AT THY, VILLAGE OFFICE, 111 SOUTH RIDGE STREET, RYE BROOK, N.Y. Present: Mayor Kabcenell, 'frustess Nardi, Harris, Zak Attorney Kramer, Treasurer Gortese, Clerk Smith Absent: Trustee Meiskin .... Mayor Kabcenell opened the meeting in conjunction with the continuation of the Grievance Meeting. i DISCUSSION. Sales Tax: This discussion is scheduled for the March 26th meeting and at that meeting we maybe able to have a representative of the Westchester County Village Officials' Association, that is promoting a particular form of the tax. Trustee Harris suggested extending an i.nvi.tation to Mr. Blessing of the Village of Pelham Manor. Hotel. Tax: The proposed 3% Hotel Tax was to be voted upon by the. County Legislature today. I don't know if it came to a vote today. Last year, when this was pursued, we did write letters both to the. County and to the State recommending that this tax not be passed. The amount to be raised was to be used for "the Arts" in some kind of vaguely defined method. This tax is additional to the sales tax. ,this time they are proposing dedicating the revenue from this tax in the same vague way to "pubLic transportation". The Village of Rye Brook would be particularly affected by the imposition of a Hotel Tax - we are on the border of. Connecticut and compete for business extensively with hotels there. Hotels on the other side of the County will have the same problem with New Jersey hotels who do not have a tax. I think there is an issue here of - Why hotels? - why don't we have a tax on computer businesses, we don't have too many of those. Why not on other businesses - this is just a convenient and arbitrary way to raise money, and it is unfair to select any one industry, and we are sensitized to it because we have two fiery active hole Ls here. Maybe if we were the City of Rye, we would ndt be so concerned - they have no hotels. The Westchester County Village Officials' Association has taken a stand on an additional sales-Lax and I would hope that this Boe.rd would feel strongly enough to be against this proposed hotel tax, and L would also ask the cooperation of the WCVOA in asking foedefeat at the tax. On the motion of Trustee Harris seconded Trustee Nardi, RESOLVED that the Village of Rye Brook express opposition to the imposition of a hotel tax which would single out an industry which is very important to our community, and FURTHER RESOLVED that we recommend to the Executive Committee of the Westchester County Village Officials' Association that Ithe% place this on the agenda for discussion at their next meeting. Trustee Nardi voting AYE Trustee Harris voting AYE Trustee Zak voting AYE Mayor Kabcenell voting AYE Trustee Meiskin ABSENT 00045.5 Master Plan - Possibility of Alteration: Unfortunately school holidays prevented Planning Board representation tonight. The Planning Board had recommended that a new approach be given to the zoning requirements and planning for the area along South Ridge Street from Westchester Avenue to High Street. Fritz Weidle, our planning consultant also felt that we should consider this area again, and this probably means creating a committee with some experts, and getting some advice. Therefore- it might be proper if we defer this Co the March2611h meeting. As far as possible cost is concerned, perhaps we can get Fritz Weidle to give us an idea of how he would configure a study, and also 1.) is there any reason to do it? 2) if there Is a reason, how might it best be approached. PUBLIC HEARING ON ADOPTION OF LOCAL LAWS-- REGONVENED. On the motion of 'Trustee Zak, Seconded by 'Trustee Harris, RESOLVED that Local Law No. 4-85, 'Taxicabs, copy of which is on file in the Village office is hereby adopted. 'Trustee Nardi voting AYE 'trustee Harris voting AYE Trustee Zak voting AYE Mayor Kabcenell voting AYE Trustee Meiskin ABSENT On the motion of Trustee Zak, seconded by 'Trustee Nardi, RESOLVED that the Public hearing on Local Laws be adjourned to March 12th, 1985 at 8 p.m. 'trustee Nardi voting AYE 'Trustee Harris voting AYE Trustee Zak voting AYE Mayor Kabcenell voting AYE Trustee Meiskin ABSENT Mayor Kabcenell - the taxicab companies in the Village should be notified. , The regular board meeting was adjourned at 9 p.m. The Grievan,eDay meeting was adjourned at 1.0 p.m.
