This plan consists of this narrative and a plan set entitled: "Proposed Site Alterations, Village of Rye Brook, Westchester County - New York", all as prepared by Hudson Engineering and Consulting, P.C., Elmsford, New York, dated April 27, 2022. The design is in accordance with the Village of Rye Brook requirements. Since the project disturbance is less than one acre the New York State Department of Environmental Conservation [NYSDEC] stormwater regulations are not applicable. METHODOLOGY The stormwater analysis was developed utilizing the Soil Conservation Service (SCS) TR-20, 24-hour Type III storm events (HydroCad®) to assist with the design of the mitigating practices. The "Complex Number" (CN) values determination is based on soil type, vegetation and/or land use. The design is in accordance with the Village of Rye Brook's stormwater regulations. The "Time of Concentration" (Tc) values were determined as a direct entry of one-minute. The CN and Tc data are input into the computer model. The project site was modeled for the 25-year Type III — 24-hour storm event. PRE-DESIGN INVESTIGATIVE ANALYSIS A pre-design investigative analysis was performed including percolation and deep tests in the locations shown on the plans. A percolation test was performed in the vicinity of the potential stormwater mitigation practice [TP-21 until a constant rate was achieved, the results are as follows: • TP-1: A percolation rate of 0.29-minutes per inch (200-inch per hour) was observed. A rate of 30-inch per hour was utilized in the design. A deep test hole were excavated and labeled TP-1 as shown on the plans. • TP-1 was excavated to a depth of 60-inches. The test revealed topsoil to a depth of 12-inches, mixed sands with rocks to the invert. Ledge rock Hudson Engineering & Consulting, P.C. was observed at 60-inches. No groundwater was encountered during testing. The deep test hole log and percolation test data sheets are attached. PRE-DEVELOPED CONDITIONS The project site is located on the western side of Brook Lane approximately 130 feet west of the intersection of Brook Lane and Phyllis Place. The site generally slopes gently from west to east. The soil classification, based upon Westchester County Soil Mapping, is Urban Land-Charlton complex, 3 to 8 percent slopes. POST-DEVELOPED CONDITION Watershed 1 contains a tributary area of approximately 882-square feet of which all is impervious in the form of the proposed patio. The weighted complex number (CN) value is calculated as 98 and the Time of Concentration (Tc) is calculated as a direct entry of 1.0-minutes. The stormwater runoff from this tributary area is conveyed via a comprehensive drainage system to two (2) Cultec Contactor® 10OHD storm chambers set in one foot of gravel at the top and sides. The system is designed to fully accept (no release) the stormwater runoff for all storms up to and including the 25-year storm event an infiltrate into the surrounding soil substrata. Gravel beneath the stormwater system was not utilized as storage design. CONCLUSION The stormwater management plan proposed meets all the requirements set forth by the Village of Rye Brook. Design modification requirements that may occur during the approval process will be performed and submitted for review to the Village of Rye Brook. As we spoke yesterday, what's going on is that you initiated work on your property that requires a permit and approval from the Village Architectural Review Board without any such permits or approvals and now that work must be legalized in accordance with the code. My Assistant Mr. Fews issued and posted a Stop Work Order as he is required to do under the law, describing the work he saw initiated without a permit, including the construction of masonry walls. The Stop Work Order must remain in place as posted under penalty of law. Unauthorized removal of such carries a minimum $1,000 fine. The fact that Mr. Fews refrained from issuing further violations, fines and/or a summons as the code clearly allows speaks to the extent to which the Building Department wishes to assist you. You must seek to legalize the work by submitting an Exterior Building Permit Application and engineered plans to the Building Department for review and placement on the next available ARB agenda. You must attend the ARB meeting and present your application to the Board as do all applicants seeking such approval. I have attached a copy of the appropriate application and filing instructions hereto for your convenience, please review it in its entirety. The code requires that you provide a current property survey executed within the past calendar year. You must retain the services of a NY State Licensed Professional Engineer or NY State Registered Architect to assist in the completion of the application showing compliance with the Village's impervious coverage regulations and prepare a plan showing the entire scope of your project. Your project must receive approval from the Village ARB and then a Building Permit from me. Upon issuance of the permit the work can continue/commence. You or your contractor must then call the Building Department for field inspections at the appropriate construction intervals. Upon completion of the work, you must submit an updated property survey, an application for Certificate of Occupancy &fee, and schedule the final inspection needed to close the permit. Please note that in order to avoid a court summons, you must file your permit application within thirty(50) days of this email. I must ask that you refrain from sending multiple un-linked separate emails on the same subject. It is impossible for me to answer such in any comprehensive manner.
