Greg-Can you please schedule a speed sign on this street when possible, and remind police officers that once recycling is left at a curb it becomes village property so if a resident calls the desk, they can stop the behavior as it is not allowed by code. Mickey- Can you please address the items regarding parked unlicensed vehicles on properties,vehicles parked overnight with commercial writing, and potential illegal businesses or apartments? I know there are a lot of items here, so it does not all have to be done right away, but please work them into your dept. schedules over the next several weeks and months, and let me know the results so I can inform the Mayor. I will look forward to the speed sign as I am certain it will confirm many repeat speeders that always exceed not 30 but 40 mph in my tiny windy neighborhood. Perhaps then we can have some attention paid to rectifying the speeding situation. I notice most of the offenders are out of state registered. It used to be when you move to New York you have a certain amount of time to reregister in New York. Some of these CT, and southern plated vehicles have been here for years.lust wondering. I will continue to do so but like I said the standard answer I usually receive is they are just bottle picking there isn't anything we can do about it. In fact I once while house sitting for a neighbor caught a person in the back yard rummaging through pails and right time right place a police officer drove by. I pointed it out to him. He went and spoke to the person then came back to me and said well he's only picking bottles he's harmless and did nothing.That neighbor was furious when I told him what had happened. I have since asked and found out that it is in fact an offense punishable by a summons of$75. Is this still on the books because if so this would go a long way towards discouraging this behavior. In fact as I am writing this email to you I am asking an individual to get off my driveway and out of my trash. Unbelievable WOW the pickers have resorted to rummaging on off days that's how bad it is-the competition among them is fierce! Once again thank you for taking the time to read about my concerns. I prefer to remain anonymous at this time as with anything in this area you have to fear retribution. I am just voicing my concerns about issues that force overcrowding, a rapid decline in quality of life, as well as a depreciation in property 2 values. None of these things are good and anything that can be done to curtail them would be greatly appreciated. I would like to end this email by saying I know that you must be extremely busy in a very difficult job. Rosenberg Sent:Thursday, August 1, 2019 2:32 PM To:wood10260 Subject: Re: My Neighborhood Highview Avenue To whom it may concern (you did not sign your letter to me): Thank you for reaching out to me about the Highview Avenue neighborhood in Rye Brook. I can assure you that the village tries very hard to make sure all residents and areas of the village are treated equally. That said, I am glad that you are reaching out to express some of your frustrations so that hopefully some of them can be promptly addressed. I will try to respond to each item in your email in the order they are raised. 1. In terms of speeding, I will share your concerns with Police Chief Austin so that he can schedule the speed sign in your area and track the speeds of drivers. In the Highview area, with cars parked in the street,cars often look like they are going fast but may not actually be going under 30 MPH, Unfortunately 30 MPH is the lowest we are allowed to post unless it was a school or park zone. However, the speed sign will provide this information to us. 2. In terms of street sweeping, the street sweeper rotates through the village and every street receives the same amount of passes with the sweeper. Starting in June, we did cut the number of days in half from the prior year in order to gain some staff time in other areas of the operation. We did say we would revisit this decision if the residents felt this was becoming an issue. Please note that when cars are parked in the street we also cannot sweep under them. We are reluctant to change to 'alternate street parking' or'limit parking to one side' as all of the off street spaces are needed for area vehicles,and we cannot come back on fixed days to sweep because we rotate equally through all streets and are not sure of the dates when they would return back to an area. 3. Please let me know the addresses where vehicles are parked without plates as we do have regulations about them (must be covered, etc.). I will ask the Building Inspector to follow up once this info is provided. 4. If you know of any illegal apartment, please let me know the addresses and our Safe Housing Task Force, which has been very successful in the last decade, can follow up. Please note that one problem is that some property owners do not let tenants park in their driveways and they end up adding vehicles to the public streets taking away valuable parking spaces even though there is room in the driveways. 3 5. If you can provide the addresses for any illegal businesses working out of garages, please let me know as well and we can look to see if the activity is allowed, or if not, if they have to stop or seek a home occupation permit. 