Proposed Site Plan prepared by Ahneman Kirby Engineers Surveyors Planners dated February 18, 2021 revised March 5, 2021; 2. Stormwater Management Report prepared by Ahneman Kirby Engineers Surveyors Planners dated February 18,2021 revised March 5, 2021. With respect to the proposed stormwater management design demonstrated on the submitted plans and report our comments are as follows but are not limited to: • The current design does not appear to meet the Village's requirement of"total volume storage" for minor land development activities. o The stormwater design shows that stormwater from all impervious surfaces (existing and proposed) will be directed into open-bottom Cultec units. However,the information that has been provided indicates that the soil will not support an infiltration design (i.e., percolation rates of zero inches per hour). o The outlet of the control structure for the Cultec system in the front yard is set 2.54' above the bottom of the Cultec units'gravel bed. The outlet of the control structure for the Cultec system in the back yard is set 2.24' above the bottom of the Cultec units' gravel bed. Based on this piping configuration and the lack of a percolation rate, it is unclear how a significant volume of the systems will empty after being filled by the first storm event that they experience. Upon receipt of amended plans addressing these comments, this office is prepared to continue its review. Improving life. By Design. Storm water management system shall be designed for a 25 year storm with a rainfall of 6.2" of rainfall. 2. System shall be designed for TOTAL VOLUME STORAGE to capture runoff from ALL impervious surfaces onsite including proposed work, existing house, driveway, shed, patios, decks, etc. provide for full capture onsite and management onsite. 3. A credit between pre and post coefficients of runoff is not permitted by code. Utilize a Cn of 98 for all impervious surfaces. Credit is not allowed for grass area pre construction. 4. Revise Calculations to address above comments 5. Percolation test is required with deep test hole, notify Village to witness 6. Stormwater system shall not be closer then 10 feet to any property line and within 10 feet of house 7. Provide tree removal permit for any trees that are being removed and or impacted within 35 feet of construction. 8. Cultec units shall be interconnected on bottom. 9. Provide construction entrance on plan, tree protection for trees within 30 feet of work. 10. Level spreader in is current location is not acceptable. GEOGRAPHICAL LOCATION AND DESCRIPTION The subject parcel is located on the South side of Boxwood Place, South of Lawridge Dr, and North of Dorchester Dr and has a lot area of 0.34 Acres. The topographic nature of the lot is sloped from East to West. The property contains an existing dwelling, patio, driveway, slate walkway, with trees. There is also a fence along the perimeter in the backyard. B. PURPOSE AND DESCRIPTION This application package proposes a new in ground pool, surrounding walkway, and reconstructed patio in the backyard on the parcel. The pool footprint is 648 ft(See Appendix A). The regrading of the lot keeps the topography of the site going from East to West at a rate of approximately 5% in the front and rear yards with shallower slopes around the dwelling. Drainage design was performed in accordance with the Village of Rye Brook Code Chapter 217, with a net zero increase in the rate of runoff for all events up to the 25 year storm. We proposed collecting runoff from the pool and surrounding walkway and treating it with Rye Brook's Stormwater Best Management Practices (BMP). The area of the site being collected is in the backyard. Due to the existing topography of the site and the nature of the pool installation the backyard needed to be lowered slightly around the proposed pool and flattened to meet the existing contours. The stormwater will be collected by one (1) trench drain. The trench drain conveys the stormwater to four (4) Cultec 330XLHD Recharger basins. The Cultecs will be placed underneath the lawn area to the North of the proposed pool, between the pool and perimeter fence. The outlet from the Cultecs will then be routed to a control outlet structure to control the discharge rate. From the controlled outlet the runoff is directed to a level spreader located along the Western boundary of the property(See Plans). C. SOIL EVALUATION The soils within the site below the surface are 100% Type D per the USDA Natural Resource Conservation Service and are depicted on the soils map located in Appendix B of this report as follows: • Urban land-Paxton complex, 3 to 8 percent slopes (map unit symbol UpB) • Urban land-Paxton complex, 8 to 15 percent slopes(map unit symbol UpQ Refer to Appendix B for USDA Soils Engineering Properties. AKII., D. PRE & POST DEVELOPMENT SITE HYDROLOGY COMPARISON The proposed development increases the impervious coverage for the watershed but will decrease peak flows to all points of concern. The trench drain will pick up the runoff from the newly introduced impervious surfaces. The proposed grades slope towards the same location as the existing grades making for a straight forward comparison of pre and post development hydrology at a common Point of Interest. Refer to Table 1 for a comparison of peak flow rates for the existing and proposed site conditions at point of interest A. The peak runoff to all points of concern has a zero increase for the 1, 2, 5, 10, 25, 50, and 100 year storms. Upon completion of the construction depicted on the proposed developments plans, there will be no drainage impacts to any of the adjoining properties. ALTERNATIVES CONSIDERED The alternatives considered included drywells collecting runoff from catch basins in the driveway and a trench drain installed along the existing driveway. The drywells were discarded due to limiting the area of disturbance to the backyard rather than removing and replacing the existing driveway. The trench drain collection, storage, and discharge option in the existing driveway was eliminated again due to limiting the area of disturbance to the backyard where the other work will be taking place.
