Rosenberg, Mayor Village of Rye Brook 938 King Street Rye Brook, NY 10573 Re: Updated Site Plan Application Documents for 900 King Street Dear Mayor Rosenberg: On behalf of Rye King Associates, LLC, we are pleased to submit updated Site Plan Application documents for the 900 King Street project for your distribution and use with the Rye Brook Board of Trustees prior to the September 14th hearing. These documents have been updated to reflect the design modifications, review comments and other changes resulting from significant input and follow-up discussion by the Rye Brook Architectural Review Board and the Board of Trustees. The changes reflected in the updated drawings include the following: Main Entry Façade and Addition of a grander Porte Cochere to the Independent Living Building: These changes reflect the collective comments of the Architectural Review Board. They include the following items: • Providing a grander entry: in this case, a new Porte Cochere which becomes the main visual focal point of the entry; • Reduction of the number of window mullions/divisions: Windows have been simplified from a 6 over 6 mullion pattern to the more typical 4 over 1 mullion pattern; • Addition of Balconies: additional balconies have been introduced, creating a more animated façade; • Entry driveway reconfiguration: in order to accommodate the new Porte Cochere, the shape of the entry drive and drop-off has been modified from a more 2-sided linear approach to a grander single approach drive with a circular drop off driveway that passes under the new Porte Cochere. This also results in the relocation of guest parking to flank the new single entry drive. All dimensions of this reconfiguration were based on input received from Emergency Services to ensure that distances worked with their requirements. JMC and Perkins Eastman reviewed this new configuration with Mickey Izzo prior to this submission. Assisted Living Building modification: By and large, the building size and shape have remained the same, except for a minor footprint change where the Assisted Living building connects to the Independent Living building. A small angled area has been added to create a more comfortable entry sequence from the Porte Cochere/Covered drop-off into the building, as well as creating a better lobby and transition to Assisted Living Dining: All of these changes are reflected in the accompanying drawings from Perkins Eastman (Architecture), Civil Engineering (JMC) and Landscape Architecture (MPFP Landscape Architecture). Total Building Area Update: the changes described above are reflected in revised building area calculations, which remain below the allowable gross floor area limits. The previous and updated calculations are included in this letter, with the updated areas included in the attached drawings. Previous Building Areas: IL: 217,600 SF AL: 81,500 SF TH: 47,350 SF Total: 346,450 SF Current Building Areas: IL: 203,528 SF AL: 91,934 SF TH: 48,560 SF Total: 344,022 SF Average Building Height: the minor revision to the AL footprint required slight modulation of the roof for this building: the recalculated average roof height above grade for the IL/AL building has remained the same at 41.8 ‘(feet) above Average Grade. There were no changes to the maximum ridge height of the building. Renderings from the Arbors: As requested, we have included in this submission updated sections and renderings from the Arbors. As shown on the sections, the IL building is more than 300 feet farther away from the Arbors than the existing office building. In addition, the IL building has been both shortened in height and set back in distance from the Arbors Townhouses during the SEQRA process as a direct result of public and Board comments. Between the Arbors and the 900 King Site, there is a large, wooded, wetland buffer, which obscures almost all visibility of the Site from the Arbors. We’ve provided massing models of the Site as viewed from the Arbors if the wooded buffer were not present. As you see, what would primarily be visible, if the wetland buffer were removed from the Site, would be the two-story townhouses, with a glimpse of the IL building well in the background. To show what the project would look like with the actual, existing, vegetation, we’ve also included photosimulations from the Arbors. The photosimulations are from the same vantage points used in the DEIS, which were chosen by the Village and the Applicant as being representative of the only places through which the interior of the 900 King Site can be seen from the Arbors Townhouses. As shown in these photosimulations, the project would barely be visible from the Arbors in leaf off conditions and, in locations where it is visible, it would be in approximately the same location and at the same scale (or lower) than the existing building. However, instead of a monolithic concrete and glass office building, the project would present residential views townhouses. During leaf on conditions, almost all visibility of the 900 King Site would be occluded. We would be happy to answer any questions you might have concerning these changes.