6. In terms of people going through garage or recycling, once the items are at the curb it becomes the village property, and no one is supposed to go through it. Please contact the police when it is occurring to stop this behavior in front of your home. 7. In terms of peddling and soliciting, if you are on the do not knock list no private businesses should ever go to your door. Please note that we are not able to stop not- for-profit agencies or candidates for election from knocking. Regardless, we always keep the list pf private and not-for-profit businesses up to date on our web site at www.ryebrook.org If they are not on the list,they should not be in Rye Brook so you should call the police immediately. My family has been a part of the Rye Brook family for over a Century. I personally have lived in Rye Brook for most of my adult life so please understand that these are true observations. My neighborhood and my side of town is woefully neglected. There are rules on the books that anywhere else in the USA would not fly but here seem to be commonplace. I have observed the decline of my neighborhood and quality of life here for sometime. Anytime I raise a voice to try and make it better it seems to fall on deaf ears. Cars speed thru here constantly and travel the wrong way on the one way street on a regular basis. I watched my neighbor chase a FeclEx truck not too long ago screaming at him as the truck sped by and almost clipped his kid.The same neighbor told me he called the police to complain and was told there is no speeding issue in that neighborhood. Just recently I was party to a phone call to the Supt of public works Michal Nowak's office to inform them that the streets in my neighborhood haven't been swept in weeks. Nobody should ever have to see the same used condom in the road more than once its just disgusting.The answer received was really i find that hard to believe but we will get right on it that was 2 weeks ago and still nothing has been done. Street sweeping was a 4 regular occurence in my neighborhood but not anymore. I know for a fact services to the area have been cut to see if anyone notices before they are reinstated, and one can hope to presumably save money? It has been noticed. However, being a graduate of SUNY with a degree in environmental science I am fairly sure this is a violation of the federal mandate for local municipalities to reasonably do the best job they can to prevent garbage from entering into sewer drainage and then out to the sound. I believe that the clean water act is fairly direct in their mandate. There are also cars on lawns, and cars without plates in several locations, one right on South Ridge street next to Washington park plaza.There has been a eyesore white plateless van in that driveway for months along with Jack's and tires and other auto debris.There are commercial vehicles with writing, ladder racks, and tools that park with impunity and out of state tags on cars that have been here for years not months. When I moved here and the old timers were still around none of this was permitted. I feel as though I'm failing their memory by not correcting this injustice as if the torch was left to me the new old timer. All of this contributes to overcrowding and a decline of peace and quiet one would expect in a residential neighborhood. This is to say nothing of the boarding houses that rent rooms out not aptartments leading to an excess of automobiles per household. This is not necessarily the renters fault they are just trying to survive but the bank held owners of the homes or the absentee landlords that dont care how many folks shove into the house may be to blame. There are several carpenters, mechanics, and landscapers that work out of garages and their yards. would also like to say that the garbage pickers are harassers. Sorting bags of glass and tin at Z or 3 am on my driveway is totally unacceptable. I have on numerous occasions asked the same folks to stay off of my property I have even asked to have it translated this is in no way to sound disrespectful ) in case there was a language barrier. I find it troubling that these folks have no issue going into yards, behind garages, thru locked gates, and on occasion rifling thru whatever they feel like weather it be trash or not. have on one occurence found a backpack under a tree in front of my home that I turned into Rye Brook Police that was full of bills and paperwork from several neighborhoods and dozens of unsuspecting residents. I personally have had my identity and my family members identities stolen on more that one occasion. I am sure any reasonable person would agree that It is very hard to protect your identity if mail is being pulled before you even see it. Folks knock on my door all the time and I am on the towns no knock list apparently the only one on the list and my doors are marked do not knock. I would like to be able to live in peace and quiet with my family for whatever period of time God will allow. I prefer to not have thoughtless folks disturb our peace by doing whatever they feel like whenever they feel like it. I dont believe our forefathers meet that freedom meant get away with whatever you can at anyone's expense while nobodys paying attention. They had character and moral virtues. These concerns and others are the reason for this email. I have never thought of leaving Rye Brook when my Grandpa passed the Priest said that in all his life he never moved farther than he could see our churches steeple, this has resonated within my soul since. However, I feel the quality of life here is slipping and if there is anything I can do by speaking up or that you can do by action it would be 5 greatly appreciated.
