The tank was removed by Enviroshield, Inc.on Wednesday,August 10,2022. The subject property is a single-family residential home serviced by municipal water supply. A Site Sketch(Not to scale)showing the subject site and the location of the former UST is included in Appendix A with this report. A Mechanical Permit pulled for the removal of the tank from the Village of Rye Brook Building Department is included in Appendix E with this report. The following is a discussion of the work completed by Enviroshield which began Wednesday,August 10, 2022,and was completed on Wednesday,August 24,2022. All the work reported herein,was completed by Enviroshield, Inc.,a New York State DEC licensed waste transporter,and to the NYSDEC CP-51 published standards and guidelines. Tank Removal Discussion: On August 10,2022,Enviroshield personnel removed a 1,000-gallon underground fuel oil storage tank (UST);prior to the removal of the tank,all the remaining liquid and sludge was pumped out for disposal by Enviroshield, Inc.,a New York State licensed waste transporter(CT-095). A total of 730 gallons of liquid was disposed at Tradebe Treatment&Recycling of Bridgeport LLC(Tradebe),a licensed disposal facility located in Bridgeport,Connecticut. A copy of the Bill of Lading is included in Appendix B. The tank will be legally disposed as scrap steel at P.C.Metals in Bridgeport,Connecticut. The tank contained nest holes and soil under the tank contained strong nuisance characteristic indicating fuel oil impact. A copy of the Analytical Report(CET#2080285)is included in Appendix C with this report. All subsequent referenced soil samples collected for analysis were submitted to CET for the same sample analytical methods and are included in Appendix C. Tables 1 and 2 containing a comparison to the NYSDEC CP-51 standards from each laboratory analytical report are contained in Appendix D within this report. The State of New York Department of Environmental Conservation(NY-DEC)was notified of the discovery of the fuel oil release and the referenced NYSDEC Spill Number noted above was assigned. Plastic was placed along the bottom of the former tank and the area was secured pending additional remedial activity. Age Date Assessment Discussion A soil sample was collected for age dating to approximate the age of the released fuel oil.The analytical report from Precision Testing Labs(PTL)is contained in Appendix C. Soil Abatement Discussion From August 23`d—August 25`h,2022, Enviroshield excavated and disposed of 32.74 tons of fuel oil impacted soil. As the excavation progressed, soil samples from the excavation were field-screened using a Rae Mini Lite Photo-ionization Detector(PID)to guide the excavation process. All the excavated contaminated soil was disposed at Clean Earth of Carteret. Clean Earth is a licensed disposal/recycling facility located in Carteret,New Jersey. A copy of all solid waste transport manifests, and weight tickets are included in Appendix B with this report. Soil samples were collected from the completed excavation to the North, South,East, and West of the former tank grave. Only the completed South sample,stopped by the tree line, indicated remaining impact exceeding the NYSDEC CP-51 standards. All results and associated Summary Table Comparisons are contained in Appendix C and D. Based on the analytical reports,the removal of accessible oil impacted soil exceeding the regulatory standard was completed. The total excavation measured approximately 17' by9'to a depth of 9' below surface grade. SXXSPI I Castleview Court in Rye Brook,NY NYSDEC Spill#2204126 September 12,2022 Page 3 of 4 Groundwater Abatement Discussion During the soil remedial work,groundwater was observed accumulating in the bottom of the excavation; This water was observed at approximately 9' below surface grade. No free phase product was observed;all water was vacuumed by a vacuum truck or excavated with soil which was disposed off-site. Three hundred and eighty(380)gallons of water was vacuumed from the excavation and transported by Enviroshield for legal disposal at Tradebe. The Bill of Lading for all water transport is contained in Appendix B. At the completion of the excavation,water observed entering from the walls of the excavation contained no nuisance characteristics consistent with fuel oil impact. Soil excavation was completed,and the entire area was backfilled for final landscape restoration and repair by others. Based on visual observations, field screening and laboratory analysis it was determined that soil surrounding a leaking underground fuel oil tank was impacted by petroleum. 2. Based on laboratory analysis,the excavation and disposal of 32.74 tons of fuel oil impacted soil and the pumping and disposal of 380 gallons of groundwater has effectively remediated the impacted soil and groundwater under the former buried fuel oil tank. 3. All work performed as part of this project was completed by a State of New York licensed waste transporter in accordance with the CP-51 cleanup standards and guidelines. Enviroshield recommends closure of the referenced Spill. No other statement of environmental conditions regarding the subject site are made or intended other than what is specifically mentioned and addressed within this report. Assumptions: There has been strict compliance with the sample and sampling protocol adhering to the Christensen & Larsen method (C&L model). Laboratory Analytical Results: Sample Tank Grave was delivered to Precision Testing Labs, Inc. with the required chain-of-custody documentation for analysis by gas chromatograph equipped with a flame ionization detector (GC/FID). The concentration of hydrocarbons in sample Tank Grave was above 1,000 mg/kg and consisted of medium boiling compounds. The pattern of peaks displayed was indicative of a middle distillate such as diesel fuel or heating oil. Compounds eluted from n-C,o to n-C22 with dominant peaks near n-C16 Age-Dating Methodology: Petroleum products, such as diesel fuel or#2 heating oil, are a complex mixture of hydrocarbons produced by the distillation of crude oil. The dominant hydrocarbons in diesel are n-alkanes (straight-chain alkanes) in the range of C9to C20, representing a boiling range of approximately 1600 to 360°C. In addition to n-alkanes, diesel oil contains branched-chain alkanes (e.g., isoprenoids), cyclo-alkanes, and aromatics (Christensen et al. 1993). Normally, in fresh diesel fuel or#2 heating oil, the isoprenoids, farnesane, norpristane, pristane, and phythane are present at concentrations well below the concentrations of the corresponding n-alkanes (n- alkane with the nearest boiling point). On the other hand, degraded diesel oil under aerobic conditions is dominated by the isoprenoids, while the n-alkanes can be absent.' The degradation or"weathering" of a petroleum product in soil is governed by three processes: evaporation, leaching and biodegradation. In the case of a subsurface leak, microbial action or"biodegradation" generally predominates over evaporation and leaching as a weathering process. Based on studies completed in Europe and the United States, it has been determined that microorganisms preferentially digest some hydrocarbons, leaving the remaining hydrocarbons as a biomarker. These ratios were then compared to known petroleum releases in Denmark and The Netherlands and it was determined that a direct relationship exists between the ratios and the C&L age. The model can estimate the age of#2 heating oil (or diesel fuel) up to 20 years old within a range of plus or minus two years. Special considerations: Recent studies have revealed that the Christensen model is considered valid; however, more than one sample is recommended for analysis. Furthermore, the method is only considered valid in climatic conditions similar to northern Europe, where the model was developed.' The climate in the northeastern United States is considered similar to northern Europe and,therefore, the model should be valid for the New Jersey area. Interpretation of results: The GC trace for a fresh heating oil or diesel fuel normally produces an even or bell-shaped distribution with the n-alkanes appearing as the dominant peaks and forming a regular pattern covering the entire length of the chromatogram. The GC/FID trace for soil sample Tank Grave revealed medium-boiling-point compounds indicative of a middle distillate such as diesel fuel or#2 heating oil. The dominant peaks were found to be isoprenoids with n-alkanes almost absent. The n- C17 alkane (heptadecane) and pristane were identified. The n- C17/pristane peak height ratio for sample Tank Grave was < 0.1. Using the linear relationship between the n- C17/pristane ratio vs. time since release into the environment (according to the C-L model), the petroleum in the soil sample was estimated to be greater than 20 years old.
