located Immediately adjacent to it rather than to have a
curb cut effected on Lincoln Avenue.
The imposition of the foregoing condition would appear to render academic the
requirement of frontage of the newly created lot on Lincoln Avenue since a recorded
right-of-way is afforded to the said newly subdivided lot to and from Lincoln Avenue.
Under the circumstances, It is respectfully requested that this matter be restored to your
calendar for the purpose of establishing a revised lot line subdividing parcel 1 from parcel
2 as shown on the subdivision map to permit said parcel 2 to front exclusively on the
right-of-way" as shown on said map and to eliminate the frontage of said lot on Lincoln
Avenue.

RE: Proposed Resubdivision of Royal Executive Park
Dear Mayor Kabcenell and Members of the Board of Trustees:
On behalf of Royal Executive Park II, we are applying herein to resub-
divide the property presently known as Royal Executive Park II into Royal
Executive Park II and Royal Executive Park I1I.
The Board of Trustees will recall that in conjunction with the develop-
ment of Phase I-A of the Royal Executive Park property, the Board of Trustees
on December 21, 1983 approved the subdivision of Royal Executive Park into
Royal Executive Park I and Royal Executive Park II. The approved subdivision
map indicated that Royal Executive Park I consisted of three new office
buildings and the adjacent property consisting of approximately 25,9 acres.
The remainder of the Royal Executive Park property consisting at the time of
vacant land was designated as Royal Executive Park II. This subdivision map
was filed in the Westchester County Clerk's Office, Division of Land Records
on February 29, 1984 as Map No. 21483.
As the Board of Trustees is aware, construction is now nearing completion
on Phase I-B of the Royal Executive Park property consisting of three office
buildings located on approximately 18.2 acres of land. The remaining
property which is proposed to be known as Royal Executive Park III consists of
approximately 31 acres of vacant land.
Thus, the proposed subdivision map will indicate the following:
Royal Executive Park I - Three buildings presently occupied and located
on approximately 25.9 acres of land,

Royal Executive Park II - Three buildings presently under construction
located on approximately 18.2 acres of land.
Royal Executive Park III - The remainder of the Royal Executive Park
property consisting of approximately 31 acres of vacant land.
In conjunction with the proposed subdivision, enclosed please find our
subdivision application along with ten copies of the proposed "Resubdivision
Plan of Royal Executive Park" as prepared by J.A. Kirby Company of Port
Chester, New York. We believe that the proposed subdivision pllt meets all
the subdivision requirements of the State of New York and the Village of Rye
Brook.
Further, and as part of the subdivision application, we are enclosing an
Environmental Assessment Form prepared in conjunction with the
subdivision as well as a check in the amount of $100.00 conproposed
stituting the
filing fee for the subdivision application.
As a result of the foregoing submissions, we would request that the
Village Board take the following actions at its April 29, 1984 Village Board
meeting:
1. Issue a negative declaration under the New York State Environmental
Quality Review Law in regard to the proposed resubdivision and authorize the
circulation of such negative declaration to other involved agencies and
adjacent property owners.
2. Refer the proposed subdivision plat to the Planning Board for its
recommendation.
3. Schedule a public hearing on the proposed subdivision plat to be
held by the Board of Trustees in May, 1986.

The Village Hoard voted unanimously to refer the proposed
subdivision plat to the Planning Board for its
recommendations.
Mayor Kahcenell - we are not really in a position to
schedule a. Public Hearing until we have PB recommendations.
We can discuss it at the May 13th Agenda Meeting and then
try to schedule it for the May 27th Regular Meeting.

Re: Citicorp. Site Plan Amendment-
Arrowwood Conference Center Expansion
Dear Mayor Kabcenell and Members of the Board of Trustees:
On behalf of our client, Westchester Conference Center
Development Corp., delivered herewith is its application
for amendment of the site plan for its conference center,
Arrowwood,
On September 9,'1980 the Rye Town Board adopted two
Final Environmental Impact Statements, one prepared by
Citicorp'e.aonsultanta with respect to its property, and
a Generic Environmental Impact Statement for the Rye Town
. North area prepared by Frederick P. Clark Associates,
planning consultants to the Town of Rye. Subsequently, the
original site plan was approved by the Town-Board of the
Town of Rye on November 5, 1980.

The environmental impact statements contemplated a
conference center of 300,000 square feet and subsequent
expansion aggregating an additional 150,000 square feet.
The success of Arrowwood, which has received several
awards as one of the outstanding conference centers in the
country, has indicated the need at this time to proceed
with the previously considered expansion.
The applicant, Westchester Conference Center
Development Corp., is a wholly-owned subsidiary of
Citibank, N.A., which, in turn, is a wholly-owned
subsidiary of Citicorp. It proposes a Phase IIA
-- expansion consisting of a residential wing of 100 rooms,
aggregating 54,900 square feet, and a conference wing with
additional service facilities aggregating 28,440 square
feet. ' Recreational facilities will be commensurately
increased. Additional parking, consisting of 149 spaces
will be provided concurrently with the Phase IIA
construction. It is anticipated that Phase IIA
construction will commence within approximately one year of
site plan approval.
The second phase of the proposed expansion, Phase
IIB, consists of another residential wing of 100 rooms,
aggregating 53,398 square feet, and another conference wing
aggregating 13,262 square feet. Additional parking,
consisting of 97 spaces, will be provided concurrently with
the Phase IIB construction.
Phase IIB construction will commence as the
additional facilities are required, probably within three
to five years after completion of Phase IIA. It is,
however, critical that the village consider the approval of
the expansion of the conference center in its totality at
this time because of the functional and aesthetic
interrelationship of Phase IIA and Phase IIB.
We respectfully request that this application be
transmitted to the Rye Brook Planning Board for its review
and recommendation.

