NY State Code requires a handrail at each flight of egress stairs having 4 or more risers. The outdoor basement egress stairs require a handrail in compliance with RCNYS R311.7.8. 2. There's an extension cord running through an abandoned flue clean-out and plugged into an electrical outlet in the basement. The NY State Fire Safety Code does not permit extension cords to be used in place of permanent wiring. Whatever fixture is being powered by that extension cord must be provided with an electrical outlet within code compliant proximity of the fixture in accordance with FCNYS 604.5. 3. As I was leaving, I notice that the swing door leading from the garage to the basement steps is fitted with spring-loaded self-closing hinges, however the spring hinges are not properly adjusted to automatically close the door. NY State Code R302.5.1. requires that doors leading from a garage to living space be self-closing.
