Mayor Rosenberg and Honorable Members of the Board of Trustees, I wanted to thank the Village Board for their patience and perseverance in reviewing the 900 King Street proposal. I also wanted to commend the Board on their responsiveness to community concerns and comments. It was very disappointing to see that the Applicant did not come with the requested materials at the last Village Board meeting. The height of the complex remains a concern as recently noted that the tallest part of it will stand almost twenty feet higher than the structure that exists today. I reviewed the most recent Architectural Renderings (July 23) and don’t understand how the three-story buildings can be shown taller than the four-story building. This may be part of the problem in that we have not been provided with a true depiction of the complex in its entirety and viewed from Arbor Drive. Respectfully, while I understand that the Applicant is within code and has always referenced the Comprehensive Plan as a basis for their concept, I’m not sure they are adhering to the spirit and intent of the Comprehensive Plan as it relates to senior living buildings. Additionally, while the ARB must approve the design, maybe there is a way to combine their stated preference for a complex that stands out with the neighbors’ concerns of buildings that are in keeping with the low-density architecture of the surrounding community. The materials presented by the Applicant on the Village website for the noise/construction barriers do not have any explanation. Hopefully, this will be vetted further at the upcoming meeting since what is shown raises questions on what was requested. On another note, I still have safety concerns relative to the crossroad markings proposed to be implemented on Arbor Drive. I wonder if Westchester County’s recommendation of continuing the sidewalk on the eastern side of Arbor Drive (along the Applicant’s property) to King Street changes the need for this in any way. While I recognize that the existing cell tower on top of 900 King is not part of the approval process, it would be helpful to know if it is inactive at this point or would need to be relocated before the demolition of the building. It might also be helpful and informative to outline for the community the remaining steps necessary before demolition of the exiting building can begin.
