Based on our review, it appears possible that the installation of the new generator is an "eligible facilities request" (EFR). An EFR includes any request for modification of an existing base station that does not substantially change the physical dimensions of the base station, involving(1) collocation of new transmission equipment, (2) removal of transmission equipment, or(3) replacement of transmission equipment. "Base station" is defined to include back up power equipment, and "transmission equipment" is defined to also include back up power equipment. Steve should review the definition of substantial change under section 250-39 and compare the definition against the proposed plans to make this determination. I've copied the definition below and highlighted the relevant language.
