Peter,
Although we are still reviewing the Acoustic Analyses documents that were sent and linked in the below email, we feel
that what you provided as Draft on 4/15 can be refined and submitted as part of the Site Plan filings for the May
Planning Board meeting (with filing deadline of next week).
First, the supplemental Acoustical Analysis does not respond to HDR’s 4/5/2021 Tech Memo, so it should be
acknowledged by response here (and in your filing of next week) that responses-to-comments from HDR and other
Village consultants are also being filed separately from this new analysis.
Regards the Acoustical Analysis filing/submittal, we have a few suggestions noted in the below bullets.
A Cover letter to the Planning Board that introduces the analysis (with focus on the noise walls) should be
provided. The cover letter can perhaps be brief (2-3 page) and include the Exec Summary info from the Draft 5-
page letter provided on 4/15 (including the purpose of this analysis and why the applicant developed this
analysis, in the context of the Findings Statement). I think you can reference Findings Statement sections / page
#s that point to the noise walls being further assessed during the Site Plan process (as also said in the 5-page
letter). You can then attach the 5-page letter behind the cover letter, removing Draft watermark if
appropriate. Understood that you may be refining the overall analysis, currently. Importantly, the cover letter
should list in bullet form what is attached as part of the Acoustical Analysis submittal (see below).
I am not sure the Draft C-01 Notes dwg needs to be submitted with the Acoustical Analysis.
Draft C-200: can you show the noise barriers in red and the labels in bold/ red/ larger font for this submittal ?
The pdf files (3) in the Schedule and Logistics folder can be included, with reference in the cover letter.
I think it would be good to submit the 2021-4-8 Excel sheets (Results Tables, that should match the 5-page
letter; and the 8 support tabs) as one attachment. Add description in the cover letter.
The 4 pdf heat maps would also be good to submit. They may need some background in the cover letter or
some notes/titles on the maps themselves, just to clearly identify what each represents.
In general, you cover a lot of the comments in that 5-page letter, but we recommend a separate cover letter to
lay-out what the PB is seeing for the first time.
The cover letter should note all of the supporting exhibits (sequentially), including the backup data. Mike
Nowak – would it be ok to submit the CadnaA model and grid back-up files (8 data files) electronically only (as
an upload to the Village website) ?

HDR will continue review of this analysis next week, and the formal Planning Board submittal will make it easier for us to
do so. We will be getting deeper into the modeling as part of our tech review and will let you know if questions or
clarification needs.
A couple preliminary questions –
- Often, we would see contours around each piece of equipment (noise source) rather than just contours
along the property boundary. Perhaps you can address this in the submittal, for clarification.
- Can AKRF provide a table with the noise level modeled for each equipment and the source of that
information ?
Please note that we are not endorsing ‘completeness’ of this item at this time, but rather providing direction on how to
submit.
We suggest that the HVAC analysis (6-page memo; still under review) can also be submitted as a separate item (w/ cover
letter to Planning Board).
If we can talk on Tuesday of next week, that would be good. We can also continue discussions on possible aesthetics
associated with the 3 noise walls.

As discussed, AKRF has completed its acoustical analyses of the efficacy of the construction noise barrier on the (plan)
east and west sides of the Site. We've uploaded a DRAFT of the report to this link, together with the models and other
backup. Based on the analysis, what we're proposing along with the 12-ft plywood barrier on the southern side, is a 6-ft
plywood barrier on the east and west sides. We attached drafts of the updated drawings as well showing these barriers.
We'd appreciate your feedback on the draft report and our recommendation. We're happy to hop on the phone to
discuss or review markups, whatever is easiest for you.
Our goal is to have a finalized report and final recommendation that is generally agreeable to your office by the end of
the month, when we need to "formally" submit updates to our previous site plan submission for consideration at the
May meeting.

We also uploaded a draft of our HVAC analysis if you are able to review it ahead of time; though it is a LOT less involved
and indicates no impacts -- so we're not as concerned.
