The code requires a 15 foot setback from the road, or a maximum height of 30 inches if within the 15 foot area. Your neighbor across the street has similar plantings along the property left be with an acceptable setback. There's enough room there for the neighbor to see oncoming cars when leaving the driveway. Please note that the code also relates to plantings along the front of the property as well.
