Dear Dave,
This morning I received a referral from the Rye Brook Fire Department reporting a fire alarm/fire incident at
the subject location. The report states that a Type I Hood fire extinguishing system was discharged, and that
the Westchester County Department of Health (DOH)was summoned to the scene and closed the restaurant
pending a follow-up DOH inspection later today. Please note that the discharge of a fire extinguishing system
also triggers the following items from the Building Department:
1. A Fire Alarm Permit to repair/reset the system.
2. An inspection and test of that system with the fire system contractor by the Building Department once
repairs/reset is complete.
S. Issuance of a Certificate of Compliance for the repaired/restored system.
As such please instruct Buddha to arrange for their fire system contractor to file for a permit to repair/reset
the system, and to call for an inspection of that system upon completion of the work.
Please note that Building Department files indicate that the Buddha Restaurant, a place of public assembly,
hasn't filed for or undergone a fire inspection since 9/13/2019, and that their Operating Permit has been
expired in violation of Rye Brook Village and NY State Codes since 9/17/2020. In the interest of public
safety, it is my directive that, the restaurant shall remain closed until the discharged extinguishing system is
repaired and inspected as indicated above, and the restaurant has undergone and successfully completed a fire
inspection, and their operating permit is restored by the Building Department.
I have attached a copy of the appropriate application hereto for your convenience as well as a copy of the.
STOP WORK ORDER. I've copied the restaurant owner with the only email we have on file which may not
be current. As such I ask that you forward this correspondence and my directive to close the restaurant to all
appropriate parties.
I will post the restaurant as closed until further notice with a STOP WORK ORDER later this morning.
Please inform all parties that unauthorized removal or relocation of a posted STOP WORK ORDER is a
violation of Village Code and carries a fine of$1,000.00.

condition be observed during your regular tour of duty,please notify the Building Departmen his eferral
form. Please provide a brief description of the conditions, the location, date&time observed,and forward this
form to the Rye Brook Building Department for further investigation and corrective action.
Some typical conditions may include:
➢ Unsafe or non-permitted construction activity; unsafe or improper storage/use of construction
materials or equipment; unsafe storage of flammable liquids or combustible materials.
➢ Possible residential overcrowding; all rooms converted to bedrooms; questionable basement or attic
apartments; multiple kitchens; multiple mailboxes, excessive cars parked on property.
➢ Unsafe or unsanitary conditions; unsafe electrical or mechanical equipment; leaky plumbing;
inadequate/inoperable sanitary facilities; excess mold/mildew condition; rodent/insect infestation.
➢ Inadequate fire protection systems; fire alarms & strobes do not sound or flash; missing or damaged
smoke detectors;fire sprinkler, standpipe, hose cabinets, ANSI,or other fire protection system damaged
or disabled; missing, outdated or discharged portable fire extinguishers.
➢ Exits & exit stairways blocked; exit doors locked; combustible material stored in exit or exit stairway;
exit signs not illuminated; inadequate emergency lighting; accumulated snow or ice in exit discharge.

PCFD and West Harrison FD were initially dispatched to the location. After contacting the property
maintenance technician, the alarm system could not be reset. West Harrison FD returned to service and PCFD
R41 remained on location. E 14 responded with traffic to the scene. E 14 attempted to contact the Rye Brook
Building Department while enroute and spoke with Steve Fews from the Building Department. E14 arrived on
scene and met with R41 FFs and entered the restaurant. Upon entry, the building maintenance technician, alarm
system technician, and restaurant manager were on location and attempts to reset the alarm were being made.
The cook station with the activation, station#3, was isolated per the property manager and alarm technician.
Information was discovered that stated the restaurants Ansul system may have been activated,but staff had
made attempts to clean the discharge prior to fire department arrival. E 14 FF attempted to contact a County
Health Inspector to determine the next steps for the restaurant via 60 Control. Health Inspector, Zaw Thein,
stated to have the restaurant closed until an inspection could be made.The restaurant was shut down and closed
by the restaurant manager. R41 was placed back in service. E 14 and the property manager supervised the
closure of the restaurant, and E14 was placed back in service. Per the Health Department administrator Zaw
Thein, a follow-up inspection will be made the next business day. A referral will also be sent to the Rye Brook

Dear Mr. Peter Lin,
It has come to the attention of the Building Department that it has been over one year since you applied to renew
your Operating Permit for the subject Place of Public Assembly,and as such your Operating Permit is now
expired. Please note that the Code of the Village of Rye Brook requires that your Place of Public Assembly hold
an Operating Permit,and that such permit be renewed by you annually.Please note that in order to renew your
Operating Permit,you are required by Rye Brook Village Code §91-4.B,to undergo and successfully complete a
Fire Inspection for this location at least every twelve(12)months.
In order to avoid a violation,please complete and submit the attached Fire Inspection/Operating Permit
Application form,remit the correct application fee,and schedule your annual Fire Inspection with the Building
Department by no later than,November 1,2020,which is thirty(30)days after the date of this notice. Please note
that the property owners notarized signature,as well as the business owners notarized signature must appear on
the application form in the appropriate spaces.Upon successful completion of the Fire Inspection,you will be
issued a renewed Operating Permit valid for one year.
Please remember that you must renew your Operating Permit every year by filing a Fire Inspection/Operating
Permit Application,remitting the applicable fee, and scheduling your Fire Inspection with the Building
Department at least thirty(30)days prior to the expiration date listed on your Operating Permit.
