PROPOSAL FOR FIRE HOUSE PROGRAM REPORT FOR THE VILLAGE OF RYE BROOK April 27, 2001 INITIAL OBSERVATIONS In accordance with the information presented in the Request for Proposal, we understand that it is the intention of the Village of Rye Brook to construct a new fire station for the Rye Brook Fire Department. The Village and Department have selected a site adjacent to the Village Hall. The Village wishes to retain an architectural firm to assist with initial Pre-Design Services in identifying a project program to include the building and site. Our goal will be to offer our experience and knowledge with fire facility designs to assist the Department and Village with formalizing a conceptual design to further advance this project. We believe that our firm is uniquely qualified to fulfill the required design and planning services. We have outlined under Scope of Services, the tasks that we would recommend for meeting the Village's goal. Our firm was then asked to develop a chosen conceptual design- The existing stone building was built in 1922. Our study revealed visible significant movement of both the east and west wing, decay of decorative architectural elements, and incongruous spatial separations and circulation patterns. The apparatus room which contained 5 vehicles, but was designed for 2 to 3 vehicles, required expansion. The new Fire Headquarters now includes 9,600 sf of renovated space and 9,000 sf of new construction. New firematic, administrative, assembly, lobby and public spaces and three new apparatus bays were added to the existing building. The tasks to be provided in each phase are outlined, but are not limited. It shall be our goal to prepare a thorough analysis of the required project program and to reflect the requirements on a conceptual floor plan and site plan. Phase I - Programming • Fact finding interviews and discussions with the Village and Fire Department personnel to outline the spatial building requirements, including present and long term operational and equipment needs; • Provide an outline of design guidelines based upon NFPA and OSHA standards; • Share our firms past and present experience with firematic facilities and with solutions to training and meeting requirements, haz-mat accommodations, circulation in and around the apparatus floor and separation of Fire Department and general public circulation; • Prepare an outline of possible and/or desired building systems, components and finishes; • We shall prepare a site and zoning analysis to identify the "buildable zone" on the site based upon various surrounding site constraints and zoning requirements; • Based upon maps, surveys and site reports provided by the Village we shall prepare a base site plan and immediate area vicinity map, to be used in the preparation of subsequent design services; • Compile the information into a project analysis report to be referenced in subsequent design services. Phase II - Conceptual Design • Based upon the information compiled during Phase I - Services, we shall prepare a conceptual design floor plan(s) of the building that offers a solution to the program requirements; • Additionally, a conceptual site plan will be prepared that reflects the footprint of the conceptual building plan. The site plan will conceptually also indicate curb cut locations; on site vehicle circulation including parking and apron; landscape buffer areas and other required zoning criteria. Phase III - Cost and Final Report Upon completion of the conceptual design services, in Phase II, we shall provide a preliminary cost estimate for the purpose of establishing a project budget. CLIENT PROVIDED INFORMATION The Client shall provide in writing, full information regarding the program requirements of the project. These requirements shall set forth the Fire Department's spatial and architectural objectives, list of current and future apparatus, schedule and construction budget. Copies of base site plans indicating property lines, topography and utilities in print and electronically (AutoCad R-14) shall be provided to the architect. The Village shall also submit all previous reports on the site, including test borings etc., that have been performed. B. ADDITIONAL SERVICES 1. Additional Services shall be any and all services not specifically listed above under Scope of Services. Such additional services may include, but not be limited to: • Municipal approvals including preparation of applications, information for environmental impact statements, board meetings, etc.; • Renderings and models; • Environmental services including SEQRA; • Civil engineering; • Interior design; • Landscape Architectural services; • Further Architectural, Mechanical and Structural Engineering; • Meetings with Village Personnel beyond (3) in Phase I; (2) in Phase II; and (1) in Phase III; • Evaluation of additional sites. 2. All revisions to drawings and reports previously approved and/or accepted by the client which are necessitated by Client changes to program, design, or budget shall be considered additional services and shall be billed according to the following Schedule of Hourly Rates. C. CHANGE ORDERS The Architect shall notify the Client verbally and in writing if a change is required in the Scope of Services. The written notification shall require the Client to approve such changes to this agreement in writing and shall indicate the change in compensation due the Architect as mutually discussed and agreed upon. D. STATEMENT OF SERVICES Services, additional services and reimbursable expenses shall be billed monthly. Payment for services shall be due within (30) days of the invoice date. If payment due for basic or additional services and/or reimbursable expenses are not received within 30 days after billing, the Architect reserves the right to notify the Client in writing that services may be ceased until payment is rendered in full.
