Mark ten Eicken, Assistant Building Inspector Village of Rye Brook 90 South Ridge Street Rye Brook, NY 10573 RE: RYB 86-07 Dear Mr. ten Eicken: The Westchester County Planning Board, pursuant to Section 239 L, M and t1 of the General Municipal Law, has reviewed the proposed 46-unit, attached townhouse cluster subdivision (Lundell Property - "Rye Brook Townhouses") currently before the Village Planning Board. The 4.8 acre property abuts South Ridge Street SCR 548) and Wyman Street, a local road% A park-like open space will be preserved adjacent to the Blind Brook County Drainage Channel which abuts the western edge of the property. This site is zoned for R-2F (2 family residential, minimum 5000 sq.ft. lots) . The Westchester County Planning Board recommends approval of the Proposed cluster subdivision. The housing element of the project is consistent with the County's policy on residential development while the cluster layout preserves the open space character of the County drainage channel and mitigates against the subdivision's drainage impacts. A mechanism should be established, however, to ensure adequate and continuous maintenance of the proposed Blind Brook green space. The proposed development is compatible with surrounding land uses and rill not result in any significant adverse intermunicipal impacts. Access from the local road ensures limited traffic impacts to the abutting county road. A stream control permit Must be obtained from the County's Department of Public Works, and we defer to the recommendations of that department and those of the County Soil and Water Conservation District regarding this aspect of the project. N Y tnrnl . o,x occ ..,. _ r • -2- The Country Planning Boards Urban Form Refinement Guidelines 11985) places the property in the "High Density Urban 4-6" I-297 development corridor. The proposed density of approximately 9 units per acre, while below the range recommended for this Urban Form category, is appropriate given the sites topograpahy, surroundinn, development pattern:, and proximity to Blind Brook. Traffic impacts to the county road are minimized by the local road connection. We support the Village Planning Board in requiring a more generous cul-de-sac roadway width for purposes of emergency access. We support the proposed cluster design as it preserves and enhances the contiguous greenbelt which follows the brook in this vicinity. Provisions for the continuous maintenance of this area should be ensured through either a carefully-considered homeowner association agreement or public dedication of land. Drainage impacts will be reviewed by The County Department of Public Works. We recommend that plans be forwarded to the County Soil and Water Conservation District as well.
