Dear Ms. Markell,
Your email was forwarded to my attention by my supervisor for response.
I did have a conversation with the Doral Greens Property Manager, Frank Arcara,on Friday last at which
time he inquired if the Building Department could gain forced entry to an occupied unit in the Doral Greens
complex, no address was provided. My response was that the Building Department does not have the
authority to force anyone to allow us to enter their property except in cases of unlawful construction or
imminent danger. Unfortunately, a bug complaint does not rise to either level. That was the extent of my
conversation with Mr. Arcara. I never told Mr. Arcara or anyone else that there is nothing that you as the
property managers could do.
For the Building Department to enter uninvited upon private property we must have substantial probable
cause for unlawful activity related to construction or imminent danger or be summoned to a property by a
higher public safety authority like the Police or Fire Department.

Hi.
I hope you and your world are all doing well.
Thinking some time next month there will he a plan from our friend Mr. Cohen...should be interesting!
I have a question for you.....
We have a unit that is having a lien placed on it. That unit is causing the downstairs unit to have an insect
infestation and we are not able to get in to the upstairs unit where the lien is being placed. A good and
welfare check is happening for a while now with only a crack in the door open. Mike Izzy told our property
manager that we are not able to do anything. This is a health issue for the lady below who is old and has a
guardian taking care of whatever.
Is there anything you would suggest we can do to get inside the unit?

Dear Hon. Mayor Rosenberg,Village Administrator Bradbury and Members of the Board of
Trustees:
This firm is counsel to the Board of Directors (the "Board") of Doral Greens llomeowners
Association, Inc. (the "HOA"). We are writing this letter in regards to our client's concerns
pertaining to the health and safety of the HOA community. Specifically, one of the home owners
within the community, who is suspected of creating a health hazard within her Unit, is refusing
access to the Board and/or its agents,to inspect the Unit to ensure that the Unit is being properly
maintained.The Managing Agent and/or its agents have,and continue to request, the assistance of
the Village Police Department/Building Department to gain entry into the Unit as is the Board's
right to ensure that the Unit does not pose an immediate risk to the health and safety of the
community.
