SUBJECT: 900 King Street Redevelopment Rye Brook, New York Sunrise Senior Living – Amended PUD Application DATE: April 8, 2025 With regard to the above-mentioned project, this office has received and reviewed the following: 1. JMC Comment Response Letter, dated April 7, 2025. The JMC memo referenced above was submitted as a response to the project review letter dated March 12, 2025 by AI Engineers. We have no further comment, other than the following points. The planning Board should consider including the following conditions of any resolution of approval for the project in addition to any other conditions previously noted: 1. The issuance of an updated Willingness to Serve letter issued by Veolia Water; and completion of the improvements to their system as has been previously noted. Prior to construction, regardless as to whether these improvements have been completed, the Village Fire Department should confirm that existing water supply facilities – in the vicinity of the project – provide sufficient fire hydrant proximity, flow and pressure to adequately support fire service for the property during the construction phase of the project. 2. It has been our experience that the Westchester County Department of Health (WCDOH) does not allow/approve privately owned and operated sanitary sewer extensions, and that such systems are typically owned and operated by the municipality having jurisdiction. That being said, any resolution of approval should therefore be conditioned that – if the WCDOH does allow the proposed sanitary sewer system to be privately owned and operated – such a sanitary sewer system be required to provide to the Village a formal operation and maintenance agreement, otherwise ownership of the sanitary sewers by the Village and the necessary access easements will be required. 900 King Street Site Plan April 8, 2025 Page 2 Improving Life. By Design. 3. Any agreed to Sanitary Sewer I&I reduction be completed to the satisfaction of the Village Engineer. 4. Additional soil testing be performed in the vicinity of the existing building footprint subsequent to demolition to verify soil infiltration characteristics.
