On April 29, 2021, 900 King Street Owner LLC (the “Applicant”) submitted supplementary materials to
the Planning Board in support of its applications for a PUD Site Plan, a Wetland Permit, and a Steep Slopes
permit. The Village’s consultants, Hardesty & Hanover and HDR, Inc., provided written comment
memoranda regarding the submitted materials. This memorandum provides responses to those consultant
comments.

Construction Management Plan: Construction Noise
Based on HDR’s comments on two preliminary drafts of the supplementary noise analysis and the memo
accompanying the same, AKRF has finalized the analysis and memorandum, which are attached as an
appendix to the Construction Management Plan (“CMP”). The modeling and analysis were updated to
address HDR’s comments, and it is our understanding that there are no further technical comments
regarding the analysis or the conclusions of the same.
The fundamental conclusion of the analysis is that a 12-foot-tall noise barrier along the Arbors and Village
Hall sides of the Project Site would provide minimal, or no, additional noise reduction compared to a
condition in which no barrier is located on those sides of the Site. Based on this conclusion, the Applicant
proposes to construct a 6-foot-tall noise barrier along those sides of the Site during construction, consistent
with the requirements of the Findings Statement. The results of the analysis are described in more detail in
Section 10.1.2 of the May 27, 2021 draft CMP.

Construction Air Quality
Drawings C-201 through C-205 have been updated to now show specific locations identified on site as
a “Proposed Concrete Truck Washout/Truck Wash Down Area”.
Construction Noise
The S&E Plan Legend has been updated on drawing C-010 to show three separate types of fencing.
These three include the 6’ high noise barrier, the 12’ high noise barrier and the 6’ chain link fence, all
shown with different symbols on the plans.
Operational Noise
Detail #69 on drawing C-910 has been updated to clearly indicate that the level 1 enclosure is to be
used.
