This office takes no exception to*,c addition of one front step as proposed by Sullivan Architecture P.C. however the elevation that we provided was 16nished ground at the centerline of the steps, the sketch submitted shows this elevation offset to the left. This may not affect the design but should be'reviewed by Sullivan Architecture. In addition the reduction of the sidewalk from 4' to 3' width should be reviewed by the Village Engineer and Building Department to cnsure compliance with Village accessibility requirements. This would allow the drywells to drain at a controlled rate,while still allowing for detention of storm water runoff. Please be advised that we wore not aware of this problem for three weeks as you alluded to. We were copied on a memo from Calgi Consulting Group dated 10.127/03 which was directed toward Sul;ivan Architecture PC in regard to the problem, a copy of which is encic+�d. We had met at the site in connection with a similar problem regsrdirg forting drains weeks ago on the opposite side of the building and had suggested some temporary measures to Calgi Consulting but no request-%,vas made to look at this particular prnbiem at the time. DATE: October 30,2003 SUBJECT: Firehouse,Village of Rye Brook have conducted a.field inspection this afternoon,meeting with Ray Calgi, Silvio Solomon and Victor Carosi at the project site to investigate the drainage problems as requested. The following are our observa,,ions/recommendations: Equipment Bay,Drainage Problem: As discussed,the equipment bay is very wet with mu'tiple areas of standing water. Inspection of the north side of the building revealed that this area has not yet been graded as shown on the grading plans to produce positive drainage away from the building as required.Nor has any temporary measure been taken to direct water away from the building. In fact,the adjacent slope directs water towards the building wall, this area then acts as a trap for any run-off. This should have been obvious to all involved considering there is A pond of standing water at.the north-east corner of the building,which from my understanding has been here for weeks.The water on this side of the building has nowhere to travel so therefore will seep through to the equipment bay. The obvious solution is to grade this area as soon as possible as shown on the plans or to create a temporary swale directing water away from the building toward the front of the property. This swale should connect with a temporary sedimentation basin which we recommended at the start of the project. We will work out any details as necessary with the Construction Manager. We were also informed that no footing drains were installed at this location; if the Architect deems this necessary,we will be happy to coordinate their connection to the on-site drainage. tar doi�aa� ed:d1 a 1 PAGE 02/02 Dolph Rotteld .Snglneertng. Footing Drain Qonnection: The footing drains for the remainder of the structure are not yet connected due to the fact that the site drainage is not complete, However a sump pump has been installed. and we were informed that water is pumped from the footing drains daily. Calgi Consulting and a.representative from Marquis Construction indicated that this has not been a problem. This practice will need to continue until the remainder of the site drainage is complete. In addition due to the poor percolatior in the drywell which has been installed we are currently Finalizing plans to add additional drainage out to King Street,however this plan needs approvel from tic Village and NYSDOT,plans will follow shortly for your review, Electric Manhole Rim Elevation: The grading plan in the area of the property line box shows no change to existing grades; therefore the property line box rim should be built up to match existing grades, Silvio Solomon suggested running as string line to re-establish the grade elevation. When inspected it was clear that no attempt has been made to direct storm- water runoff away-from this manhole. The manhole cover is 1.'-2' below the surrounding grades and is therefore a low point in this area This condition should not have been allowed and should be remedied un-nediately. We are in receipt of the letter from Etre regarding removal of unsuitable materials(muck)from the site and have reviewed the site work specifications. Be advised that removal of unsuitable material and replacement with suitable material is specifically cited in Item 2, "Grading"of the technical specifications. The specification states that"no separate payment will be made under this item except when rock is encountered". 2. We recommend that a full-time inspector be utilized to watch all aspects of the site work including excavation, installations and backfilling. It is important that someone be present at all times during the site work. 3. We recommend that questions regarding the soil/subgrade conditions be directed to the Geotechnical Engineer responsible for the soils report to ensure compliance with the report that was included with the contract documents. 4. We have inspected the site in reference to the water problems mentioned at the June 19t'job meeting. The standing water trapped on the site is easily manageable and not at all as bad as alluded to. We recommend installation of a temporary sediment basin along the front of the site prior to installation of the temporary access. This can be located just north of the access driveway; any standing water at the front of the site should be drained into this basin. Runoff from the site should be directed to the basin where it can be retained to settle out any silt and the water pumped out later. 5. The drain manhole at the rear of the property is currently flowing, some precautions should be taken(haybales, filter fabric)to prevent silt buildup in the outlet pipe. Please be advised that dewatering of the foundation excavations is not part of the "site work"; questions regarding this should be directed towards the Architect. Thank you, memo?