RE: TREE ORDINANCE REVIEW and letter of March 25,1986(NELS0NS)
Gentlemen:
Thank you for your consideration and review of our original
letter dated March 25, 1986 submitted by my husband George A.
Nelson and myself.
Since that earlier letter, developments have come along in the
City of Rye, which we feel warrant a full review of their
findings.
Once again, we sincerely feel that the time to act is at
present in order to avoid exactly what occurred in the City
of Rye where 40 trees were removed from private property.
Please note that in order to allow you.the opportunity to
review the varied press releases, I have accordingly
enclosed copies of clippings from the Gannett Chain which all
relate to the topic of preservation of trees.
I sincerely hope that your Board will have the opportunity to
review recent events, and ultimately do what is best not only
for/ourselves at this time, but as we have said - for the
fu re.

Plumbing Licenses.
TO: Mayor Kabcenell & Board of Trustees

RE: Plumbing License
Presently, in the Village of Rye Brook, all contractors, individuals or
corporations engaged in or carrying on business of master plumber are
required to pass an examination prepared by the Village of Rye Brook
Plumbers Examining Board.
Renewals are required on a yearly basis, all licenses expire December 31st
of each year.
The Village of Rye Brook and previously the Town of Rye did not recognize
a bona fide license issued by a municipality outside the Town or Village
boundaries.
The Building Department, Village of Rye Brook is requesting that an
amendment or new plumbing code be adopted to recognize and honor
master plumber licenses from those municipalities that will also
recognize in a reciprocal manner licenses issued by the Village of Rye
Brook, and provided further that plumbing contractors be subject to the
provisions of codes and ordinances presently in effect in the Village
of Rye Brook.

DISCUSSION a REPORTS.
Traffic Commission Report on "No Parking" area proposed for
Roanoke Avenue as follows: '

Dear Sirs:
On March 10th, the Rye Brook Traffic Commission voted 6-0 with one member
absent to recommend an addition to the prohibited parking ordinance 61-15
on Roanoke Avenue south of Interstate 287.

We recommend 'No Parking Any Time' signs be posted at the dead end
barricade. Signs currently exist there but they are faded and illegible.
There is no current ordinance to support posting of those signs. In
addition, we recommend 'No Parking Any Time' signs be posted on the
east side of Roanoke Avenue extending from the north side of the last
driveway northward to the dead end barricade. Please see locations A & B
on the attached diagram. We do not recommend any restriction at location
C on the diagram at this time. That decision should be re-evaluated at a
later date when the effect of A and B can be assessed. The purpose of
this recommendation is to facilitate ease of access to and from driveways
at number 7 and the residence directly across the street from number 7.
This situation was brought to our attention by our liaison officer,
Sergeant Santoro. Commission members viewed the site prior to discussion.
If you concur, the ordinance should be enacted after the required public
hearings. Signs should then be posted in conformance with the New York
State Manual of Uniform Traffic Control Devices.

Mayor Kabcenell asked Attorney Kramer to put together a
Proposed amendment to our local law, and suggested
scheduling a Public Hearing with members of the Traffic
Commission present.
RESOLUTIONS.
1987/19037 BUDGET._
Mayor Kabcenell - the Tentative Budget was submitted, a
Public Hearing was held on April 8th 1986. A copy of the
Tentative Budget and Budget Message went out to the
residents and the Budget must be approved by April 30th.
The Board has made recommendations re major changes in the
tentative budget that have occurred in the last 90 days or
so - reduction in fuel and oil projections for the Central
Garage, increases in unallocated insurance, consulting fees,
hospital and dental insurance, possible elimination of
Federal Revenue Sharing Income, reduced figure for earned
interest, increased projection for Mortgage To:,,.
The Final Budget reflects a Tax Rate of 252.92, an increase
of 4.9%.

WHEREAS the Mayor submitted a tentative Budget to the
Village Clerk on March .18, 1986, and
WHEREAS this Board of Trustees met on April 8th 1986 as
specified in the I'lati.ce of Public Hearing on the tentative
Budget and heard all persons desiring to be heard thereon,
on the motion of Trustee Nardi , seconded by Trustee Zak,
NOW BE IT RESOLVED that the tentative Budget as amended and
revised and as hereinafter set forth is hereby adopted and
that the amounts listed therein for payment of principle and
interest on indebtedness and for the salaries and wages of
officers and employees, are hereby appropriated for the
objects and purposes specified.

CLEANING CONTRACT - VILLAGE OFFICES
On the motion of Trustee Zak, seconded by Trustee Cresenzi ,
BE IT RESOLVED that the Mayor be authorized to sign a
cleaning contract for the Village Offices with Superior
Maintenance in the amount of *412.75 per month. This
contract will be in effect on April 11, 1986 to April 11,
1987.
Trustee Mcisk.in requested that this matter- he tabled to see
other bids to make sure it is the best bid. Trustee Zak
withdrew the motion.
On the motion of Trustee Meiskin, seconded by Trustee Nardi ,
BE IT RESOLVED that the cleaning contract for the Village
Offices be tabled until the Agenda Meeting of May 13th,

MASTER PLAN UPDATE HEARIING
Mayor Kabcenell recommended that the hearing tie scheduled on
May 5th 1906 at 8 p.m. and a motion by Trustee Meiskin
seconded by Trustee Cresenzi was voted unanimously.
ANNOUNCEMENTS
There will be an Open House/Office Warming Party on Saturday
June 7th, 1986 at 5 p.m.
Rye Brook's Birthday Party will be held on June 21st at
Crawford Park starting 12.30 p.m. and the Annual Run will
again be a featured event.
The meeting was adjourned at 10.30 p.m. '
